SCOPE OF WORK
REQUEST FOR QUOTATION (RFQ) No. 140P8626Q0033
SAN FRANCISCO MARITIME NATIONAL HISTORICAL PARK
AQUATIC PARK BATHHOUSE
MURAL MAINTENANCE AND COLOR INVESTIGATIONS
I. BACKGROUND
San Francisco Maritime National Historical Park’s (SAFR) Aquatic Park Bathhouse is a contributing structure to the Aquatic Park Historic District. The Bathhouse is decorated with extensive wall murals on multiple floors, in multiple rooms and exterior locations.
The National Park Service (NPS) maintains an ongoing, yearly maintenance program for the murals.
The murals in the second-floor Prismatarium and Women’s Lounge and on the third floor have undergone extensive restoration and conservation, removing years of grime and repairing plaster, bas relief, canvas, and paint damage. These projects included recommendations for ongoing monitoring, maintenance, and conservation of the murals.
Subsequent conservation maintenance projects have been completed on the third-floor murals. The Prismatarium and Women’s Lounge murals have yet to undergo post-conservation cleaning.
Previous restoration efforts have not removed overpaint on portions of the third level pilasters, ceilings, and stairwells.
The third floor ceiling consists of acoustic ceiling tiles adhered to the fourth level concrete slab. Most tiles appear to be original with some replacements. The tiles appear to have been painted several times.
The fourth level stairwell, walls, ceiling and pilasters remain covered in overpaint.
Historic photos indicate that a minimalist decorative mural exists on one of the walls.
Limited preliminary paint analysis conducted in 2015 and 2021 indicates the likelihood of additional decorative finishes and different original paint colors beneath the overpaint.
Previous conservation reports serve as baseline documentation for current conditions.
II. OBJECTIVE
The objective of this project is to hire a qualified art conservator to conduct examinations, investigations, cleaning and documentation of the mural surfaces within the Prismatarium, Women’s Lounge and third level, to conduct paint analysis investigations on the third and fourth levels and to prepare related reports.
Any observed needed repairs that are beyond the scope of this project should be noted in the treatment reports.
Any work beyond the scope of work must be evaluated and approved by the Contracting
Officer. Any work conducted without the approval of the Contracting Officer is at the risk of the Contractor.
III. SCOPE
A. Location: This project will occur in the following locations:
1. Prismatarium murals on the second level - walls and ceiling murals (see drawings and photos).
2. Women’s Lounge mural on the second level - wall murals only (see drawings and photos).
3. Third level - murals, ceilings, pillars, stairwells, doors, and moldings (see drawings and photos).
4. Fourth level – walls, ceilings, pillars, stairwells, doors, and moldings (see drawings and photos).
B. Ceiling height: ranges from approximately 13 feet to 15 feet 9 inches depending on the location. Higher surfaces will require access by ladders or other appropriate equipment provided by the Contractor.
C. Scope includes:
1. Conditions Assessment of existing decorative surfaces – Wall and ceiling surfaces will be examined for stability of painted surfaces such as flaking, blistering, bulging, staining, or other visual or physical anomalies. The extent of the anomalies will be identified, described, indicated on drawings and quantified in the Condition and Recommendations Report. The areas to be assessed are:
a. Prismatarium walls and ceiling mural – approximately 2,000 square feet of ceiling mural and 2,500 square feet of painted decorative wall surface.
b. Women’s Lounge wall murals – approximately 350 square feet of wall mural.
c. Third Floor walls, column and door murals - approximately 2,000 square feet of mural. Attention should be given to the
Recommendations on page 7 of the document Condition and
Treatment Report – Richard Ayer, Maritime Museum Third Floor
Murals. The NPS does not choose to undertake these recommendations at this time but desires an update to the current conditions.
2. Cleaning - limited to dusting and removal of loose particulates. More intensive cleaning, if required, should be listed as a recommended treatment in the Condition and Recommendation Reports. The areas to be cleaned are:
a. Women’s Lounge wall murals
b. Third Floor walls, column and door murals
The Prismatarium walls and ceiling do not require cleaning.
3. Conditions and Recommendations Reports
a. Provide separate reports for each of the following (reports can be packaged as sections in one document):
i. Prismatarium walls and ceiling murals
ii. Women’s Lounge wall murals
iii. Third Floor walls, column and door murals
b. The reports are to include the following:
i. Conditions of murals
ii. Description of all materials and methodologies used
iii. Written description and images of condition typologies
iv. Locations on drawings with legend
v. Quantifications of conditions
c. Recommendations - include remedies for each type of anomaly noted, including recommendations for future treatments that may include:
i. Surface cleaning
ii. Stabilization
iii. Re-adhesion of flaking paint
iv. Treatment at condensation-stained wall areas
v. In-painting at scratches, abrasions, and unrepairable flaking paint
vi. Reattachment of loose bas relief elements
vii. Recommended treatments of damages beyond the scope of this project
viii. Methods and materials used to perform the cleaning
ix. Environmental recommendations for temperature, relative humidity and light levels.
4. Paint Analysis Exposure Windows – Approximately 36 exposure windows
(see drawings for locations – 33 locations are shown, 3 are to be determined). The intent of the paint analysis is for the contractor to identify original building colors, to the extent possible.
All exposure windows are to clearly show the progression of paint layers from the plaster surface up through the current overpaint. Each of the approximately 36 exposure windows will be a minimum of 2” x 6” and a maximum of 1’ x 2’. Exposure windows are to be stepped to show a minimum of 2” x 2” for each individual paint layer. Areas with potential decorative paint patterns are to be a maximum of 1’ x 2’ to show both the decorative patterns and adjacent stepped paint layers. One ceiling tile is to be included in this investigation.
Previous partial paint analysis efforts were conducted on the third level ceiling (2015) and the stairwells between the second and third levels (2021).
These reports suggest further studies be undertaken to determine original paint colors; then intent of this project is to complete these efforts. Reports from these previous efforts are included in the documentation.
5. Paint Analysis Report – provide a report to include the following:
a. Methodology, including exposure method(s)
b. Results/Findings with written descriptions and images of decorative surfaces exposures:
