About this file

This Calibration Standard Specification (CSS 04-3008) details technical requirements for a Fiber Optic Measurement System (FOMS) for the Department of the Navy's Metrology and Calibration Program. The procurement package specifies comprehensive technical specifications for multiple system components, including a measurement system mainframe/control unit, laser sources at 850 nm, 1310 nm, and 1550 nm wavelengths, optical detectors for various wavelength ranges, variable attenuators, and simplex patch cables. Key technical requirements include precise performance parameters such as power output, wavelength ranges, uncertainty levels, temperature and humidity tolerances, and digital interface standards, with the system designed for use in shore-based Navy laboratories and requiring operation within specific electrical power and environmental conditions.

The system components must meet stringent technical specifications, such as laser sources with tight power stability (e.g., <±0.02 dB short-term, <±0.05 dB long-term), optical detectors with low uncertainty (±2.2% to ±2.5%), and variable attenuators with high accuracy (±0.1 to ±0.2 dB) and broad attenuation ranges (0 to 60 dB). The procurement includes multiple quantities of each component type, with specific fiber types (single-mode and multi-mode), connector interfaces (ST, PC), and detailed performance requirements for wavelength ranges between 790 and 1610 nm. The specification is dated September 2025 and was prepared by the Electronics Measurements Branch of the Naval Surface Warfare Center, Corona Division.
