About this file
This document is a Sole Source (Including Brand Name) Justification for Simplified Procedures for Certain Commercial Items. It outlines the justification for a sole source award to Environmental Tectonics Corporation (ETC) for an expansion to the 316th Inspector General's (IG) existing Advanced Disaster Management System (ADMS) at Joint Base Andrews.
The ADMS expansion will include new virtual reality simulations for gate runner/high-risk traffic stops, active shooter/sniper response, drone scenarios, and a simulation of Building #1500. The total estimated cost for the expansion is $1,011,434. The justification cites ETC's proprietary ADMS software and platform as the basis for the sole source determination, as ETC is the only vendor capable of expanding the existing in-place system. Market research confirmed no other vendors can integrate with the current ADMS. The Contracting Officer has determined the anticipated cost is fair and reasonable based on a review of ETC's past work. The acquisition will be conducted under simplified commercial item procedures.

I. Contracting Activity.
316th Contracting Squadron, Joint Base Andrews, MD 20762
II. Nature and/or description of the action being processed.
This sole source award will be a new, firm-fixed-price commercial contract, awarded to Environmental Tectonics Corporation (ETC). This acquisition is an expansion to a previously purchased system acquired sole source and awarded to ETC by the same mission partner, the 316th Wing Inspector General office, and the 316th Contracting Squadron in September of 2022, FA286022P0064.
III. Description of supplies/services required to meet agency needs.
This requirement is a commodity purchase utilizing 3400, Operations and Maintenance, funds for all Contract Line Item Numbers (CLIN). The requirement is an expansion to the 316th Wing Inspector General's Advanced Disaster Management System (ADMS) procured on FA286022P0064. The ADMS purchased in FY22 delivered virtual simulations of emergency response to natural and manmade disasters across Joint Base Andrews, increasing incident command structure tactics and mitigation efficiency. The ADMS expansion will include installations of simulations of gate runner & high-risk traffic stop scenarios, active shooter & sniper scenarios, drone scenarios, and a simulation of building #1500, the Jones Building, on Joint Base Andrews. These expansions will allow the 316th IG to fortify and enhance pre-incident planning, mitigation, tactical approaches, and operations. This software system expansion will lead to improved training, mitigation, performance of procedural tasks, and disaster response capabilities, in support of the 316 IG and Security Forces Group mission.
CLIN 0001 - Gate Runner and High-Risk Traffic Stop Scenarios - $240,978
CLIN 0002 - Active Shooter and Sniper Response Scenarios - $250,213
CLIN 0003 - Drone Scenario - $104,227
CLIN 0004 - Building # 1500 Interior Simulation - $416,016 Total: $1,011,434
Delivery of scenarios is within 12 months of award of each CLIN.
IV. Statutory authority permitting other than full and open competition.
DAFFARS 5313.501 - 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Environmental Tectonics Corporation (ETC) designs, manufactures, and sells ADMS equipment and software to the general public and modifies the software to meet the customers’ specific needs (in this case, Joint Base Andrews) to control, simulate, and measure environmental conditions. The in-place ADMS consists of a software and hardware program designed and developed specifically for Joint Base Andrews by ETC, who possesses the unique capabilities to use existing software needed to maximize virtual training. ETC's real-world simulator system is designed and produced to high technical standards specifically for the Air Force. ADMS is an unscripted and open-ended virtual reality simulator; the ADMS relies on physics-based technology and built-in artificial intelligence technology compatible with a Department of Defense (DoD) Information Level (IL)-2 and IL-4 Certification, Low-Code platform automation for defense, and seamless data interface integrations to internal/external/legacy systems.
The previously acquired ADMS Platform as a Service (PaaS) hosts ETC's simulations’ proprietary source code along with its cloud infrastructure provisioning necessary to maintain the ADMS development, test, and production environments.
The ADMS Platform hosts everything - servers, networks, storage, operating system software, databases, development

