About this file

This document is a Sources Sought Capabilities Questionnaire for the Initial Outfitting & Transition (IO&T) Facilities Support Services IV contract solicitation. The questionnaire is designed to gather detailed information from potential contractors about their capabilities to support military healthcare construction and renewal projects, with work potentially occurring in multiple locations including CONUS, outlying areas, and OCONUS locations such as Belgium, Poland, Germany, Qatar, and others. The scope of services includes comprehensive project management, interior design, equipment planning and purchasing, transition and relocation planning, equipment installation, technical inspection, training, and post-occupancy evaluations.

The questionnaire explores contractors' abilities across several key dimensions, including geographical operational capacity, simultaneous task order performance (ranging from 2-5 to 11+ task orders), mobilization timeframes (0-30 business days), medical facility expertise, and equipment procurement capabilities. Contractors are asked to provide details about their business type (including small business certifications), proposed contract arrangement (sole contractor, prime contractor, or joint venture), and potential insights into improving the draft Performance Work Statement. The solicitation is being issued by the Department of the Army Corps of Engineers Engineering Support Center Huntsville, with the NAICS code 541614 for Process, Physical Distribution and Logistics Consulting Services.
