About this file

This document is an Amendment (0001) to Solicitation 1282B125Q0025 for the Blackrock Jackson Cabin Spray Foam Insulation project issued by the USDA Forest Service. The amendment extends the offer deadline to 5:00 PM Mountain Time on April 15, 2025, and provides detailed answers to twelve contractor questions about the project specifications. Key project details include spray foam insulation for ten housing units across three locations: Cottonwood Work Center (four smaller houses), Rosencrans Lane (three larger houses), and Blackrock Work Center (two larger houses and one smaller house).

The project requires closed cell spray foam insulation applied to the bottom-side of floor joists and the interior of 2-foot high metal skirting within crawl spaces. House sizes vary, with larger units measuring approximately 28-½ feet by 19 feet and smaller units measuring 20-½ by 14 feet. Contractors are instructed to submit quotes via email to mark.charpentier@usda.gov, with pricing based on square footage. Site visits are possible but must be coordinated with the Contracting Officer's Representative, Phil Wong, due to current residents in the houses.

SF-30 CONTINUATION PAGE

Question 1: Can you tell me if the houses are all the same size and if there is anything currently in the crawl spaces that need to be removed?

Answer 1: Nothing is to be removed from the crawl space. There are two house sizes (larger & smaller). Larger units are approximately 28-½ feet by 19 feet. Smaller units are approximately 20-½ by 14 feet. Height of skirting within the crawl space is 2 feet high for both house sizes.

They are broken out by the locations below:

Cottonwood Work Center – Four (4) smaller houses Rosencrans Lane – Three (3) larger houses Blackrock Work Center – Two (2) larger houses, One (1) smaller house

See Attachment 004 - Smaller House Drawings and Attachment 005 - Larger House Drawings.

Question 2: Could you please provide the drawings for the cabins? If the drawings are unavailable, the length, width, and height of the skirting would be helpful.

Answer 2: See Answer 1. Also, see Attachment 004 - Smaller House Drawings and Attachment 005 - Larger House Drawings.

Question 3: The provided square footage is noted, but I would like to confirm whether this measurement includes the metal skirting and the subfloor area?

Answer 3: Yes, square footage measurements include the total area of the interior skirting and the area of the floor.

Question 4: I couldn’t find anywhere in the attachments the estimated magnitude of the project.

Could you please provide this information to me?

Answer 4: The disclosure of the magnitude of projects is only applicable/required for construction projects (FAR Part 36.204). Blackrock Jackson Cabin Spray Foam Insulation is a service project, not a construction project. Therefore, the disclosure of the magnitude is not applicable nor required. The Government cannot provide potential contractors cost or pricing information. Developing a price is the responsibility of the bidding contractors.

Question 5: Does the sq ft include walls and skirting for each building?

Answer 5: See Answer 3 - square footage measurements include area of the interior skirting and the area of the floor.

Question 6: Can you provide actual size of building?

Answer 6: See Answer 1 for building footprint measurements. Metal skirting exposed within crawl space is 2 feet high.

Question 7: Is anyone available to have a conversation on site to solve some other questions?

(The insulation shall be applied to bottom-side of the floor joists and the interior of the metal skirting, located within the crawl space of the units) I understand what is needed but I want to just verify exactly what you want sprayed. Floor joists or skirting. We would not ever recommend to do both, also that would only cause further issues vs solve the water freezing problem that is happening currently.

Answer 7: There is no pre-bid meeting and no official site visit. The deadline for questions was 5:00PM Mountain Time on 04/04/2025. If contractors want to visit the sites, please coordinate with the Contracting Officer’s Representative (COR), Phil Wong, at philip.wong@usda.gov or

(307) 739-5562 prior to visit, as there are current residents in the houses.

mailto:philip.wong@usda.gov

Question 8: Are we okay to come out and inspect the site if needed or should we coordinate with you or someone first?

Answer 8: See Answer 7. If contractors want to visit the sites, please coordinate with the Contracting Officer’s Representative (COR), Phil Wong, at philip.wong@usda.gov or (307) 739-5562 prior to visit, as there are current residents in the houses.

Question 9: What are the dimensions of the floor so I can properly calculate footages?

Answer 9: See Answer 1.

Larger Unit - Approximately 28-½ feet by 19 feet.

Smaller Unit – Approximately 20-½ by 14 feet.

Question 10: What is the height of the metal skirting? It said that you wanted the skirting sprayed as well. I saw the bid sheet, it doesn’t clarify how you want the bid broken down. Do you want it broken down specific or generalized?

Answer 10: Per Attachment 001 - Schedule of Items, the unit of measure is “Square Feet” (price per square foot). See Answer 1. Height of skirting within crawl space is 2 feet. Keep the bid generalized.

Question 11: Can you please confirm that you are the best contact to receive the estimate and if not can you let me know who I should be sending this to?

Answer 11: Per the solicitation, “Submit quote by email to mark.charpentier@usda.gov”. Please see page 9 of attachment Solicitation 1282B125Q0025 1147886 for instructions for submitting an offer.

Question 12: Is the skirt figured into the current square footage? 2in on floor joist and 2in down metal skirt. Does the 1700 sq ft for example include footing/skirt or is it additional square feet to be added?

Answer 12: Yes, see Answer 3.