CONTROLLED UNCLASSIFIED INFORMATION March 2023 Page 3 of 4 tools - at its data center. Additionally, the ADMS Platform enables the 316th IG to build, test, deploy, run, update and scale applications more quickly and inexpensively than if a new contractor reconstructed and managed a new on-premises platform, provided the proprietary source code is not a limiting factor.
ETC's Application Programming Interface (API) has been modified and configured to allow architecture compatibility in a DoD environment. ETC's platform infrastructure is designed to support the 316th IG's complete web application lifecycle: building, testing, deploying, managing, and updating. ADMS configuration and architecture framework is constructed by ETC's enterprise application stack, including operating systems, middleware, databases, and development tools.
The ADMS is intellectual property of ETC. ETC has not licensed any potential vendor to create expansion software for ADMS. In market research, 316 CONS confirmed that the required ETC-developed ADMS software package is proprietary to ETC. ETC first developed this software package in 1994 and continues to improve and modify the base software to meet customers’ evolving needs.
The existing ADMS was acquired in FY22 for $746,188, and this expansion is quoted at $1,011,434. If we sought to replace the system in its entirety in order to acquire open source code and opportunities for future competitive expansions, we would duplicate the cost of the FY22 award plus the increase associated with inflation, plus the cost we expect this expansion to incur. At hand, this expansion costs just over $1M, to achieve the same result with a new company, we would anticipate costs over $2M, $1M of which are duplicated.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
During market research, we reviewed the seven potential vendors identified in response to the Sources Sought posting for the original acquisition of the ADMS in FY22. Additionally, we engaged with ETC to understand the limitations to expanding upon their in-place product, and we did further internet searches to understand the market norms. All avenues support the finding that, because the source code of the ADMS is proprietary to ETC, ETC is the only responsible source able to satisfy the present requirement. Alternate sources are not compatible with our previously acquired product, given that the ETC-developed ADMS software package and source code are proprietary to ETC. ETC has not licensed any other potential vendor to create expansion software for ADMS.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
To determine that the anticipated cost will be fair and reasonable, we reviewed past contracts ETC has performed both for the U.S. Air Force and other entities for similar expansions to ADMS platforms. We engaged with ETC about the complexity of the requirement to understand the anticipated cost, and in comparison to ETC's other work, the anticipated cost is comparable. The Contracting Officer will evaluate the proposed price in accordance with FAR 13.106-3, Award and documentation, to determine it is fair and reasonable prior to award.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
The original acquisition of the ADMS in FY22 explored GSA Advantage, Ability One, and Federal Prison Industries and exhausted them as options. Additionally during market research of the original acquisition, a Sources Sought was posted on SAM.gov yielding seven potential vendors. Of the seven potential vendors, Environmental Tectonics Corporation (ETC) was found as the only responsible source to fulfill the requirement, and a sole source award was pursued as a result. For this ADMS expansion, we reviewed the FY22 contract market research and potential vendors, as well as other contracts for similar expansions that ETC has performed. We engaged with ETC to understand their capabilities and quoted prices, and we did internet searches to understand the market norms. All of these avenues support the finding that, because the source code of the ADMS is proprietary to ETC, ETC is the only responsible source able to satisfy the requirement for software expansion to the system. Although there are other vendors in the market capable of producing virtual reality hardware and software, none are licensed and able to expand upon the in-place ADMS system as stated in the requirement.

IX. Any other facts supporting the use of Other Than Full and Open Competition.
N/A
X. List of any sources that expressed, in writing, an interest in the acquisition.
No sources have expressed interest in the acquisition other than ETC.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The Air Force explored options to overcome barriers to competition. At this time, an alternate source is not a viable possibility as the source code of the ADMS is still proprietary to ETC. From market research, it appears there are no other Virtual Reality (VR) companies that offer open source military and/or law enforcement training simulations (for different scenarios) that can integrate with other VR hubs. Thus all training scenarios must be procured from the same vendor for operability and competition cannot be obtained until open source training simulations are developed and can integrate with COTS VR hubs. Should the 316th IG require another expansion to the ADMS in future years, 316 CONS will survey the market to understand if new opportunities to compete this requirement exist.
