Annex ___ Private Security Company Weapons Qualifications Standards

This Annex is Extracted from ST 19-LEWTAQ, Law Enforcement Weapons and Training Qualifications, 9 February 2017.

All PSC personnel will conduct initial live fire qualification using this standard. All armed PSC personnel are required to requalify semi-annually. If conditions do not allow for live fire requalification, approved simulators, such as EST-2000 or another device approved by the Requiring Activity or Contracting Officer/COR, may be used. If an approved simulator is used, the course of fire must be the MP or Law Enforcement Qualification Course appropriate to the category or weapon and programmed into the approved simulator. Approved courses of fire are: Combat Pistol/MP Qualification Course, the LE Rifle Qualification Course, and the LE Shotgun Qualification Course. These standards apply to each category or firearm (pistol, rifle, shotgun) regardless of specific type or weapon (e.g., M-4/M-16/AK-47) actually assigned to the individual.

Part 1 is applicable to all PSC personnel who are armed with a pistol, regardless of model.

Part 2 is applicable to PSC personnel armed with any rifle.

Part 3 provides qualification standards for any PSC personnel armed with shotguns

Qualification requirements for non-standard weapons, such as submachine guns will be determined as required, in accordance with the exceptions required for use of such weapons under the USCENTCOM Arming Authorization FRAGO.

All training conducted will be recorded, and the records will be provided as part of arming authorization requests and will be available for inspection by the COR.

Part 1: Pistol Qualification

Targets are Type E silhouette, pasteboard standing image. Top of target height should be approximately 6 feet. There will be one image silhouette target per shooter.

Shooters will fire the course wearing appropriate body armor, other personal protective equipment, and other equipment typically worn while on duty

Ammunition requirements are ten (10) magazines with 5 rounds of ball ammunition, for a total of fifty (50) rounds.

This course of fire is conducted from the longest to the closest distances.

MINIMUM PASSING SCORE IS 35 HITS

Shooters will be allowed to briefly inspect their targets between tables of fire. Because of the short ranges involved, the time limits imposed are essential for the qualification process to be meaningful.

All rounds not fired within the time limit specified for each station will not be counted. If a shooter fires any rounds after the command cease fire or other signal used, one round will be subtracted from the shooter’s score for each round fired after the signal.

It is the responsibility of shooter to keep his weapon loaded at all times during qualification.

Failure to reload and meet prescribed times is not justification for alibi. Personnel will not be reminded to reload weapons.

Only mechanical weapons malfunctions/stoppages will warrant an alibi for a string of fire.

Shooter-induced malfunctions or stoppages will not rate an alibi. Examples of shooter-induced or shooter-caused malfunctions for alibi include the following:

• Weapon not loaded

• Weapon on safe

• Magazine not seated

Regardless of the reason or type of malfunction/stoppage, the shooter MUST attempt to reduce the malfunction using the taught technique(s) (tap-rack-reassess/lock-rip-work) to earn the alibi for that string. This will ensure that the training scar of shooters looking for the range safety when there is a weapon issue does not occur in the operational environment.

Upon completion of each firing table personnel must scan their sectors of fire and decock and holster only when directed to do so.

Shooters should always ensure that the magazine pouches on their duty gear are filled. No reload, on the clock or not on the clock, should be executed from a cargo/pants pocket.

Additional time is not provided for hot or cold weather environments. Equipment must be capable of supporting these standards.

STATION 1 MPAFQC COURSE OF FIRE

Objective: Engage with reload kneeling at long range

Distance: 31 meters

Number of Rounds: 5 rounds each (10 rounds total)

Time: 1 minute 45 seconds

Start Position: Kneeling, two-hand supported

Procedure:

Shooters will place a 5-round magazine in their ammunition pouch, draw and clear their weapons, release the slide forward and engage manual safety. Shooters will then load another 5-round magazine and holster their weapon. On the command of targets, shooters will drop to their knees, draw their weapons after their knees touch the ground in a two-hand supported position. Shooters will disengage their manual safety, chamber a round, and fire five rounds at the target. Shooters will reload on their own, switch to the support hand, and fire five additional rounds. A total of 1 minute and 45 seconds will be allotted for shooters to draw and load their weapon, assume the kneeling position and engage the target with 10 rounds (strong and weak hand supported).

