ROCK ISLAND ARSENAL DATE: 14 December 2024

SCOPE OF WORK

CRYOGENIC GASES STORAGE AND SUPPLY SYSTEM MAINTENANCE

1. GENERAL:

1.1. Purpose: The purpose of this Scope of Work (SOW) is to define troubleshooting, repair, adjustments, calibration, inspection, and preventative maintenance services for the Cryogenic storage and supply systems located at Rock Island Arsenal (RIA) Joint Manufacturing Technology Center (JMTC), Rock Island, IL 61299-6400. This SOW will generally describe criteria/circumstances when this service contract applies, which in turn will require the contractor to respond and successfully perform maintenance, inspection and repair on equipment addressed by this document.

1.2. Equipment: All Cryogenic maintenance services, materials, parts and costs required by this SOW shall be applicable to the following Cryogenic Storage equipment owned by RIA-

JMTC:

2. PERFORMANCE PERIOD: Contractor's effort will begin immediately after contract award.

This is a Five-year Requirements Contract.

3. EMERGENCY SERVICE REQUIRMENTS: The contractor will be required to respond onsite within 1 - 2 hours to any emergency situations that are caused by a malfunction to the equipment stated in paragraph [1.2. & 1.3.]. And/or be able to instruct RIA-JMTC personal on what actions should be taken to decrease the potential for a dangerous situation to occur. The JMTC Representative of this contract will determine what are RIA-JMTC emergency service needs and if the contractor is in compliance with this requirement. Example of emergency situations:

a.) The malfunction puts RIA-JMTC personal and property in danger.

b.) The malfunction causes major interruptions to the manufacturing capabilities of RIA-

JMTC.

c.) The malfunction causes an environmental hazard.

4. REPAIR AND MAINTENANCE GENERAL SERVICE REQUIREMENTS:

4.1. Requirements: The contractor shall ensure that all systems indicated in the SOW are in compliance with all applicable code requirements set forth by DOT, CGA, OSHA, and NFPA and that all services and repairs are done in compliance with such codes.

4.1.1. The contractor shall be required to schedule service within 48 hours of telephonic, e-

4 | P a g e mail, or written notification for repairs and services requested by the JMTC Representative.

Normal services must be initiated with 5 working days of initial request unless the JMTC Representative approves an extension. Service must be completed within 4 working days after commencing work, the JMTC Representative may allow the Contractor to exceed the time limit, if requested by the contractor, and the JMTC Representative deems the situation is justified.

4.1.2. The contractor shall be responsible for performing troubleshooting, repair, adjustments, alignments, calibration, inspections, certification, predictive and preventative maintenance services to the equipment listed in paragraph [1.2. and 1.3.].

4.1.3. The contractor shall supply all parts and materials to satisfy the maintenance/repair scope of this contract. All parts and materials will meet or exceed the OEM manufacturer’s recommendations. The contractor is responsible for cleaning the equipment and area after each service is performed. Example:

a.) Clean up oil spills/leaks.

b.) Dispose of parts/materials,

4.1.4. The contractor shall furnish all labor and tools required to perform troubleshooting, repair, adjustments, alignments, calibration, inspections, certification, predictive and preventative maintenance to the equipment listed in paragraph [1.2. & 1.3.]. RIA-JMTC shall assist when possible; however, the contractor should not depend on this assistance.

4.1.5. The contractor shall be responsible for performing all lock-out & tag outs of equipment. Contractor shall provide all necessary man-lifts, special tools, and equipment to perform the full SOW.

4.1.6. The inspections, preventative maintenance and repairs shall be performed during normal business hours (Monday through Friday, 7 AM – 5 PM CST), except for Government holidays unless otherwise authorized and agreed on by the JMTC Representative and the Contracting Officer. In the event of an emergency situation where personal and property damage may occur, and/or the work stoppage of the manufacturing complex, the contractor shall be required to perform these emergency service calls as stated in paragraph [3.]. And/or be able to instruct RIA-JMTC personal on what actions should be taken to lessen the equipment’s malfunction impact. All repairs, inspections and preventative maintenance shall be scheduled by the contractor and the JMTC Representative.

