About this file
This document comprises proposal submission instructions for a federal solicitation using the Lowest Priced Technically Acceptable (LPTA) evaluation method under FAR 16.505(b) for a Quality Engineering & System Assurance (QESA) Vibration Controller acquisition.
Offerors must submit proposals in two separate volumes via email to the identified Contract Specialist. Volume I must address technical requirements through product specification sheets, technical data sheets, and product literature demonstrating compliance with specific Statement of Work (SOW) sections covering vibration controller characteristics, software capabilities, host computer minimum specifications, associated instrumentation (stream to disk, calibration kits, etc.), and deliverables (operating manuals, calibration certificates). The technical evaluation will determine acceptability based on whether proposed equipment meets or exceeds all SOW requirements, with offerors bearing the burden of providing sufficient documentary evidence. Volume II must contain a Firm-Fixed-Price (FFP) proposal for all required items, submitted either as a Microsoft Excel file with formulas intact or as a clear, itemized price breakdown. The Government will evaluate total proposed price for fairness and reasonableness using FAR 15.404-1(b) price analysis procedures. Both volumes must be submitted as separate files in Microsoft Office or PDF format, clearly indexed with appropriate page numbering, company name, date, and solicitation number in headers and footers. The Government intends to award without discussions.

Federal Acquisition Regulation (FAR) 16.505(b) Lowest Priced Technically Acceptable
INSTRUCTIONS TO OFFERORS - PROPOSAL SUBMISSION
Quality Engineering & System Assurance (QESA) Vibration Controller
1. INTRODUCTION.
This section contains proposal submission instructions for the solicitation. Offerors shall provide information by addressing each Factor in the format and sequence identified below. The
Technical Factor will be evaluated on an “Acceptable” or “Unacceptable” basis. The Factors identify the minimum requirements that are key to this acquisition. An Offeror must receive an
“Acceptable” rating for the non-price Factor (Technical) to be considered for award.
In order to be rated Acceptable, the proposal must clearly demonstrate that the proposed items meet the minimum requirements of the solicitation. The Offerors must provide information in sufficient detail to allow the Government to award to the Offeror whose proposal is determined to be the Lowest Priced Technically Acceptable (LPTA) based on the evaluation criteria outlined in this solicitation.
The proposal must not merely repeat the solicitation requirements but rather must provide convincing documentary evidence in support of how the solicitation requirements will be met.
The Government does not assume the duty to search for data to cure problems it finds in proposals. The burden of proving acceptability remains with the Offerors. The Government intends to award without discussions (see FAR 52.215-1). Proposals that do not contain the information requested in this solicitation risk being determined Unacceptable.
2. PROPOSAL INSTRUCTIONS.
The proposal shall consist of two separate volumes: Volume I – Technical and Volume II –
Price. These shall be provided by email to the Contract Specialist identified in the solicitation.
Offerors are responsible for inquiring with the Contract Specialist to assure that the submitted proposal has been received.
• PROPOSAL FILES.
• Format. The submission shall be clearly indexed and logically assembled. Each volume shall be clearly identified and begin at the top of a page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date, and solicitation number in the header and/or footer. All proposals shall be submitted in Microsoft Office or as a Portable Document Format (PDF) format.
• File Packaging. Each proposal volume shall be submitted as a separate file.
• Content Requirements. All information shall be confined to the appropriate volume. The Offeror shall confine submissions to essential matters, sufficient to define the proposal and provide an adequate basis for evaluation.
The following shall be included in the Narrative discussion:
(i) VOLUME I – TECHNICAL FACTOR
Offerors are responsible for including sufficient details (WITHOUT REFERENCE TO
COST/PRICE) to permit a complete and accurate evaluation from a technical standpoint.
Volume I shall provide documentation to demonstrate that the proposed items meet or exceed all technical requirements identified in the Statement of Work (SOW).
The proposal shall include, at a minimum:
• Product specification sheets, technical data sheets, and/or product literature that clearly prove the proposed equipment meets all requirements.
• The submitted documentation must explicitly address and demonstrate compliance with the following key SOW requirements:
• Section 2.1: Vibration Controller Characteristics
• Section 2.2: Vibration Controller Software Capabilities
• Section 2.3: Host Computer Minimum Characteristics
• Section 2.4: Associated Instrumentation (Stream to Disk, Calibration Kit, etc.)
• Section 5.0: Deliverables (Operating Manuals, Calibration Certificates, etc.)
To be determined technically acceptable, the Government will evaluate the proposal against the technical requirements in the SOW. The proposal must provide sufficient documentary evidence to demonstrate compliance.
Standard of Proof: Product specification sheets, technical data, or other verifiable documentation demonstrating that the proposed Vibration Controller, software, host computer, and all associated instrumentation meet or exceed all technical requirements listed in the SOW. The Offeror must also confirm the ability to provide all required deliverables.
(ii) VOLUME II – PRICE FACTOR
Offerors shall submit a Firm-Fixed-Price (FFP) proposal for all items required by the solicitation.
The total evaluated price is the total price proposed for all contract line items.
A price analysis in accordance with FAR 15.404-1(b) will be conducted on the total proposed price. The total price will be evaluated for fairness and reasonableness.
Offerors shall utilize a Microsoft Excel file format with formulas intact when submitting their price proposal (FAR 15.403-5(b)(1)), or provide a clear, itemized price breakdown in their quote.