When firing is completed, shooters will be cleared by a trainer. Once cleared, shooters let slide go forward, place on manual safe, holster the weapon, stand up, and await further instruction

Range commands: Ready right? Ready left? The firing line is ready. Shooters stand by - fire.

Logistics: Two 5-round magazines

Range safety will clear each individual shooter, ensuring all weapons have been properly cleared, placed on safe and holstered. The trainer will then monitor and direct the movement of the shooters to the 25-meter line. During this movement no shooter will be allowed to touch or draw on until commanded to do so.

STATION 2 MPAFQC COURSE OF FIRE

Objective: Engage with reload at long range

Distance: 25 meters

Number of Rounds: 10 rounds

Time: 1 minute 45 seconds

Start Position: Strong hand, standing without support

Procedure:

Shooters will load a 5-round magazine and holster their weapon. On the command of targets, shooters will disengage their manual safety and chamber a round and fire five rounds at the target, using the two-handed position. Use the support hand to support the strong hand by grasping the weapon’s grip over the strong hand. Shooters will reload on their own and fire five additional rounds. A total of 1 minute and 45 seconds will be allotted for shooters to draw and load their weapon, assume the standing position, without supported, strong hand and engage the target with 10 rounds.

When firing is completed, shooters will be cleared by a safety. Once cleared, all shooters will let slides go forward, place on manual safe, holster all weapons, and await further instructions.

Range commands: Ready right? Ready left? The firing line is ready. Shooters stand by, fire.

Trainers will clear each individual shooter, ensuring all weapons have been properly cleared, placed on safe and holstered. The range safety personnel will then monitor and direct the movement of portable barricades by the shooters on the 25-meter line. During this movement no shooter will be allowed to touch or draw their weapon until commanded to do so.

STATION 3 MPAFQC COURSE OF FIRE

Objective: Engage from each hand with reload at long range

Distance: 25 meters

Number of Rounds: 10 rounds Time: 45 seconds, each hand

Positions: Standing with support (left hand) and standing with support (right hand)

Procedure:

Shooters will load a 5-round magazine and holster their weapon. On the command of targets, shooters will disengage their manual safety and chamber a round and fire five rounds at the target, from the support position behind the left side of the barricade, using the left hand. Then, from behind the barricade, reload the weapon, move to the right side of the barricade, and fire 5 rounds with the right hand from a supported position. A total of 45 seconds per position will be allotted for shooters to draw and load their weapon, assume the left and right hand supported positions, and fire each 5 rounds. Total time allowed for 10 rounds is 1 minute and 30 seconds.

A trainer will clear each individual shooter, ensuring all weapons have been properly cleared, placed on safe and holstered. Trainers will then monitor the movement of the shooters to the 15 meter line. During this movement no shooter will be allowed to touch or draw their weapon until commanded to do so.

STATION 4 MPAFQC COURSE OF FIRE

Objective: Engage from each hand with reload at long range

Distance: 15 meters

Number of Rounds: 5 rounds Time: 40 seconds

Start Position: Standing without support (strong hand only)

Procedure:

Shooters will load a 5-round magazine and holster their weapon. On the command of targets, shooters will disengage their manual safety and chamber a round and fire five rounds at the target, from the standing position without support. Shooters will use only the strong hand and will not support it with the support hand.

When firing is completed, shooters will be cleared by a trainer. Once cleared, all

STATION 5 MPAFQC COURSE OF FIRE

Objective: Engage from each hand with reload kneeling at middle range

Distance: 15 meters

Number of Rounds: 10 rounds Time: 40 seconds, each hand

Positions: Kneeling With Support (Left Hand) and Kneeling With Support (Right Hand)

Procedure:

Shooters will load a 5-round magazine and holster their weapon. On the command of targets, shooters will disengage their manual safety and chamber a round while assuming kneeling position, and fire five rounds at the target, with the support left hand over the top of the barricade. Reload at own speed, use the right hand and fire 5 rounds over the top of the barricade. A total of 40 seconds per position will be allotted for shooters to draw and load their weapon, assume kneeling with left and right hand supported positions, and fire each 5 rounds.

