STATEMENT OF WORK

FOR

BUILDING 1 ARTWORK DESIGN AND PROCUREMENT

1.0 DESCRIPTION OF REQUIREMENT:

United States Space Command (USSPACECOM) requires the delivery, assembly, installation, and draft depiction of hanging artwork for the United States Space Command Headquarters Building 1 location. Artwork shall consist of approved drafts and shall be hung in designated common areas on the 1st, 2nd, and 3rd floors of Building 1. See Attachment 2 – Art Configurations and Mediums which includes size, type, and number of art pieces per wall and area specified by the government for planning purposes. All draft depictions shall require government approval prior to purchasing and installing artwork.

Overall, the scope of this effort is to develop a comprehensive interior art depiction that accounts for government-specified themes and captures historical and innovative aspects from the United States Space Command’s missions and heritage. Scope of work includes drafting , purchasing, delivering, assembling, and installing of artwork by Contractor.

1.1 OVERVIEW OF REQUIREMENT:

1.1.1 The Contractor’s proposed draft depiction may deviate from Attachment 2 Art Configurations and Mediums so long as the government approves of the draft prior to the contractor ordering and installing the items required.

1.1.2 The Contractor shall conduct a facility survey and draft an overall depiction of artwork that will follow proposed themes to include which art pieces are to be used on which walls. Themes will be DoD Space based and have continuity with one another that will fit the existing artistic elements throughout the building. Attachment 02 Art Configurations and Mediums states the generalized theme of each wall piece and should be used as a broad guideline for design of each piece. This comprehensive draft depiction shall be applied within the square footages and spaces outlined. . Contractor shall be prepared to conduct up to three separate, sequential design proposals. Each contractor recommendation shall be reviewed by the government and adjusted by the contractor in the next design iteration, in an effort to reach a final, approved design.

1.1.2 The Contractor shall conduct a facility survey and draft an overall design of artwork that will follow proposed themes to include which art pieces are to be used on which wall.

Each piece will be illustrated in the configurations assigned to wall spaces as shown in Attachment 2. Use wall nomenclature (for example, “Wall A1.4”) to correlate proposed art work to the wall space for which it is intended. - . All designs must be approved by the government prior to ordering.

Contractor shall provide a design within 30 days of award. Design shall include a variety of art sizes and styles with the proposed art pieces shown in detail. The government shall review the design and either accept it or provide feedback within 7 working days. The contractor may be required to provide up to 2 design revisions (3 total design proposals), each with a 7-day government review period after receipt.

The contractor shall have up to 14 days after receiving the government’s feedback to submit a revised design conforming to the feedback. The government will then choose a final design within 7 calendar days of the 2nd revised design proposal (i.e., the 3rd design), unless an earlier version is found acceptable. Upon the acceptance of the final design by the government, the contractor will have 180 calendar days to complete the work to include the complete installation of the artwork and any clean-up required.

1.1.3 Contractor shall provide all tools, materials, equipment, and personnel necessary to assemble, procure, and install new artwork. All work shall receive a final inspection with Contractor and Government representatives present.

1.1.4 Electrical work is not authorized. Contractor shall mitigate the need for additional lighting by considering existing and natural lighting within the space.

1.1.5 Installed artwork shall require little to no maintenance. Contractor shall avoid artwork which requires operational maintenance, specialty cleaning and/or unusual preservation methods in order to maintain its original appearance.

1.2 DRAFT DEPICTION:

1.2.1 Contractor shall only draft within approved wall square footages as outlined in Attachment 02 Art Configurations and Mediums. Upon final draft approval, contractor shall ensure installed artwork will be evenly distributed across designated wall spaces and shall follow approved themes.

1.3 PROCUREMENT:

1.3.1 Contractor is responsible for all logistics of artwork procurement including carrier used, delivery method, delivery schedule, and cost with little to no government involvement.

The contractor will coordinate delivery and installation of items with the facility manager of Building 1 and the requirement owner.

1.3.2 Contractor is responsible for verifying site conditions and field measurements prior to ordering or installing artwork.

1.3.3 Contractor shall be provided digital imagery from government via electronic means for the following walls: A2, A7, C7, C13. Imagery for wall C13 will be entirely provided by government with contractor only obligated to procure and install art piece. Remaining three wall depictions shall be drafted utilizing provided imagery but will be meshed (at the contractor’s discretion) into a single image depending on the particular wall requirement.

(i.e. JOC/ ground OPS / USSC collage ect…)

1.3.3. Contractor shall provide a single Project Manager who shall be available through the entire project to facilitate communication, speed of delivery and decision making, and continuity. Project Manager shall be available to coordinate schedules and issues as needed.

1.3.4 The Contractor shall be allowed to use the Building 1 loading bay for all deliveries and shall ensure that deliveries will only take place between the hours of 0700 –1630 M-F.

1.3.5 Prior coordination will be made with the government for all deliveries to and from Building 1.

1.4 INSTALLATION:

1.4.1 Installation shall not begin on a designated wall area unless all art for that area is in-hand (i.e., no partial installations). All installation shall be complete within 180 days after approval of final design, unless an extension is approved in advance by the government.

