Instructions
| HTRO Scoring Matrix Instructions | ||
| Total Number of Points Available: 72,000 | Minimum Technical Rating Threshold (MTTR): | 57600 |
| 1. TAB 1: Offeror will input Company Name in cell A3. |
| 2. TAB 1: Offeror will indicate if they have (Yes)/have not (No) had an ANSI PSC1 Audit and Top Secret Facilities clearance by using the drop down menu in Column B. |
| STOP HERE. If Offeror did not PASS both questions in STEP 1 Rows 5 & 6, Offeror may NOT submit a proposal. |
| If Offeror DID PASS both questions in STEP 1 Rows 5 & 6, Offeror may submit a proposal and proceed to Step 2. |
| 3. TAB 2: Offeror will input Company Name in cell B3. |
| 4. TAB 2: Offeror will utilize the drop downs in Column J to input their Self-Score for the Evaluation Categories listed in column B. |
| 5. TAB 2: Evaluation Categories where the Offeror cannot demonstrate experience shall be left blank and the Offeror will receive zero (0) points. |
| 6. TAB 2: Scores will automatically adjust based on the Weight Factor in column H. Example: If an Evaluation Category has a Weight Factor of 5, the maximum number of points that an Offeror can receive for that Evaluation Category is 5000. |
| 7. TAB 2: Once all scores have been input, cell K30 will show the Offeror's Self-Score Total. The cell will show red if the Offeror has not met the MTTR or will show green if the Offeror has met the MTTR. |
| NOTE: Only Offerors who have met or exceeded the MTTR will be eligible for award. | |
| *Note on ANSI PSC.1 Standard/Audits: | Applicable to companies proposing as part of a larger Joint Venture (JV); it is NOT necessary for both/all companies within the JV to be PSC.1 certified to meet the requirment in Cell A5 of Step 1 or Cell B5 of Step 2. Although the overarching goal is for all companies that make up a JV become PSC.1 certified (and should be actively working towards total certification), as long as at least one of the venturers is PSC.1 compliant, the minimum qualification is considered to be met. |
