About this file

This is a Statement of Work (SOW) for the replacement of the N1 Brake Ring at Hoover Dam, issued by the Department of the Interior, Bureau of Reclamation.

The project requires the contractor to manufacture and install a new brake ring assembly for Unit N1, a 130 MW generator that has been in service since 1936. The work consists of manufacturing ten brake plates from ASTM A588 Grade B Steel, removing old brake plates (which will serve as templates), providing all fasteners and weldments, conducting field machining as needed, and assembling and installing the new brake ring onto the rotor. The brake plates must be stress relieved with surface finishes of 32 micro-inches at the brake-pad-to-brake-plate interface and 125 micro-inches maximum on other surfaces. Specific machining tolerances are established: fractional measurements at ±1/32 inches, angular measurements at ±0.25 degrees, two-place decimals at ±0.02 inches, three-place decimals at ±0.005 inches, and plate thickness at ±0.002 inches. The contractor must provide material certifications and deliver as-built drawings following ASME Y14.1 and Y14.5 standards in both PDF and AutoCAD formats. The brake ring assembly is warranted to maintain structural integrity for five years.

Fabrication plates must be delivered by October 1, 2027, with installation occurring between November 15, 2027 and February 15, 2028, within 30 days of the installation Notice to Proceed. Work is limited to 0600–1600 hours local time, Monday through Saturday, with no work on Sundays or Federal Holidays. All contractor personnel require a Government-issued Personal Identity Verification (PIV) card per Homeland Security Presidential Directive 12, with the contractor bearing costs of background investigation submissions and credentialing center visits. Shipment must be FOB destination to Hoover Dam Central Warehouse in Boulder City, Nevada, with receiving hours 0730–1530 PST Monday through Friday. The contractor must provide all equipment and labor for transferring plates into the Powerhouse and maintain all safety standards per OSHA, Reclamation Safety and Health Standards (RSHS), and Hoover Electrical Clearance Procedures (HECP).
