Responses to the RFI are due by April 30, 2024. This RFI is for planning purposes only and is not a request for proposal.

1.0 INTRODUCTION

The Integrated Personnel and Pay System – Army (IPPS-A) is the Army’s future web-based Human

Resources (HR) solution to provide integrated personnel and pay capabilities across all Army components. The Defense Acquisition Glossary defines a Functional Baseline as documentation describing system functional characteristics and the verification required to demonstrate the achievement of those specified functional characteristics.1 This document defines the known capability and associated requirements as of last date reflected in the Revision History section.

The Functional Baseline is comprised of two documents: the Functional Requirements Document (FRD) version 2.7 developed by Army G-1 Functional Management Division (FMD), and the Technical

Requirements Document (TRD) version 2.7 developed by the Product Manager (PdM) IPPS-A Inc II.

Both documents were vetted and approved by the IPPS-A Configuration Control Board (CCB) which is the approving authority for any changes, additions, or deletions to the Functional Baseline.

1.1 Purpose

The purpose of the Functional Baseline document is to provide the functional and technical requirements the Army deems necessary to build IPPS-A. All IPPS-A functional and technical requirements were decomposed from the IPPS-A Capability Development Document (CDD) version 30, and are contained in this document.

1.2 Naming Conventions

Each requirement in this document has been numbered with a unique identifier that is used throughout the

IPPS-A system lifecycle as a reference to the specific requirement. The requirement identifiers used in this document have four numbers; the first three numbers refer to the CDD parent requirement and the addition of the fourth number specifies the FRD or TRD child requirement (for example 6.3.1.1, where

6.3.1 is the CDD number, and 6.3.1.1 and 6.3.1.2 are the FRD numbers).

1.3 Intended End-Users

The primary end-users of IPPS-A are Army Soldiers, leaders and Human Resource (HR) professionals.

IPPS-A will enable a better quality of life for Soldiers and their families with features such as self-service access through a Soldier Portal, 24 hours per day. It will provide the Army with robust tools to enable mission command for commanders and leaders, deliver a modern suite of personnel and pay capabilities for HR professionals, and meet audit readiness requirements for military pay. IPPS-A will improve the management of personnel information by streamlining personnel and pay functions and correcting current system deficiencies using the latest industry technology.

1.4 Product Scope

The IPPS-A requirements detailed herein shall be used to implement a Commercial Off-The-Shelf

(COTS) product which integrates existing Army business processes and supporting data into an HR system that allows access based upon established user roles and security permissions. IPPS-A shall provide the foundation and infrastructure that facilitates personnel and pay operations and orderly growth of future enhancements.

1.5 System Description

1.5.1 Product Perspective

IPPS-A is a web-based system that will, at its end state, provide integrated personnel and pay capabilities for the Active Army (AA), the Army National Guard (ARNG), and the United States Army Reserve

(USAR). The system will also generate a comprehensive personnel record for each Soldier for use throughout their entire Military career.

IPPS-A streamlines Army HR, enhances the efficiency and accuracy of Army personnel and pay procedures, and supports Soldiers and their families. Development and implementation of the new system is more than the deployment of an information technology solution; it is a change in how the

Army will conduct personnel and pay business and serve as the authoritative database for personnel and pay data for the entire Army. The system will feature self-service capabilities allowing Soldiers to access their personnel information 24 hours a day. Full deployment will streamline personnel and pay procedures across all Components, improve automated support to mobilization and deployment processes, and provide a common operating picture to Armypersonnel.

IPPS-A will use an incremental development strategy providing capabilities in two increments that is delivered in multiple releases. Each release will provide additional functionality to the system by building upon the prior release’s design and capabilities. Increment I Release 1 provides a multi-component database designed to produce a personnel record for all Soldiers. This release provides the foundational data to produce the Soldier Record Brief (SRB) and nine pre-defined queries. Increment II will deliver fully integrated personnel and pay services for all Army Components building on the trusted database delivered by IPPS-A Increment I. Increment II includes multiple releases; Release 2 fully deployed by FY20, Release 3 (projected release in FY22), Release 4 (projected release in FY25), and additional R3 and R4 additional capability releases. These releases include multiple lines of effort including system development, deployment, training, help desk, and system access.

1.5.3 Compliance

The system shall comply with the Common Human Resources Information Standard (CHRIS), Global

Force Management Data Initiative Army (GFM DI), Federal Financial Management Improvement Act

(FFMIA) and Financial Improvement and Audit Readiness (FIAR) guidance, requirements in the Federal

Information System Controls Audit Manual (FISCAM), and the Standard Financial Information Structure

(SFIS). The system shall provide all reports and search capability necessary to facilitate internal and management controls to effectively manage personnel and pay within the Army.

1.6 Configuration Control Board

The CCB operates under the authority of Product Manager (PdM) IPPS-A Inc II. The IPPS-A Inc II

CCB will operate in an integrated and disciplined manner to provide a structured and streamlined control process throughout the intended product life cycle. Life cycle configuration management through the CCB ensures that all changes are visible and communicated. It further ensures that any potential performance, security, or operational impacts are properly addressed. The CCB also confirms that technical and programmatic direction across IPPS-A Inc II services and interfaces is consistent.

The CCB is the approval authority for all change requests (CR) that affect cost, schedule, scope, or risk of the program. The CCB also approves the CRs that culminate in a cumulative change to the application, infrastructure, or security capabilities of the software.

The Functional requirements are defined in Table 2-1. The table also shows the corresponding Functional

Capability defined in the CDD.
