About this file

This Statement of Work describes a thermal insulation project for the Bridger-Teton National Forest involving the application of closed-cell spray foam insulation in the crawl spaces of ten housing units across three locations: Cottonwood Work Center, Rosencrans Lane, and Blackrock Work Center in Wyoming. The project aims to address recurring issues with water pipe freezing by insulating the bottom side of floor joists and interior of metal skirting in the crawl spaces of recently constructed Conestoga log cabins.

The specification requires high-density polyurethane spray foam insulation with specific performance characteristics, including an R-6.8 R-Value per inch at 2" thickness and air leakage less than 0.001 l/s/m2 at 75 Pa. The basis of design product is BASF Spraytite 178 closed-cell polyurethane foam. The project is scheduled to start on 6/16/2025 and will run through 9/30/2025, with qualified, experienced spray applicators required to perform the installation following detailed substrate preparation and application guidelines.

Statement of Work

GENERAL SPECIFICATIONS

0403 SERV NEW Blackrock Jackson Cabin Spray Foam

February 2025

1.1 SCOPE OF CONTRACT

A. The Bridger-Teton National Forest (Forest) is seeking a vendor to apply closed cell spray-foam insulation within the crawl spaces of ten (10) housing units. The Forest’s Jackson and Blackrock Ranger Districts have three (3) housing locations that are dedicated to current and future employees. Housing locations are further described in Project Location section below. All units are Conestoga log cabins with corrugated metal skirting sheets that line the foundation beneath the deck, also known as the crawl space. All the log cabins have been constructed within the past 3 years.

Although recently constructed, the fully constructed cabins do not have the adequate insulation required to maintain above-freezing water temperatures throughout the winter season. The water lines consistently freeze and the limited maintenance staff on the Forest manually thaws the water pipes in the crawl space in order address these issues at least once every year. Due to the consistency of resident complaints, the Forest is seeking the insulation service. The insulation shall be applied to bottom-side of the floor joists and the interior of the metal skirting, located within the crawl space of the units. See photo below.

1. Basis of Design Product – BASF Spraytite 178 closed-cell polyurethane foam insulation and air barrier to meet the following standards:

a. R-6.8 R-Value per inch, 2” thick

b. Air Leakage <0.001 l/s/m2 @ 75 Pa at 1.5” thickness

PART 3 - EXECUTION

3.1 EXAMINATION

A. Examine substrates and conditions, with Installer present, for compliance with requirements of Sections in which substrates and related work are specified and for other conditions affecting performance.

1. Proceed with installation only after unsatisfactory conditions have been corrected.

3.2 PREPARATION

A. Clean substrates of substances harmful to insulation or vapor retarders, including removing projections capable of puncturing vapor retarders or of interfering with insulation attachment.

3.3 INSTALLATION, GENERAL

A. Comply with insulation manufacturer's written instructions applicable to products and application indicated.

B. Install insulation that is undamaged, dry, and unsoiled and that has not been left exposed at any time to ice, rain, and snow.

C. Extend insulation in thickness indicated to envelop entire area to be insulated. Spray around obstructions and fill voids with insulation. Remove projections that interfere with placement.

D. Water-Piping Coordination: If water piping is located within insulated exterior walls, coordinate location of piping to ensure that it is placed on warm side of insulation and insulation encapsulates piping.

3.4 INSTALLATION OF GENERAL BUILDING INSULATION

A. Apply insulation units to substrates by method indicated, complying with manufacturer's written instructions.

B. Sprayed Polyurethane installation:

1. Substrate Preparation:

a. For optimum results, surfaces to receive polyurethane insulation should be clean and dry, free of dirt, oil, loose particles, frost, moisture, and other foreign matter. Primers are rarely used but should incorporated as follows;

1) Plywood, OSB, Structural Lumber; substrates shall be dry and free from contaminants, moisture, frost, and shall not have a moisture content above 15%. Generally a primer for these surfaces is not required. Heating and drying these surfaces during winter conditions generally brings these substrates into compliance. If a primer is required it shall be Acryprime – Substrate as manufactured by Resin Technology or equal.

2. Polyurethane Foam Insulation Application:

a. Apply Spray Foam Polyurethane Insulation, if possible, in full thickness lifts

b. Special care shall be taken to seal all penetrations of conduit, piping, coax, romex and other obstructions within the floor where they pass from cavity to the next cavity. Dead corners or blocked out framing areas shall be drilled and foam-filled to eliminate “hot/cold spots”. Areas of excessive blocked out areas shall be reported to the General Contractor for correction.

c. Follow manufacturers recommended procedures for temperatures and preparation of substrates.

3.5 PROTECTION

A. Protect installed insulation and vapor retarders from damage due to harmful weather exposures, physical abuse, and other causes. Provide temporary coverings or enclosures where insulation is subject to abuse and cannot be concealed and protected by permanent construction immediately after installation.
