This document is a Request for Information (RFI) issued by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground for the Integrated Personnel and Pay System - Army (IPPS-A) program. The objective of the RFI is to collect information to support planning activities for an expiring IPPS-A contract. The government is seeking companies that can demonstrate providing Capability Support Services similar in size, scope, and complexity to the attached IPPS-A Performance Work Statement. The required services include maintaining the deployed IPPS-A baseline, providing capabilities in the current backlog, and integrating capabilities provided by other vendors. The anticipated period of performance is January 1, 2025 through December 31, 2025, with an additional year of transition out activities. The RFI requests company profile information and responses to a detailed questionnaire. Responses are due by April 30, 2024 and should be submitted by email. This RFI is for information and planning purposes only and does not constitute a request for proposal or commitment to award a contract.

Introduction IPPS-A Development and Capability Support RFI, Attachment 008, IPPS-A Interface Descriptions
| This document contains the portion of the IPPS-A IT Architecture Data Dictionary (AV-2) related to the IPPS-A OV-5b A-0 (Interface) models. As such, it provides a description for each external system which exchanges data with the current release of IPPS-A (Release 3.0) and those planning to exchange data as part of a future, Post-Release 3.0 release. An explanation of the types of information provided in the "Interfaces by Release" worksheet is provided below. | |

b. Soldiers/Leaders will leverage ACT to track information related to Soldier?s skills and education ensuring that in addition to being ?military ready?, they remain ?career ready? throughout the Military Life Cycle (MLC).
c. ACT has established interfaces with seventeen source systems to integrate training, education, and experiential learning into one personalized and easy to use interface; presents users with an intelligent search capability for education and training resources. ACT deep links to these partner source systems to leverage the Army?s prior investment and provide User?s Single Sign-On (SSO) access to conduct transactions. .
d. ACT is the Army?s System of Record for the Professional Development Model (PDM)/Career Map data where Career Administrators (Proponents) and Civilian Career Program Managers (CPM) manage career guidance information on PDMs articulating information as Key Assignments, Professional Military Education (PME), Civilian Education System (CES), Guided and Self Development. ACT users explore the PDMs to allow him/her to understand the current requirements for their MOS-Skill Level or another Branch/FA-Rank or CP/JS/PP/PG, as well as, explore the next two higher levels of any career path in the Army inventory.
e. ACT cultivates an environment for Leaders, Supervisors, and Mentors to create targeted recommendations via the Recommendation Kit and email based on the subordinate?s profile information and goals they created in ACT. By viewing past assignments, training history, normative comparisons, and PDMs, Leaders and Supervisors can efficiently assist in a more personalized approach to leader development while leveraging ACT to track related data prior to their Soldiers?/Army Civilian promotion to the next rank/pay grade.
f. ACT is the Army System of Record to support Soldier/ Army Civilian Individual Development Plans (IDPs). The IDPs enrich and enhance Soldier Life Cycle (SLC) implementation. Career Programs are using the IDP in ACT as a staff management tool linked to the SF182 and financial data to track/ monitor training and budget forecasts.

AORS produces orders based on time sequences and input requests from functional users and personnel managers. Types of orders produced include training, assignment, appointment, discharge, attachment, release from attachment, medical, temporary duty, Uniform Code of Military Justice, and Sanctuary orders. Fund control for RPA accounts, including miscellaneous obligation documents, is centrally managed within AORS.
Checkbooks are reconciled with STANFINS, maintaining a complete history of obligation adjustments and disbursements.

The goal of the WTUs is to provide a multidisciplinary, holistic approach to WT healing and transition. AWCTS supports timely management of coordinating clinical care, conducting the risk assessment and mitigation strategies, and facilitating the progress of the WT as he moves through the process. AWCTS will provide a standardized, MEDCOM-wide, IM/IT capability that communicates essential data about the status of each WT assigned or attached to the Army's WTUs/CCUs. The Commander?s Risk Reduction Dashboard (CRRD) is designed primarily to assist local Commanders to identify, and engage with, Soldiers associated with high-risk behaviors. The system has eleven interfaces with a variety of existing law enforcement, medical or behavioral diagnosis, substance abuse, family advocacy, financial assistance, and other systems in order to aggregate data, monitor trends, and track metrics. This data is analyzed for risk and predictive factors in order to identify at-risk Soldiers for intervention. Intervention, training, and other related efforts are tracked in the system.
CRRD data is stored in the Person-Event Data Environment (PDE) within the Army Data Center Fairfield Enclave at the Army Analytics Group (AAG). Data in PDE is maintained, transformed, and used in accord with all applicable laws, regulations, and Department of Defense and Department of Army policies for the security of individually-identifiable data. All users/teams using non-PII data derived from PDE must agree that such information will be secured as required by law, regulation, and Army policy.
CRRD collects individual Soldier data associated with the following risk factors:
? Accidents/Injuries ? Alcohol offenses ? Drug offenses ? Crimes against property ? Crimes against persons ? Crimes against society ? Domestic violence ? Child abuse ?
