STATEMENT OF WORK
B1130 HVAC Commissioning
VLSB 24-2011
11.26.2024 Project: VLSB 25-0022
Scope Of Work:
This is a project with the goal of retro commissioning the current HVAC system supporting the Annex portion first and second floors of building 1130.
Project Requirements:
• The contractor shall assess/calculate/determine the cooling and airflow requirement for each room based on the building construction, people, and equipment inside on the first and second floors of B1130 annex.
• The contractor shall restore the system to the proper settings for the mechanical and control equipment. This includes making sure the setpoints are 75 degrees in cooling mode and 69 degrees in heat mode throughout both floors of the annex.
• The contractor shall measure current air flows throughout the first and second floor.
• The contractor shall measure the static pressure throughout the ductwork and all coils throughout the first and second floor.
• The contractor shall measure and verify the air discharge temperatures throughout the first and second floor.
• The contractor shall measure and verify hydronic flow at system components.
• The contractor shall test and verify functionality of the control system components (thermostats, dampers, valves, etc.)
• The contractor shall make adjustments to the system as required based on the heat load data.
• The contractor shall provide a detailed report that includes all measurements, findings, adjustments, and system deficiencies
(damaged/inoperable equipment, undersized/oversized equipment, etc.)
Total Project estimated time:
Project prep time is to be 10 calendar days
Total work time is to be 15 calendar days.
Project closeout is expected to take 15 calendar days.
Total project time is 40 calendar days.

Submittal:
The contractor shall submit a commissioning plan to the government prior to any onsite activity.
The contractor shall submit the heat load data.
The contractor shall submit all measurements and data collected.
The contractor shall submit a final report.
General Notes:
Any references to State Government, Federal Government, or Industry standards or specifications made herein shall form a part of this specification to the extent referenced thereto and all materials and workmanship under this contract shall comply with or exceed these standards and references. All referenced standards shall be the latest edition.
The Contractor shall pay particular attention to the government non-movable equipment/furniture and work around it. The contractor will be held accountable for any damage that occurs during construction.
The user is responsible for providing an escort if required at any point during construction.
Contractor shall take into account the special treatment of hazardous waste, as well as the environmental implications related to building demolition management (i.e., fluorescent lighting tubes, t-stats, etc.). Every effort shall be made to recycle eligible materials, and those not suitable, shall be disposed of off base in accordance with all (SCDHEC) South Carolina Department of Health and Environmental Control regulations.
Any refrigerant amounts removed or installed shall be documented and the information shall be provided to Shaw AFB.
If any submittal doesn’t, in the opinion of the Contracting Officer, meet or exceed the requirements contained within this SOW, in the Shaw AFB Design Standards or in any referenced design guidance or nationally recognized code then it shall be considered to be unacceptable and returned to the Contract for correction and resubmission. The Contracting Officer has the option, in lieu of disapproval, to provide acceptance of a submittal with required corrections identified if it is determined the submittal is substantially complete and correct.

General Information:
The contractor shall provide all management, tools, supplies, equipment, labor, and applicable licenses and permits necessary to complete the requirements within. All work shall be done in strict accordance with this Statement of Work and subject to the terms and conditions of the contract and in accordance with (UFC) Unified Facilities Criteria, Unified Facilities Guide Specifications (UFGS), the International Building Code (IBC), International plumbing code (IPC), South Carolina Department of Health and Environmental Control (SCDHEC), National Electrical Code (NEC), National Electrical Safety Code (NESC), National Fire Protection Association (NFPA), EPA 402-K-01-001 (2008), South Carolina Department of Transportation (SCDOT), South Carolina Department of Health and Environmental Control (SCDHEC) Shaw Air Force Base Design and Construction Standards, Change 2, 21 Aug 2018 and all other applicable codes.
Contractor is responsible for verifying all dimensions, quantities and square footages. All dimensions, quantities and square footages included are approximations. Construction and demolition shall be in strict accordance with the Shaw Air Force Base Design and Construction Standards. The information provided in this Statement of Work (SOW), the provided drawings, and the requirements of the Shaw Air Force Base Design and Construction Standards shall be determined to be the minimum standards required in this project.
UFC’s take precedence over all standards, codes and Shaw AFB Design Standards and requirements that pertain to the work within this SOW.
A pre-construction meeting will be held at Shaw AFB to include the Contractor and Government representatives. The Government shall set up this meeting, to be held on Shaw AFB, with the Contractor and Government representatives, to discuss all remodel requirements, as well as any other construction issues the Contractor may have.
Permits:
The contractor shall pay for and obtain any required permits. The contractor shall act in accordance with this Statement of Work, SCDHEC, Federal, and Shaw AFB guidelines.
The contractor must comply with all environmental provisions (see attachments).
Working Conditions:
The Contractor shall take all precautions to ensure that his operations are conducted in a manner as to minimally interfere with the normal operations of the base and the safety and convenience of the base personnel. The contractor shall

coordinate utility outages with the Civil Engineering Squadron (CE) service call and the user.
All debris hauled by the contractor shall be enclosed to prevent leaking, spilling, or blowing. The Contractor shall ensure all debris or dirt is promptly removed from any transportation route if such debris is spilled, blown, or leaked from hauling equipment and vehicles. The contractor shall remove all dirt and mud caused by tracks of hauling equipment within one hour of notification by the Government. All demolition debris collected by the contractor shall be housed dumpsters and covered at all times and disposed of in an authorized landfill or transfer station. No disposal or burning is allowed on base. The contractor shall provide the government inspector with an electronic copy of each dump receipt on the following workday by 0800 with the daily report.
Daily Reports:
The contractor shall provide the government with an electronic copy of each dump receipt along with the daily report by 0800 the following workday. All daily reports will be submitted in RAKEN format and shall include pictures of work performed for each day. Daily reports shall be submitted in .pdf with report number and date for the file name (ex. 001 June 02, 2023).
