| Each offeror is required to input its Fully Burdened Labor Rate (FBLR) for the 16 associated labor categories in cells D11-D26 |
| The FBLR is inclusive of all direct labor, subcontract labor, indirect cost, labor uplifts (as applicable), and profit. |
| Each offeror is required to input its proposed escalation rates in cells E8-H8 |
| Ordering Years 2-5 will calculate the FBLR based on a calculation of the previous ordering year FBLR and the proposed escalation factor |
| The escalation factor is intended to capture costs associated with increases in wages and industry inflation |
If the offer has determined that labor costs in future periods will decrease the offeror may input 0% or a negative percentage.
| The FBLR data is linked to the tabs labeled "Zone 1 Labor Buildup where is it multiplied by the Government provided labor hour estimates. |
| If selected for award, the FBLRs proposed for each labor category will be used to calculate the time and materials composite rate in the "Zone 1 Labor Buildup" worksheet. |
These time and material composite labor rates will be incorporated to the MA IDIQ resultant contract via attachment.

| The proposed indirect cost rate will be applied to the Government provided material estimate which calculates total indirect costs by year. |
