About this file

This document is a Statement of Work (SOW) for the procurement of ASR-9 Module A Power Supply Repair Kits. The SOW describes the requirements for the contractor to design, construct, and test the repair kits, including delivering four prototype units with a complete test data package. The repair kits are required to update and repair the existing Module A power supplies, which have obsolete internal components. The SOW specifies the technical requirements, documentation deliverables, and packaging/delivery instructions.

The related federal contract opportunity is a Solicitation for the design and first articles of Multi-Voltage Power Supply (MVPS) repair kits for the ASR-9 Radar System. The FAA is seeking proposals via Screening Information Request (SIR) for this open and unrestricted competition. The contractor must provide manufacturing data and first articles for Module A, C, D, and D1 repair kits, as outlined in the attached SOW. The FAA intends to award one Firm Fixed Price contract to the lowest price technically acceptable offeror.

STATEMENT OF WORK

Procurement of

ASR-9 Module A Power Supply Repair Kit P/N 852000

1. BACKGROUND

Radar Technical Program Support Group, AJW-L910, currently provides logistics support to 135 ASR-9 field radar sites. The Multivoltage Power Supply (MVPS) distributes the power to the different subsystems for the Receiver and Weather Cabinets for the ASR-9. The MVPS uses grouped power supply modules for the different output requirements. A single -15/+100 V Module A (MOD A) power supply is contained in the MVPS in the Receiver Cabinet and three identical -15/+100 V MOD A power supplies are contained in the Weather/SCIP Cabinet. The MOD A provides power to the Target I-F Panel Assembly, Target Receiver Assembly, Frequency Generator Rack, and Interface Panel in the Receiver Cabinet and the Weather I-F Panel Assembly, Weather Receiver Assembly, Interface Panel, and the Dual Card Rack for the Weather Cabinet. The internal components of the MOD A are obsolete and therefore can no longer be repaired unless the components are replaced. The Federal Aviation Administration (FAA) has determined it necessary to replace the internal components with a repair kit that updates the MOD A and mitigates the obsolescence issues. The FAA has determined that the +100 V output is no longer needed to support the current ASR-9 Baseline.

This Statement of Work describes the procurement of MOD A Repair kits used to update and repair NSN 6130- 01-295-6625.

2. SCOPE OF WORK

The contractor must furnish all labor, facilities, equipment, and materials to produce the ASR-9 MOD A Repair Kits for the FAA as outlined in each section that follow. The specific quantities of units include the following:

1. Four (4) Prototype Module A Power Supply Repair Kits

3. REQUIREMENTS

3.1 Design, Construction, and Testing

The contractor shall design, construct, and test the repair kits in accordance with (IAW) the following:

I. ASR-9 Spec Sheet PDS 23698 II. ASR-9 Spec Sheet PDS 23699 III. ASR-9 Spec Sheet FAA-G-2100H IV. ASR-9 Spec Sheet 850144 V. ASR-9 Spec Sheet 852000 VI. ASR-9 Spec Sheet D852011

Specifically, the repair kit will allow the existing MOD A Power Supplies to be updated as a Form, Fit, Function (FFF) replacement. In addition to the requirements listed in the attachments, the MOD A power supply must be capable of the following in accordance with the Legacy (OEM) design:

• +100V/0.2 dc output is not required, but the associated BIT circuit should have J101 pins 8 and 9 connected to prevent system fault

• Voltage must be adjustable when installed

• Kit must be compatible when paired with Legacy units

• Kit must be able to carry full load if paired power supply fails

3.2 Prototype Unit Delivery

Contractor must deliver four (4) verification units with complete test data package, schematic and diagnostics, illustrating conformance to SCD 852000 (Attachment 5), PDS 23698 (Attachment 1), and PDS 23699 (Attachment 2) and test procedures therein. The complete Test Data Package (TDP) must include QTP (Qualification Test Procedure) and Acceptance Test Procedure (ATP) that complies with PDS 23698 par. 5.1.2 and 5.1.1 and 850144. Each prototype unit must include a test data sheet showing the results of tests for input isolation, output isolation, panel meter monitor output voltage, loss of single phase (for 3 phase power supply), overvoltage transient response, under voltage transient response, output ripple, output regulation, remote sense, output voltage adjustment, voltage stability, load transient response, over current protection, over voltage crowbar, inrush current, cooling air temperature rise, UPS and BIT (built in test). Delivery shall occur no later than (NLT) 200 days at receipt of order (ARO).

3.3 Prototype Unit Analysis

Upon receipt of prototype units, FAA shall perform analysis to verify and ensure product conformance to requirements in PDS 23698 (Attachment 1) and PDS 23699 (Attachment 2). Operational performance shall be evaluated via bench testing and in-system testing in accordance with PDS 23698 (Attachment 1) and PDS 23699 (Attachment 2). System tests shall consist of installing the kit into the next higher assembly and all the applicable positions within the Multivoltage Power Supply and verifying performance.

3.4 Documentation

The contractor must provide all written documentation in Microsoft Office WORD or EXCEL format, 2013 or later version. All documentation must be provided with Prototype units to be eligible for approval. The contractor must provide all drawings of circuit board layouts and schematics. All PDF format documents must be searchable. At least one PDF format copy of all documents must be provided. The following documentation is to be provided by the contractor:

• Overview

• Operation

• Repair procedures

• Parts list

• Schematic drawings

4. PREPARATION FOR DELIVERY

4.1 Preservation, Packaging, and Packing

Preservation, packaging, and packing shall be IAW Provision 61.

5. Data Deliverables The following is an outline of the deliverables required to be supplied by the contractor along with the CLINs listed in Section 3:

A. Test Data Package B. Overview C. Operation D. Repair Procedures E. Parts list F. Schematic drawings