When firing is completed, shooters will be cleared by a trainer. Once cleared, all

STATION 6 MPAFQC COURSE OF FIRE

Objective: Engage with support hand crouching at middle range

Distance: 7 meters

Number of Rounds: 5 rounds Time: 12 seconds

Start Position: Crouch

Procedure:

Shooters will clear their weapons and will NOT let the slide go forward. Shooters will engage the manual safety. Shooters will then load the last 5-round magazine, let the slide go forward and ensure that the manual safety is on. On the command of targets, shooters will assume the crouch position using both hands, disengage their manual safety and fire five rounds at the target. Total time allowed for these 5 rounds is 12 seconds.

Logistics: One 5-round magazine

Range safety will clear each individual shooter, ensuring all weapons are cleared and rodded.

Once this has occurred, all shooters will then holster their weapons. Shooters will not draw or touch their weapons until they have been directed to a weapons cleaning area for weapons maintenance.

Part 2: Rifle Qualification

Targets are Omaha Q target on a 6 foot stand. Top of target height is approximately 6 feet.

There will be one image silhouette target per shooter.

Shooters will fire the course wearing appropriate body armor, other personal protective equipment, and other equipment typically worn while on duty

Shooters are authorized 36 rifle rounds and 4 pistol rounds for Rifle Qualification. This course requires 5 rifle magazines and 1 pistol magazine as follows:

• Magazine 1, loaded with 2 rounds.

• Magazine 2, loaded with 2 rounds.

• Magazine 3, loaded with 2 rounds.

• Magazine 4, loaded with 11 rounds.

• Magazine 5, loaded with 19 rounds.

• Pistol Magazine, loaded with 4 rounds.

This course of fire is conducted from the longest to the closest distances.

Shooters should always ensure that the magazine pouches on their duty gear are filled. Due to most shooters not having rifle magazine pouches on their road duty gear, the extra magazine placement should be trained in sustainment training and positives and negatives should be gone over of nonstandard magazine carry with the shooters. If a shooter has a workable rifle magazine pouch on his duty belt, a rifle mounted pouch (redi-mag, butt stock pouch, etc.) or a sub-load type set up, the pouch should be allowed as long as it is within policy of the Arming Authority and Installation Commander.

The Omaha Q target should have a line on the neck denoting the head scoring area marked 6 inches down from the top of the head. For a round to be scored a hit, a part of the round must break the paper. No radial tears. Any round fired over time will be scored as a miss. The course of fire is 40 rounds total. 37 rounds fired center of mass, and 3 rounds fired at the head area. Only rounds in the INTENDED area will count. Rounds intended for the head scoring area, but striking the body, will count as a miss.

Called headshots that do not strike the scored head area (even if they strike the scored body area) will be counted as misses in the total score.

Additional time is not provided for hot or cold weather environments. Equipment must be capable of supporting these standards.

RIFLE DAY COURSES OF FIRE

STATION 1 DAY COURSE OF FIRE

Objective: Engage at middle-distance while reloading and using different shooting positions

Distance: 50 meters

Number of Rounds: 6 rounds

Time: 20 seconds

Start Position: Sul (muzzle down)

Procedure:

• Shooters will load the first 2-round magazine. They will begin with rifle AMBER (magazine in magazine well, bolt forward on an empty chamber) as if the rifle was just taken from the patrol vehicle. Shooters start faced up range. On command, shooters will turn, charge the rifle once faced down range, fire 2 rounds standing center of mass, reload, fire 2 rounds kneeling center of mass, reload, and fire 2 rounds prone center of mass, all in 20 seconds.

• Shooters will be given the command to place the rifle on safe and stand. Return to the low ready. After Table 1, shooters will clear their weapons and make them AMBER again with an 11-round magazine.

Logistics: Magazines 1, 2, and 3 with 2 rounds each

Note: Shooters should be briefed not to reload after the table is completed.

STATION 2 DAY COURSE OF FIRE

Objective: Engage after running (stress), simulates hasty position change and moving to cover Distance: 25 meters

Number of rounds: 4 rounds

Time: 15 seconds

Start Position: Sul (muzzle down)

Procedure:

• Shooters begin with rifles AMBER (magazine in magazine well, bolt forward on an empty chamber) as if the rifle was just taken from the patrol vehicle. On command, shooters run from 50 m line to 25 meter line, once on the 25 m line, charge the rifle, fire 2 rounds standing center of mass, and fire 2 rounds kneeling center of mass, all in 15 seconds.