1.4.2 Contractor shall provide all required hardware, personnel, and tools etc. to install all approved artwork.

1.4.3 The Contractor shall hang all artwork in a clean professional manner. Pictures shall be hung with appropriately rated hardware for the size and weight of each artwork piece. All pictures to be leveled properly with an even distribution and approved arrangement along each wall.

1.4.4 Walls with specific construction requirements have been identified in Attachment 02 Art Configurations and Mediums as “Special Wall”. These walls shall require special attention when installing artwork. Any penetrations made into or through the wall must be filled with wall putty. If the contractor must make multiple penetrations during installation, (i.e. adjusting height width ect…) all open penetrations or holes in the wall are to be immediately filled prior to contractor finishing for the day. A government representative will be present to inspect penetrations after work is complete.

1.4.5 Contractor is responsible for installation of artwork as well as disposal of any boxes, packaging material, etc. Contractor shall ensure all excess rubbish from deliveries is disposed immediately. Storage within the facility is not permitted. Contractor shall request in advance for special consideration if materials need to be staged or left overnight (at risk) in unsecured common areas. All contractor materials shall be labeled and approved in advance by Facility Management if left unattended.

1.4.6 Contractor shall ensure work areas are left clean daily, with no remaining debris on site.

1.4.7 Contractor shall coordinate with government at least 48 hrs. prior to any unscheduled changes.

1.4.8 The Contractor shall ensure that no damage occurs to the facility during delivery and removal of all materials. Contractor shall ensure the correct artwork is hung in the correct places in a deliberate manner on an area-by-area basis. The contractor shall be liable for the costs of any damages caused during the installation process.

1.4.9 The government shall ensure the greatest access possible to areas and limit the number of occupants in the work area during installation of artwork. The contractor will not at any time, block fire exits or access to offices.

1.4.10 Contractor shall properly cordon off work areas as needed for the safe installation of the artwork. Contractor shall not impede emergency egress by ensuring an alternate exit route or partial clearance remains. Contractor shall use brightly colored cones, tape, signage, etc to alert building occupants.

1.4.11 The contractor may, with coordination with the government, stage a storage trailer/CONEX near the facility.

1.4.12 The contractor shall mitigate excessive noise and dust within the facility as well as mitigate/repair any damage to facility walls floors etc. All spaces must be returned to their original condition including painting if damaged.

1.4.13 The contractor shall coordinate the installation schedule with the government and shall allow reasonable flexibility to deconflict artwork installation with special events and government holidays.

1.5 DELIVERABLES:

1.5.1 The deliverables for this project include all 2D wall hanging art completely installed as identified in the approved design.

1.6 POST INSTALLATION INSPECTION:

1.6.1. Contractor and government shall conduct a Post-Installation Inspection after all artwork is in place. All project wall spaces shall be inspected for completion and damage.

Post Installation Inspection shall be attended by contractor and government personnel.

1.7 CLOSE-OUT REQUIREMENTS:

1.7.1 PUNCH LIST/CLOSE OUT: All punch lists and punch list items shall be completed within seven (7) days of final inspection. Any items that cannot be completed within that period shall be addressed in writing by the contractor and submitted to the Contracting Officer. This correspondence will indicate the agreed to completion date.

1.8 INFORMATION SOURCES:

1.8.1 The USSPACECOM Program Manager (PM) will be available throughout this project to provide technical information. The PM will provide all necessary documents and resources at the Contractor’s request. 1.8.2 Contractor may send digital material to either contact shown above as needed for presentation and sharing purposes, as outside electronic devices are not permitted in Bldg 1.

1.9 GENERAL INFORMATION:

1.9.1 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: Contract

personnel shall be escorted at all times within Building 1. Escorts shall be provided by the government. The contractor shall provide the PM a list of all personnel who will be working on this project. This list shall be submitted within 14 days after receipt of award. It shall be the contractor’s responsibility to update the list as personnel changes occur. The list shall be printed on company letterhead and contain names and social security numbers. Background checks shall be accomplished on all listed personnel. The government shall provide base access to approved personnel for the duration of the project.

1.9.2 PROJECT LOCATION: The Project Site is located at 150 Vandenberg St.

Colorado Springs, Colorado. (Building 1) Electronic devices are not allowed within the building. The Contractor must be prepared to take notes as needed without electronic devices and must identify if photos are required in advance of the site visit to allow the government to receive proper approvals. Contractor shall have access to common areas within the facility such as: bathrooms, drinking fountains, and break areas; portable latrines and construction office trailers outside the facility are not permitted for this project.

1.9.3 Building 1, in accordance with Section 504 of the Rehabilitation Act of 1973, is accessible to and useable by disabled persons, including persons who are deaf, hard of hearing, or blind, or who have other sensory impairments.

1.9.4 HOURS OF OPERATION: Work for this contract shall be performed during normal duty hours (0730-1630) Monday – Friday.

1.9.5 FEDERAL HOLIDAYS: The following are recognized federal holidays. The contractor shall not work on these days, without permission from the Contracting Officer.

1.9.6 BASE CLOSURES: Work scheduled by not accomplished because of base closure due to weather, exercises, or actual world events, will be accomplished as soon as possible after the reopening of the base.
