About this file
This document is an attachment containing a price evaluation spreadsheet for a federal contract opportunity. The spreadsheet includes instructions for offerors to input proposed time and materials (T&M) labor rates and travel fixed handling percentages across the base period and four option periods. It also contains a summary of the evaluated total contract price, broken down by line items for program management, T&M labor, and travel costs. The key labor categories are listed, along with descriptions of the required education, experience, and degree substitutions. The related federal contract opportunity is a solicitation for Independent Enterprise Testing and Support Services (IETSS), issued by the Department of Veterans Affairs Technology Acquisition Center Austin, with a question and answer period closing on November 19, 2024.

Evaluated Price Summary Tab Instructions -
(1) Offeror shall only input the unit rate at X001 for Program Management (FFP). The Evaluated Price Summary tab will automatically calculates the total evaluated price.
T&M Labor Rate Table Tab Instructions -
(1) In yellow shaded cell in row 3 the Offeror shall enter the name of the Prime Offeror.
(2) Each labor category specified by the Government must be addressed (i.e., no un-addressed labor categories).
(3) Offerors may identify Proposed Equivalent Labor Categories in Column B. The Labor Category Description tab provides information for mapping purposes only. (4) For each labor category specified by the Government the Offeror shall enter hourly fully loaded blended labor rates (no more than two decimal places) for the Base Period and Option Periods (all yellow shaded cells). If fully loaded blended labor rates are entered with more than two decimal places, cells are formatted to be flagged and will be color shaded. Ensure all fully loaded blended labor rate cells are corrected so no color shading is remaining before submitting the proposal. Proposed fully loaded blended labor rates shall not exceed the Offeror's blended loaded labor rates set forth in the contract.
(4) The proposed fully loaded blended labor rates will be incorporated into any resultant contract, as binding, Not To Exceed (NTE) ceiling loaded blended labor rates. The proposed fully loaded blended labor rates will be used for the prime and all subcontractors/team members in performance of this contract.
T&M Labor Tab Instructions -
(1) Offeror shall not input any information in this tab. T&M Labor tab automatically calculates the total T&M labor price.
T&M Travel & Travel Handling Tab Instructions -
(1) The Offeror shall use the Government provided estimated Not To Exceed (NTE) Travel amounts in row 4. (2) In the yellow shaded cells, Offeror shall either enter a Travel Fixed Handling percentage (whole number and two decimal places; i.e. 5.35%) or 0.00% (if Offeror proposes no Travel Fixed Handling costs). If Travel Handling percentage is entered with more than two decimal places, cells are formatted to be flagged and will be color shaded. Ensure all Travel Handling percentage cells are corrected so no color shading is remaining before submitting the proposal. The Travel Handling rates shall not exceed the rates on contract. If not included in the proposal, Travel Fixed Handling will not be added during contract performance. (3) The proposed Travel Fixed Handling rates will be incorporated into any resultant contract, as binding, Not To Exceed (NTE) ceiling rates. (4) Calculation of the Total Evaluated Price for Travel & Travel Fixed Handling will be done automatically based on the Travel Fixed Handling rates entered in yellow by the Offeror.
