About this file

This is a Bidder's Authorized Representative Form required by the Oregon Department of Forestry (ODF) for a Request for Quote (RFQ) to perform tree planting services in the Crazy Creek Fire footprint within the Ochoco National Forest on the Paulina Ranger District in Crook County. The procurement seeks a qualified contractor to provide all planting labor, supervision, transportation, and equipment to hand-plant conifer seedlings (bareroot and container ponderosa pine and possible western larch) across 423 acres divided into eight designated units at elevations between 5,200 and 5,400 feet, with a target spacing of 16 feet by 16 feet and planting density of 170 trees per acre. Work must commence no later than April 15, 2026, with all services completed by June 30, 2026, with an estimated notice to proceed on March 31, 2026 and a required pre-operations meeting within ten business days of contract award. Quotes must be submitted electronically through OregonBuys by March 20, 2026, at 12:00 PM PST using this form and the Pricing Submittal Form (Attachment 2), with solicitation number S-62900-00016154.

Payment is structured on a per-acre unit price basis contingent upon achieving a minimum 90 percent planting quality rating as determined through inspection procedures, with two line items for conifer planting and rigid seedling protection installation. The contractor must maintain a Bureau of Labor and Industries (BOLI) Farm/Forest Labor Contractor license with a Forestation endorsement throughout contract performance and carry commercial general liability insurance of at least one million dollars per occurrence and two million dollars annual aggregate, workers' compensation coverage, and automobile liability insurance of one million dollars combined single limit. All equipment and vehicles must be certified weed-free before entering the National Forest, and contractors are responsible for returning all seedling boxes and unused protection materials upon project completion. The ODF will provide planting stock, rigid seedling protection materials, maps, detailed unit information, and an assigned contract administrator. Award will be made to the lowest responsive and responsible offeror, with contact for questions directed to Shannon LeClaire at Shannon.Leclaire@odf.oregon.gov.
