About this file
This document is an Attachment titled "Foreign National Visitor Request" that outlines the policy and procedures for USDA's Foreign National Vetting (FNV) process.
The FNV process is mandatory for all non-U.S. citizens visiting or working at USDA facilities in the U.S. to identify any national security, counterintelligence, or anti-terrorism risks. The vetting includes name trace checks against intelligence and law enforcement databases. Certain categories of non-U.S. citizens, such as those accessing controlled unclassified information or restricted spaces, require vetting prior to access. Other categories, like foreign diplomats or those attending public events, are exempt. The FNV Information Form collects key details like the visitor's name, citizenship, passport information, employment, and USDA sponsor to initiate the vetting process, which can take up to 5 business days. The document provides the specific instructions and form to be completed for the FNV process.

Foreign National Visitor Request Please refer questions to the NCAH Security Staff.
Policy
Departmental Regulation (DR) 4660-004 establishes the United States Department of Agriculture (USDA) policy for processing and vetting non-United States (U.S.) Citizen visits and assignments.
This DR applies to all Mission Areas, agencies, staff offices, USDA operated facilities (e.g., owned, leased, occupied) in the U.S., Federal employees, and any category of non-Federal person who performs duties in partnership with or on behalf of USDA, such as a consultant, contractor, cooperator, affiliate, advisor, fellow, volunteer, student, or intern, whether onsite or by remote access.
Foreign National Vetting (FNV) within USDA is not new. USDA has been conducting vetting checks on foreign nationals visiting or working at USDA for nearly two decades through voluntary submissions from agencies across the Department. However, the new DR now makes these vetting requests mandatory.
The FNV process is conducted to identify any risks from a national security, counterintelligence, and anti-terrorism perspective prior to granting access to the Department’s facilities, personnel, programs, information, and systems. The vetting process supports the Department’s mission, protects USDA assets, and safeguards our national security. The vetting process includes queries against multiple intelligence community and law enforcement databases.
Foreign National visitors to NCAH
It is required that all non-U.S. citizens who meet the criteria in part A below will be vetted prior to admittance to NCAH campus. To properly vet a Foreign National, the below Foreign National Vetting (FNV) Information Form is to be completed and emailed to the NCAH Security Unit. The NCAH Security Unit will upload the information into an OHS Foreign National Vetting service database requesting an adjudication of a name trace check.
A. The following categories of non-U.S. citizens require a name trace check:
(1) Any non-U.S. Citizen visiting or working on assignment with USDA in the U.S., whether onsite or by remote access, whose assignment would include access to CUI or protected information, restricted spaces which includes areas within or nearby critical infrastructure, past the turnstiles in B20, B21, B24 and any other building where access is controlled by electronic lock and key card or access to the USDA Information Technology (IT) architecture. This applies to Federal employees and any category of non- Federal person working with USDA, such as a J-1 Visa Exchange Visitor, consultant, contractor, cooperator, affiliate, advisor, fellow, volunteer, student, intern, or research collaborator.

This also includes university affiliated individuals that may have such access during collaborations with
USDA.
(2) Any non-U.S. Citizen visiting or working on a USDA facility in the U.S. whose visit would include access to CUI or protected information, restricted spaces, or access to the USDA IT architecture.
(3) Any non-U.S. Citizen visiting or on assignment at USDA in the U.S. that the Department, Mission Area, agency, or staff office considers to be an increased security concern due to the subject matter that will be discussed or the sensitivity of the location.
(4) Any non-U.S. Citizen entering NCAH Campus that has not been vetted will be looked at on an individual case-by-case scenario. I.E., Delivery Driver hauling hay, feed, or animals arrive at the main gate that have not been vetted. Security will contact the sponsor and the sponsor will escort them to and from the delivery location. Security will assist as needed.