• From the kneeling, shooters will scan and breathe, conduct their post engagement sequence (safe rifle, chamber check, close ejection port cover), return to the low ready, and stand. Shooters weapons (Pistol and Rifle) will be RED (loaded with a round in the chamber, and the safety on) for the rest of the course of fire.

Range commands: Ready right? Ready left? The firing line is ready. Shooters stand by, fire.

Logistics: Magazine 4 with 11 rounds

STATION 3 DAY COURSE OF FIRE

Objective: Rapid incapacitating shot in short time constraints

Distance: 25 meters

Number of Rounds: 1 round

Time: 2 seconds

Positions: Low ready

Procedure:

• From the low ready, on command shooters will fire 1 round in the head scoring area in 2 seconds.

• Shooters will scan and breathe, conduct their post engagement sequence (safe rifle, chamber check, close ejection port cover), and return to the low ready.

Logistics: Magazine 4 with 7 rounds*

Note: An asterisk (*) indicates that the magazine is carried forward from the table.

STATION 4 DAY COURSE OF FIRE

Objective: High percentage shots in short time constraints

Distance: 15 meters

Number of Rounds: 2 rounds each (4 round total)

Time: 1.5 seconds

Start Position: Low Ready

Procedure:

• From the low ready, on command shooters will fire 2 rounds center of the mass in 1.5 seconds.

• Shooters will scan and breathe, conduct their post engagement sequence (safe rifle, chamber check, close ejection port cover), and return to the low ready. This table will be fired two times.

Logistics: Magazine 4 with 6 rounds*

STATION 5 DAY COURSE OF FIRE

Objective: High percentage shots with rifle and with pistol after transitioning.

Distance: 10 meters

Number of Rounds: 4 rounds (2 rifle/2 pistol)

Time: 7 seconds

Start Position: Low Ready

Procedure:

• From the low ready, on command, shooters will fire 2 rounds center of mass, the bolt will lock open on empty magazine, shooters will transition to the pistol and fire 2 rounds center of mass with pistol, all in 7 seconds.

• Shooters will scan and breathe with their pistol, and communicate the need for cover to fix their rifle. Once they receive the command to fix their rifle, they will decock and holster the pistol, reload the rifle, do a press check, place the rifle on safe, and return to the low ready.

Logistics: Magazine 4 with 2 rounds* and one 4-round pistol magazine

STATION 6 DAY COURSE OF FIRE

Objective: Engage after orienting to threat from the left flank

Distance: 10 meters

Number of Rounds: 2 rounds

Time: 3 seconds

Start Position: Sul, Faced Right

Procedure:

• Shooters will face right at the sul (muzzle down) position. On command, the shooter will pivot downrange left, fire 2 rounds center mass in 3 seconds.

Logistics: Magazine 5 with 19 rounds

STATION 7 DAY COURSE OF FIRE

Objective: Engage after orienting to threat from the right flank

Distance: 10 meters

Number of Rounds: 2 rounds

Time: 3 seconds

Start Position: Sul, Faced Left.

Procedure:

• Shooters will face left at the Sul (muzzle down) position. On command, the shooter will pivot downrange right, fire 2 rounds center mass in 3 seconds.

Logistics: Magazine 5 with 17 rounds*

STATION 8 DAY COURSE OF FIRE

Objective: Engage while on the move to cover or aggressing threat

Distance: 10-3 meters

Number of Rounds: 2 rounds

Time: 3 seconds

Start Position: Low Ready.

Procedure:

• From the low ready, shooters will be given the command to walk. While moving, shooters will be given the command to fire. Shooters will shoot two rounds center mass while moving forward in 3 seconds. The fire command should be given at approximately the 8 meter line.

• Once the shooters reach the 3 meter line, or are given the command “STOP”, they will scan and breathe, conduct their post engagement sequence (safe rifle, chamber check, close ejection port cover), and return to the low ready.

Range commands: Ready right? Ready left? The firing line is ready. Shooters stand by - move.

