Statement of Work 316th Wing Inspector General Advanced Disaster Management System (ADMS) Expansion

Joint Base Andrews (JBA), MD

1.0 Introduction

1.1 Mission: The primary mission of the 316 Inspector General (IG) office is successful exercising of emergency response to natural and manmade disaster mitigation across the base. An Advanced Disaster Management System (ADMS) will allow the 316 IG to be postured for any such emergencies. Overall, this preparation will lead to 100% mitigation and allow the 316 IG to achieve their mission goals.

1.2 Background: The in-place ADMS, Platform as a Service, is specifically designed for JBA emergency response, ensuring top mission readiness for all emergency responder personnel. The virtual training platform previously procured has the capability to implement expansions to allow security forces and other first responder personnel to further their mission readiness through providing active shooter, sniper, drone, gate runner, and high-risk traffic scenario simulations, and a simulation of the interior of building 1500, to further improve mission readiness for real-life scenarios that the installation may experience. Through this acquisition, this system expansion will fortify and enhance pre-incident planning, mitigation, tactical approaches, and operations. This is a vital and innovative way to tackle scenarios before they occur. In addition, Joint Base Andrews is uniquely positioned within proximity to the nation’s capital and thus exposed to many different potential natural and manmade disasters and threats. However, through procuring this system expansion, the knowledge needed to mitigate such scenarios successfully will be achieved and will operate outside of the Air Force Network.

1.3 Scope: The scope of work will include the purchase of the following software upgrades:

a. Gate Runner and High-Risk Traffic Stop scenarios; software

b. Active Shooter and Sniper scenarios; software

c. Drone scenario; software

d. Building #1500 simulation; software

The new software will include:

a. Software installation

b. Update of System Operation Manuals

c. Includes two (2) days System Operation Training at customer site

d. One (1) year warranty for the ETC-supplied software under this project

e. If needed due to the expansion, ETC will prepare and deliver the following manuals:

a. Five (5) printed copies of the updated ADMS System Operation Manual in English.

b. Five (5) digital copies of the updated ADMS System Operation Manual in English.
