STATEMENT OF WORK (SOW) FOR PR-52800PR250000082

(Inspection of SAMWAS 200’ Antenna System and Transmission Line)

PURPOSE. Inspect and fully document all defects preventing full operation of the SAMWAS 200 antenna system, transmission line, ground radials, tuning unit, connectors, and other associated items of the antenna system located at Navy Transmit Facility Barrigada, Guam.

SCOPE OR MISSION.

The contractor shall provide all materials and services necessary to accomplish the objectives described herein. The scope of work for this task order shall consist of that effort required to inspect and fully document defects found on the SAMWAS 200 antenna system, antenna tower, support components, transmission line, ground radials, tuning unit, connectors, and all other associated items of this antenna system located at Navy Transmit Facility Barrigada, Guam.

PERIOD OF PERFORMANCE.

The period of performance for this statement of work is date of award – 90 Days.

BACKGROUND.

Due to a failure of the Medium Frequency (MF) system the US Coast Guard currently broadcasts weather and Notice to Mariners six times daily out of Barrigada Guam using High Frequency (HF) broadcasting equipment. The MF system is the preferred method of broadcast however the system is currently inoperable due to transmission line short documented at or about 1705' located along a 3050' cable run. Navy techs have also advised that the line has at least one splice and may have suffered multiple lightning strikes leaving the overall condition of the coax unknown. The cable consists of 2600’ of 3-1/8” air dielectric and 450’ of 1-5/8” foam filled cable. The system was last inspected on 01-06-2017 by Lawrence Behr Associates Inc lbagrp@lbagroup.com who built and installed the system in 2008. The Automatic Tuning Unit, ground plane, antenna system and tower components may also have existing debilitating defects that require detailed documentation to facilitate a comprehensive follow-on repair effort.

PERFORMANCE OBJECTIVES.

• Generate a detailed RF cable path plot with topographical overlay starting from the transmit building to the antenna. This document must depict intersecting cable runs, access vaults, conduits, splice points, and other significant cable path items using Computer Aided Drafting software. Include GPS markers on this document for each significant item encountered. Provide GPS interval markers on the CAD document at distances of at least every 50’.

• Provide complete RF line sweep data for the entire cable path from the transmit building to the antenna tuning unit, tuning unit to transmit building, the antenna system and any other accessible sweep points throughout the cable path. Document any detected distance to fault with GPS coordinates on the CAD cable path document and place physical marker flags at the suspected location of fault.

• Test pressurized coax for air leaks using helium gas sniffer (or equivalent) along entire cable run. Mark all identified leaks with physical marker flags and properly document these locations on a deliverable cable path plot.

• If during the cable inspection it is determined that a replacement of the entire cable run is required provide a document detailing the best approach for replacement to include feasibility for reuse of the existing cable path, best placement for a new cable path and determination of all required studies for this work effort. Also, include any known acceptable alternative cable types that will provide equivalent or near equivalent performance to the existing cable specifications.

• Fully evaluate antenna system, connectors, tuning unit, ground radial system and other attached components for defects. Provide a detailed document detailing all defected items to include a bill of materials, costs and required corrective actions needed to restore the system to full operation.

• Documents shall be provided in Microsoft Word 2003. Spreadsheets shall be provided in Microsoft Excel 2003. Drawings shall be provided in AutoCAD and Adobe PDF.

OPERATING CONSTRAINTS. Cable run has a documented short at or about 1500’ as determined by past Anritsu line sweep studies.

• Bill of materials with cost estimates to restore system to operation

• Detailed RF cable path plot with topographical overlay

• Alternate RF cable path plot (if required)

Note: The lbagrp@lbagroup.com 2017 site inspection report, antenna plots, LBA antenna manual and system drawings along with other related documents will be provided to assist with development of deliverable items.

SECTION 508 COMPLIANCE.

Section 508 of the Rehabilitation Act (classified to 29 U.S.C. § 794d) requires that when Federal agencies develop, procure, maintain, or use information and communications technology (ICT), it shall be accessible to people with disabilities. Federal employees and members of the public with disabilities must be afforded access to and use of information and data comparable to that of Federal employees and members of the public without disabilities.

All products, platforms and services delivered as part of this work statement that, by definition, are deemed ICT shall conform to the revised regulatory implementation of Section 508 Standards, which are located at 36 C.F.R. § 1194.1 & Appendixes A, C & D, and available at https://www.ecfr.gov/cgi-bin/text-idx?SID=e1c6735e25593339a9db63534259d8ec&mc=true&node=pt36.3.1194&rgn=div

5. In the revised regulation, ICT replaced the term electronic and information technology (EIT) used in the original 508 standards. ICT includes IT and other equipment.

Exceptions for this work statement have been determined by DHS and only the exceptions described herein may be applied. Any request for additional exceptions shall be sent to the Contracting Officer and a determination will be made according to DHS Directive 139-05, Office of Accessible Systems and Technology, dated November 12, 2018 and DHS Instruction 139-05-001, Managing the Accessible Systems and Technology Program, dated November 20, 2018, or any successor publication.

1.0 1.1 Section 508 Requirements for Technology Services (include in the SOW, PWS, or SOO)

1. When developing or modifying ICT, the Contractor is required to validate ICT deliverables for conformance to the applicable Section 508 requirements. Validation shall occur on a frequency that ensures Section 508 requirements is evaluated within each iteration and release that contains user interface functionality.

2. When modifying, installing, configuring or integrating commercially available or government-owned ICT, the Contractor shall not reduce the original ICT Item’s level of Section 508 conformance.

3. When developing or modifying electronic documents and forms provided in a Microsoft Office or Adobe PDF format, the Contractor shall demonstrate conformance to the applicable to the applicable Section 508 standards (including WCAG Level A and AA Level 2.0 Success Criteria) by conducting testing using the test methods published under “Accessibility Tests for Documents” at https://www.dhs.gov/compliance-test-processes.

2.0 1.2 Section 508 Deliverables (include in the SOO)

1. Section 508 Test Plans: When developing or modifying ICT pursuant to this contract, the Contractor shall provide a detailed Section 508 Conformance Test Plan. The Test Plan shall describe the scope of components that will be tested, an explanation of the test process that will be used, when testing will be conducted during the project development life cycle, who will conduct the testing, how test results will be reported, and any key assumptions.

2. Section 508 Test Results: When developing or modifying ICT pursuant to this contract, the Contractor shall provide test results in accordance with the Section 508 Requirements for Technology Services provided in this solicitation.

Section 508 Accessibility Conformance Reports: For each ICT item offered through this contract (including commercially available products, and solutions consisting of ICT that are developed or modified pursuant to this contract), the Offeror shall provide an Accessibility Conformance Report (ACR) to document conformance claims against the applicable Section 508 standards. The ACR shall be based on the Voluntary Product Accessibility Template Version 2.0 508 (or successor versions). The template can be found at https://www.itic.org/policy/accessibility/vpat. Each ACR shall be completed by following all of the instructions provided in the template, including an explanation of the validation method used as a basis for the conformance claims in the report.

SECURITY

• This is a non-secure, Navy managed facility, security clearance is not required however access to the facility is controlled.

• No access is required to any Coast Guard computer or data system.

• All Contractor employees shall identify themselves as Contractors when their status is not clear.

The requirements office anticipates the following:

Contractor access to classified information is not currently required under this SOO.

However, the Government at a later date may require all Contractor personnel to have Secret clearances. Accordingly, all Contractor employees provided for this requirement must be eligible for a Secret Clearance.