Logistics: Magazine 5 with 15 rounds*

STATION 9 DAY COURSE OF FIRE

Objective: Execute failure drill while on the move to cover an aggressing threat

Distance: 10-3 meters

Number of Rounds: 3 rounds

Time: 4 seconds

Start Position: Low ready

Procedure:

• From the low ready, shooters will be given the command to walk. While moving, shooters will be given the command to fire. Shooters will fire a failure drill (2 rounds center mass, one round to the head) while moving forward in 4 seconds. The fire command should be given at approximately the 8 meter line.

• Once the shooters reach the 3 meter line, or are given the command “STOP”, they will

• From the low ready, on command shooters will fire 5 rounds to center of mass in 2seconds.

Logistics: Magazine 5 with 10 rounds*

STATION 11 DAY COURSE OF FIRE

Objective: Execute failure drill while on the move to cover an aggressing threat

Distance: 7-3 meters

Number of Rounds: 3 rounds Time: 3 seconds

Start Position: Low ready.

Procedure:

• From the low ready, shooters will be given the command to walk. While moving, shooters will be given the command to fire. Procedure:

• From the low ready, on command, shooters will fire 2 rounds center of mass, the bolt will lock open on empty magazine, shooters will transition to the pistol and fire 2 rounds center of mass with pistol, all in 5 seconds.

• Shooters will scan and breathe with their pistol, and communicate the need for cover to fix their rifle. Once they receive the command to fix their rifle, they will decock and holster the pistol, do a press check, place the rifle on safe, and return to the low ready.

Logistics: Magazine 5 with 2 rounds* and Pistol Magazine with 2 rounds*

PART 3 SHOTGUN QUALIFICATION

Targets are Omaha Q target on a 6 foot stand placed 15 m from the shooter. Top of target height is approximately 6 feet. There will be one image silhouette target per shooter

Shooters will fire the course wearing appropriate body armor, other personal protective equipment, and other equipment typically worn while on duty

Ammunition requirements are ten 10 rounds 12 gauge #00 Buckshot

This course of fire is conducted from the longest to the closest distances.

MINIMUM PASSING SCORE IS 67 HITS (75%) The qualification is 10 rounds total, fired center of mass. For a round to be scored a hit, a part of the pellet must break the paper. No radial tears.

Shooters will be allowed to briefly inspect their targets between tables of fire. Because of the short ranges involved, the time limits imposed are essential for the qualification process to be meaningful.

All rounds not fired within the time limit specified for each station will not be counted. Any round fired over time will be scored as a miss.

SHOTGUN COURSES OF FIRE

STATION 1 COURSE OF FIRE

Distance: 15 meters

Number of Rounds: 2 rounds

Position: Standing, unsupported

Time Limit: 6 seconds

Procedure:

• Shooters will load two rounds into the tube, chamber empty (condition amber). On command from standing high ready position with the butt stock against the belt. On command rack the forearm to chamber a round, present weapon, engage target with two shots to chest.

Logistics: Two rounds

STATION 2 COURSE OF FIRE

Distance: 15 meters

Number of Rounds: 2 rounds

Time Limit: 8 Seconds

Position: Standing unsupported

Procedure:

• Shooters will place one round in a pouch or pocket and load one round into the tube, chamber empty (condition amber). On command from standing high ready position with the butt stock against the belt. On command rack the forearm to chamber a round, present weapon, engage target with one shot to chest, rapid reload shoot one to the chest.

STATION 3 COURSE OF FIRE

Distance: 15 meters

Number of Rounds: 4 rounds

Time Limit: 12 Seconds

Position: Standing, unsupported

Procedure:

• Shooters will load two rounds into the tube, chamber empty (condition amber). Two rounds in a pouch or pocket. On command from standing high ready position with the butt stock against the belt. On command rack the forearm to chamber a round, present weapon, engage target with two shots to the chest, rapid reload shoot one center mass, rapid reload shoot one center mass.

Procedure:

• On command shooters will load one round into the chamber and one round into the tube (condition red), present weapon, engage target with two shots to the chest.

Range safety will clear each individual shooter, ensuring all weapons have been properly cleared, placed on safe and placed at the firing position pointing downrange. The range safety personnel will then monitor and direct the movement of shooters to their targets. Final hits can be scored on an appropriate scorecard and targets removed by the shooters. During this movement, no shooter will be allowed to touch his weapon on the firing line.
