About this file

This document contains instructions and evaluation criteria for pricing proposals under RFP W519TC-25-R-0027, specifically regarding the completion of Attachment 0004 Price Matrix for DRAID ADA IR. The instructions detail how offerors must submit an electronic copy of the completed Price Matrix in Excel format along with any additional pricing explanations.

Key requirements include: populating all blue highlighted cells in the Summary tab (company information, CAGE code, UEI number, proposal date) and Labor tab (fully burdened labor rates for each category and performance period); maintaining the locked Excel format without modifications; submitting prices in US dollars rounded to two decimal places; and including rates for all items to avoid rejection. The evaluation criteria specify that the Total Evaluated Price will be derived from proposed labor rates plus a government surrogate travel amount of $10,000 per period ($20,000 total). The government will evaluate for price reasonableness through competition and analyze for unbalanced pricing between labor rates and ordering periods. The performance period includes a 12-month base period and one 12-month option year.

Evaluation Criteria - Price

1. The Government will evaluate the Total Evaluated Price based on the proposed fully burdened Labor Rates proposed in Attachment 0004 Price Matrix - DRAID ADA IR.

2. Total Evaluated Price: The Total Evaluated Price will be derived from Attachment 0004 Price Matrix - DRAID ADA IR. The Total Evaluated Price is identified as “Total Evaluated Price” in the “Summary” tab of Attachment 0004.

The Travel price is a Government Surrogate Number (i.e. Base Period (BP), and Option Year 1 (OY1) of $10,000.00 for the BP and OY 1. The total Travel price is $20,000.00.

The Labor for all CLINs (X001AA – X002AO) for each PoP (BP and OY1) by taking the result of the Labor categories, Hours, and proposed Rate to produce the Total for each. The Total Labor Cost for each Labor Category is the result of adding the Total for each PoP. The result of each Labor Total is the result of adding each Total per PoP.

The totals for the “Labor” tab is then pulled into its respective PoP to populate the “Summary” total.

The Total Evaluated Price is the calculated result of summing the totals from all CLINs for each PoP.

3. Price Analysis: The Government will use the proposal analysis techniques in FAR 15.404-1 to determine price reasonableness. The Government anticipates receiving competitive proposals and using adequate price competition to determine whether the proposed prices are fair and reasonable but reserves the right to require the submission of any data (e.g., other than certified cost or pricing data) necessary to establish the price reasonableness of a proposal.

4. Unbalanced Pricing: The Government will evaluate proposals to identify any unbalanced pricing between labor rates and ordering periods, as applicable.

Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line item (CLINs) is significantly over or understated, as indicated by the application of cost or price analysis techniques. In accordance with FAR 15.404-1(g), the Government may pose an unacceptable risk to the Government.