4.1.7. Due to the nature of Cryogenic supply system failures, it’s anticipated that a majority of repairs will be performed by contractor representatives visiting RIA-JMTC. However, it may be possible that a component/part may be shipped out to other facilities to be repaired. If so, the contractor will be responsible to ship all parts and components. Return shipment of parts and components may be sent directly to the JMTC Representative at RIA-JMTC.

4.2. Authorizations: When repairs and/or services are requested by either the JMTC Representative or the Contractor, a draft service worksheet document shall be submitted by the contractor to the JMTC Representative before said repairs/services are started. This informal document shall outline man-hours, materials, and all other expenses estimated to complete the work. The document shall include date, equipment model/serial#, Rock Island Arsenal Asset number (RIA#) and identification of the contractor’s representative. Authorization to proceed

5 | P a g e with repair/service shall either take place after the JMTC Representative signs the draft service worksheet document or authorizes verbally or by email to the contractor.

4.2.1. The Contracting Office and the JMTC Representative shall be notified immediately of any service requirements, which are identified as extraordinary that would not typically be encountered in this type of service. This would include all parts and services not considered covered in this purchase order.

4.2.2. The JMTC Representative is authorized to place calls for service, parts/materials and component upgrades up to the amount stated in the service contract. In no event is the contractor authorized to exceed any cost limit set forth in the service contract.

4.3. Points of Contact: Prior to contract award, the contractor shall identify a Primary and Alternate Contractor’s Technical (POC) for RIA notification purposes. JMTC Representative shall notify the Contractor’s Primary or Alternate POC of all maintenance requirements defined in this SOW.

4.4. Warranty: All services, materials & parts used shall include the standard commercial warranty. All repairs and adjustments shall be performed in accordance with the Original Equipment Manufacturers (OEM) specifications. The contractor shall warrant that the services performed are in accordance with original equipment specifications and shall carry the standard commercial warranty.

4.5. Notification of Inspections and Tests: The equipment stated in paragraph [1.2. & 1.3.] shall be inspected and/or tested to OEM specifications. A copy of any inspection, test or calibration report will be provided upon completion by the contractor. Equipment that has been calibrated/tested will have some type of calibration/test certification sticker and/or tag affixed to the component or unit. This sticker or tag shall have the following information: calibration date, date of next calibration, technician and company name.

4.6. Completed Service Worksheet/Report: Upon Completion of services the Contractor shall prepare a Service Worksheet Report identifying man-hours, materials and other costs required to perform the required activities. The document shall include date, equipment model/serial#, Rock Island Arsenal Asset number (RIA#) and identification of the servicing technician. All reports shall be legible, either handwritten or electronic (preferred) in a Microsoft Word, Excel or PDF format. The reports shall be delivered to the JMTC Representative within 5 days of the maintenance completion and prior to invoicing.

5. INSPECTION/FINAL ACCEPTANCE:

5.1.1. Upon successful completion of repairs, inspections, calibration, certification, preventative and predictive maintenance services of the equipment stated in paragraph [1.2. & 1.3.] The JMTC Representative will inspect the work and if acceptable sign the Service Report

(as detailed in paragraph [4.6]. The contractor invoicing shall take place after the Service report is received by the JMTC Representative.

5.1.2. Once the JMTC Representative has signed off on the delivered services and products, and received an invoice, the Contractor shall than invoice using Wide Area Workflow per 52.0000-4942.The contractor when submitting the invoice into the WAWF system, will select; “auto send a notification to the JMTC Representative by email”. If this is not performed the contractor must contact the JMTC Representative to notify him/her of pending transactions in WAWF.

