About this file
This is Amendment 02 to a Request for Quotation (RFQ) for mural maintenance and color investigation services at the Aquatic Park Bathhouse of the San Francisco Maritime National Historical Park in San Francisco, California.
The RFQ is issued by the National Park Service, Pacific West Region (NPS, PWR - GOGA MABO) and solicits services for paint analysis, conditions assessment, and maintenance recommendations for murals located in the Prismatarium, Women's Lounge, and Third Floor areas. The scope of work includes approximately 36 paint analysis exposure windows and laboratory analysis (cross-sections, XRF, FTIR, binding media identification) to confirm original paint colors, media, stratigraphy, and sheen characteristics. Deliverables consist of two report documents: a combined Conditions and Recommendations Report with separate sections for each area/room and a separate Paint Analysis Report. This is a Total Small Business Set-Aside with NAICS Code 541990 (All Other Professional, Scientific, and Technical Services) and a size standard of $19.5 million in annual gross receipts. Quotations must be received electronically by Thursday, June 18, 2026, at 3:00 PM Pacific Daylight Time, with all questions and clarifications due by Friday, June 12, 2026, at 3:00 PM. The site visit was completed on June 10, 2026. The contract will be awarded as a single Firm-Fixed-Price award to the responsible offeror whose quote is most advantageous to the government, considering technical factors and cost. The Service Contract Act applies. The period of performance is September 1, 2026, through December 15, 2026. Contract Specialist: E. Michael Gabriel (earl-michael_gabriel@ios.doi.gov).

Additional Questions/Answers below:
Q#1: Is this contract subject to the Service
Contract Act or Davis-Bacon prevailing wage requirements?
ANS(#1): This is a Service and SCA applies. See
Attachment 03 - DOL WD SCA.
Q#2: Would paint sampling and analytical investigation (cross-sections, XRF, FTIR, binding media ID) be considered in scope? And if so, is destructive micro-sampling permissible with COR approval?
ANS(#2): Yes, paint sampling and analytical investigation (cross-sections, XRF, FTIR, binding media ID) are considered in scope and destructive testing is permissible with COR approval.
Q#3: Paint Analysis Methodology
The SOW requires approximately 36 paint analysis exposure windows and a Paint Analysis
Report identifying original paint colors and sheen/finish. Can the Government please clarify whether the paint analysis effort is intended to consist solely of exposure-window investigations, or whether paint sampling and/or laboratory analysis may be performed (or is desired) to confirm paint media, stratigraphy, and sheen characteristics?

Q#4: Deliverable Format
The SOW indicates that separate Conditions and
Recommendations Reports are required for the
Prismatarium, Women's Lounge, and Third Floor

Amendment 0001 appears to confirm that a combined report is acceptable. For proposal preparation purposes, please confirm whether the Government anticipates:
(A) One consolidated report containing separate sections for all required investigations and findings; or
(B) Separate standalone reports for each area plus a separate Paint Analysis Report.
ANS(#4): There should be two report documents:
(A) A combined report for all the Conditions and Recommendations Reports, with separate sections for each area/room
(B) A report for the Paint Analysis
