About this file

This is a Statement of Work (SOW) for the procurement of a Vibration Controller system for the Quality Engineering & System Assurance (QE&SA) Environmental Test Laboratory at Picatinny Arsenal, NJ.

The contractor must provide one twenty-channel vibration controller with specific technical characteristics including Ethernet connectivity, 32-bit processors, 24-bit analog-to-digital converters with anti-aliasing filters, and sample rates up to 102.4 kilohertz. The vibration controller software must include 23 specific capabilities ranging from random control and sine control to shock response spectrum analysis, TRAC control, signal analysis, and multi-sine functionality. The contractor shall also supply an integrated host computer with minimum specifications including an Intel 8-core i7 processor, 32 GB RAM, 2 TB SSD storage, Windows 11 Enterprise LTSC 64-bit operating system, dual gigabit Ethernet ports, and a 32-inch LCD monitor. Additional instrumentation required includes a minimum 2 TB USB hard drive for stream-to-disk capability, a calibration kit with software and cabling, and accelerometer software interface. The base period of performance is three months from contract award, with an option period of up to twelve months, during which the Government may increase the quantity of vibration controllers by up to three units at an agreed unit cost. Deliverables include operating and maintenance manuals, accident/incident reports, and calibration certificates. The work is unclassified but subject to export control regulations under DFARS Clause 252.225-7048, and contractors must comply with applicable Security Classification Guides and Science and Technology Protection Plans. Delivery location is Picatinny Arsenal, NJ, 07806.
