Building 191

Statement of Work -2

1.5.1. General Requirements.

1.5.1.1. Building 191 is an existing, approximately 4,000sf facility used by the 162nd Aerospace Control Alert Detachment as crew quarters during shifts. The areas identified for renovation are the Single Occupant Sleeping Room (SOSM), the Shared Sleeping Quarters Restroom (SSQR), and a small repair to the ADA restroom. The sleeping quarters are cramped and in need of updates. The shared restroom shower is too small and needs enlargement. These two areas along with the existing ADA restroom currently experience water hammer when the flush-valve toilet is engaged, creating a disruption when airmen are sleeping. The desired end-result is an efficient new layout for the sleeping quarters, a larger shower in the shared restroom and an elimination of water hammer from the building.

1.5.1.2. The Government will provide as-builts as part of this RFP. The utility and as-built information provided by the government is the best information available. It is provided to assist the Contractor during the design of this project. The Contractor is responsible for field verifying all information given.

The Contractor is also responsible for obtaining all information necessary to properly design and install all work. Gathering information during design shall be coordinated through the CO.

1.5.1.3. All construction work shall be accomplished between the hours of 0730 - 1630, Monday through Friday, unless otherwise approved in writing by the Contracting Officer (CO). Contractor shall submit a copy of their work schedule to the CO prior to commencement of the Work.

1.5.1.4. The construction site is in a controlled area and will require the Contractor and subcontractors to have the requisite badging and identification to access this project site. The Contractor shall consider in the contract documents (e.g., the construction cost estimate) the reasonable costs and effects of daily, short delays in accessing the project site, as required by the restrictive access requirements or by local alert conditions. The Government will not provide escorts for base access.

1.5.1.5. This project will not require fenced screening; however, the project site must be kept clean on a daily basis. This work will take place directly adjacent to the flightline area. Coordinate all applicable work with 355 CES and appropriate airfield operations personnel to prevent the possibility of foreign object damage (FOD) to the airfield operations and aircraft. If crane work is required, coordinate with installation personnel to complete appropriate FAA requirements.

1.5.1.6. For this project, a dumpster is permitted in the area of the project site as approved by the Contracting Officer. The Contractor shall consider in the contract documents (e.g., the construction cost estimate) the reasonable costs and effects of short delays in accessing the project site to pick up or deliver a dumpster, as required by the restrictive access requirements or by local alert conditions.

1.5.1.7. The Contractor shall not be required to phase construction operations. With adequate advance notice, the User expects to be able to relocate their operations in order to allow the Contractor complete access to the entire project site. However, portions of the facility, which are not included in this project, will remain occupied for the entire period of construction; so the Contractor shall make every reasonable effort to limit and minimize the effects of all construction operations on the occupied areas. At no time may access to any portion of the occupied facility be prevented.

1.5.1.8. The Contractor’s access/haul route shall be exclusively through the Swan Gate at the northwest entrance of the Base. Hauling or receiving materials through other gates shall not be permitted.