5.2. Allowable Costs: All travel costs shall be in accordance with the Joint Travel Regulations. Costs associated with any required service call shall be limited to:

5.2.2. Travel time from Contractor facility to RIA and return.

5.2.3. Hotel @ per diem rate/technician

5.2.4. Meals @ per diem rate/technician

5.2.5. Car Rental @ actual cost

5.2.6. Shipping/Freight @ actual cost

5.2.7. Parts @ actual cost

6. QUALIFICATIONS: All work performed under this contract shall be accomplished by a qualified cryogenic technician/field service engineer with at least 2 years’ experience on the systems stated in paragraph [1.2. & 1.3.]. The contractor shall ensure that all systems indicated in the “SOW” are in compliance with all applicable code requirements set forth by DOT, CGA, OSHA, and NFPA and that all services and repairs are done in compliance with such codes.

The contractor shall supply cryogenic service technicians who are properly trained and qualified in the following areas: DOT – 49CFR, CGA, OSHA 1910, ASSE 6015, ANSI/AWS B2.2, NFPA Code (50, 51,53, 58, 70E and 101), and various system training provided by the manufacturers of said gas systems. When requested, the Contractor shall provide documented evidence of above qualifications.

7. DETAILED SERVICE SPECIFICATIONS:

7.1. Repairs: The contractor shall perform troubleshooting techniques to identify equipment components that have failed or are worn affecting gas storage and delivery systems functional performance. Once malfunctions are diagnosed or parts are identified as worn to the detriment of the equipment, the contractor will repair, replace and/or rebuild the malfunctioning components. This will be done in a timely and professional manor as stated in paragraph [4.].

Typical examples of components that would need troubleshooting and/or repairs: (but not limited to) a.) Safeties/rupture discs

7 | P a g e b.) Diverter valve c.) Pipes, fittings, valve packing d.) Vent valve e.) Electrical power supply, GFCI receptacles f.) Pressure build circuit g.) Economizer/vent system h.) Gauges i.) Heat-exchanger j.) Telemetry LCD k.) Vaporizers l.) Strainers m.) Backflow check valve n.) Tank vacuum

7.2. Fabrication: The JMTC Representative may request the contractor to supply and/or fabricate Gas Cylinder cradles with or without wheels, to make transportation of cylinders safe, manageable, and expedient. Cradles with wheels that will be manipulated by one RIA-JMTC person will be designed to be pushed, pulled, turned, and rotated. All RIA-JMTC requested cradle designs, will be approved by the JMTC Representative and the Contractor. All cradles will be designed to meet or exceed OSHA, DOT, ANSI, and Structural Engineering standards.

7.3. Inspections: The contractor will perform inspections on the equipment stated in paragraph [1.2 & 1.3.] once a year (annually). See attachments “Cryogenic Storage & Supply System Inspection & Maintenance Report”. All applicable items on the inspection forms will be inspected for function and overall condition. Operating measurements, remarks and recommendation will be recorded as noted on the inspection forms. The results and a copy of the signed and dated inspection forms will be given to the JMTC Representative, either hard copy, fax or electronically.

7.4. Preventative/ASME Regulatory maintenance tasks: The contractor will replace the safeties rupture discs on the following equipment at the prescribed intervals:

7.4.1. Tank, every five years.

7.4.2. Line, every 10 years.

7.4.3. Liquid to pump, every 10 years.

7.4.4. Liquid to sump, every 10 years.

7.4.5. House Line, every 10 years.

7.4.6. Final Line, every 10 years.

7.4.7. LTCO, every 10 years.

Note: All safeties will be tagged with the rupture discs replacement dates and contractor ID information.

7.5. Calibration tests: The contractor shall calibrate the cryogenic gas supply equipment stated in paragraph [1.2 & 1.3.] once a year (annually).

7.5.1 Using quality mixing gases, the contractor will calibrate the systems with a certified master analyzer to ensure proper gas mixtures and pressure settings.

7.5.2. The contractor will fill out the attached “Cryogenic Storage & Supply System Calibration Report” and send it to the JMTC Representative once calibrations services are complete.

