About this file

This is a Questions and Responses document for the N1 Brake Ring Solicitation, a construction contract issued by the U.S. Bureau of Reclamation (USBR). The contract requires fabrication and installation of brake plates (not pads) using ASTM A588 Grade B material with a thickness tolerance of ±0.002 inches. The work is classified as construction rather than supply, and contractors must provide bonding and insurance; however, a contractors license is not required. Field machining tolerances are specified as ±1/32 inches for fractional measurements, ±0.25 degrees (±0.5 inch bend) for angular measurements, ±0.02 inches for two-place decimals, and ±0.005 inches for three-place decimals.

The project timeline indicates that initial inspection of the rotor is scheduled for October 1, 2027, with brake plates needed by that same date. Onsite work will occur from November 2027 to February 2028, during which time the USBR will have the unit out of service for a maximum of 12 weeks with approximately 26 inches of clearance once the rotor is on the floor. The rotor removal will take 6 weeks beginning October 1, 2027. Contractors must provide a qualified Superintendent, Site Safety and Health Officer, and Project Manager (one individual may fulfill multiple roles if qualified). Pre-demolition and post-installation measurements must meet a minimum precision of three decimal places using manual measurements, though FARO/scanner measurements are permitted. Pre-demolition readings must use the same method and precision as installed measurements. Safety requirements are detailed in the Reclamation Safety and Health Standards (RSHS), with a new section added to the Statement of Work addressing safety protocols. The interior of the rotor housing contains lead paint; asbestos is not present. The contract does not include work on brake assemblies or brake pads.

Questions and Responses 01

Question 01: Construction or supply contract

Answer 01: Construction

Question 02: Bonding required

Answer 02: Yes

Question 03: Contractors license requirement

Answer 03: No

Question 04: Insurance requirement

Answer 04: Yes

Question 05: Is the Rotor currently removed

Answer 05: Rotor is currently in place but will be removed prior to contractors being onsite.

Question 06: Are there any current photos of the pads

Answer 06: Yes, see attachment.

Question 07: Material

Answer 07: Use ASTM A588 Grade B.

Question 08: Finish tolerance for pad thickness

Answer 08: The contract requirement is for brake “plates” not brake “pads”. The brake plate thickness should have a tolerance of ±0.002 inches.

Question 09: Field machining to pad mounting surface, or pad

Answer 09: Unclear what this question is asking about regarding field machining pads vs mounting surface, please elaborate.

Question 10: Field machining tolerance

Answer 10: Tolerance as follows (unless otherwise specified);

• Fractional measurements: ±1/32 inches.

• Angular measurements: ±0.25 degrees, ±0.5 inch bend.

• Two place decimals: ±0.02 inches.

• Three place decimals: ±0.005 inches.

Question 11: Staff requirement for field work, safety, sup, PM

Answer 11: There must be a qualified Superintendent, Site Safety and Health Officer, and Project Manager. One individual can fulfill multiple roles so long as they have the qualifications for it.

Question 12: There may be more to investigate than just the brake ring replacement, When does the USBR plan to have the rotor out for initial inspection?

Brake System Condition / Pad Material / Brake Alignment

Answer 12: The unit’s initial inspection is planned for October 1, 2027.

Question 13: Timelines.

Answer 13: The SOW has an updated timeline, the general timeline for onsite work is now November 2027 to February 2028.

Question 14: NTP Date

Answer 14: SOW has updated dates, plates are needed by 1 October 2027.

Question 15: USBR Pull Unit for swap out of brakes (after inspection and finish machining) – Fall 2026? Do you have a target date as of now?

Answer 15: Fall of 2027, the rotor is planned to be pulled beginning October 1 2027.

Removal of the rotor will take 6 weeks.

Question 16: How many weeks does USBR plan to have unit Out of Service? 4 Weeks planned down time?

Answer 16: The USBR will have the unit out of service and available for onsite work (the rotor removed and for a maximum of 12 weeks.

Question 17: How far off the floor is this ring sitting once the rotor is on the floor? How much room will crew have?

Answer 17: Once the rotor is on the floor there will be roughly 26 inches of clearance.

Question 18: Do they have a recent set of wipe samples taken on this unit to establish no lead or asbestos? If not, will they verify all of this before Contractor shows up?

Answer 18: The interior of the rotor housing contains lead paint, there is no asbestos.

Question 19: What are the safety requirements going to be for the on site crew?

Answer 19: Health and safety protocol can be found in the Reclamation Safety and Health Standards (RSHS) at the following link: http://www.usbr.gov/ssle/safety/RSHS/rshs.html

A new section with safety was added to the SOW, which references the RSHS.

Question 20: What level of pre- demo readings are expected? (FARO or manual?)

Answer 20: Minimum requirements are manual measurements with a precision of three decimal places, FARO/scanner measurements will be allowed.

Question 21: What level of installed measurements are expected? (FARO or manual?)

Answer 21: The same method and precision as used by contractors for pre-demo measurements.

Question 22: What are the requirements for our Supervisor / Supervisors? How many do we need?

Answer 22: One superintendent must be onsite during performance.

Question 23: Do you want any testing or checks done to Brake Assemblies? Do they need to be rebuilt?