8. SECURITY: Security training (not needing a CAC)

8.1. AT Level I Training.

All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, or controlled access areas shall complete AT Level I awareness training. The RIA-JMTC REPRESENTATIVE will be provided a copy of the RIA- JMTC AT Level I awareness training and assuring the training is completed.

The contractor shall sign a Memorandum of Record for each contractor employee and subcontractor employee to the RIA- JMTC Operations Center prior to a RIA-JMTC electronic keys and access pass being issued.

8.2. Access and General Protection/Security Policy and Procedures.

The contractor and all associated subcontractor’s employees shall provide all information required for background checks to meet installation access requirements to be accomplished by the installation Director of Emergency Services.

The contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DoD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the change clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

8.3. For contractors that do not require CAC but require access to a DoD facility or installation.

Contractor and all associated subcontractor employees shall comply with adjudication standards and procedures using the National Crime Information Center interstate identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army

Directive 2014-05/AR 190-13), applicable installation, facility access and local security policies and procedures (provided by government representative). The RIA-JMTC REPRESENTATIVE will provide guidance to complete the Access Control Records Check request Form thru the RIA Directorate of Emergency Services.

8.4. Access Badges and Electronic Keys.

Contractor will acquire and need to return all issued U.S.

Government Common Access Cards, installation badges, and/or access passes. Use FAR 52.204-9 or PADDS Clause IF00015 at the end of the contract or the last day of an individual contractor’s employment.

9.4.1. RIA-JMTC electronic keys and access passes are

accountable items and will be returned within 24 hours of no longer being needed. Items will be returned to the RIA-JMTC REPRESENTATIVE or placed in a drop box at a RIA-JMTC access point.

8.4.2 Contractors who routinely fail to return these items will not be issued them in support of any future contract.

8.5. IWATCH (See Something, Say Something) Training.

The Contractor and all associated subcontractors shall brief all employees on the local iWATCH program. The iWATCH training will be provided in the RIA-JMTC AT training.

8.6. Impact on contractor performance during increased FPCON during periods of increased threat.

During FPCONs Charlie and Delta, services may be discontinued/postponed due to higher threat. Services will resume when FPCON level is reduced to level Bravo or lower. The FPCON descriptions will be provided in the RIA-JMTC AT training.

The RIA-JMTC REPRESENTATIVE will keep the contractors informed on the current FPCON or any possible FPCON change.

8.7. Random Antiterrorism Measures Program (RAMP) participation.

Contractor personnel working on Rock Island Arsenal are subject to participation in installation RAMP security program (e.g. vehicles searches, wearing of ID badges, etc.).

Contractors will comply with any instructions given by the Rock Island Arsenal Police Department.

The RAMP program is discussed in the RIA-JMTC AT training.

8.8. Parking: The contractor shall park in designated/approved parking areas only. The RIA-JMTC Representative and/or the Arsenal Police & Security personal may designate other areas to park depending upon the work situation.

9. SAFETY AND ENVIRONMENTAL:

9.1 Safety: When services are performed onsite the contractor is responsible for complying with all federal, state, and local safety and environmental regulations, including, but not limited to: Rock Island Arsenal, Department of the Army (DA), Occupational Safety and Health Act, Environmental Protection Agency (EPA), Illinois Environmental Protection Agency (IEPA). The contractor must adhere to all Rock Island Arsenal Safety requirements, policies and statutes. The contractor shall be responsible for obtaining any hot work/open flame permits required from the Rock Island Arsenal Fire Department. The contractor(s) while working on equipment at the RIA-JMTC will wear proper PPE, to include but not limited to:

safety glasses (with side shields), protective foot wear (steel toe), proper clothing (no shorts, tank tops, etc.), safety harness (when working off the floor), welding and cutting apparel (as needed) and adhere to OSHA NFPA 70E Arch Flash when working on electrical equipment. The contractor shall also have and observe an approved electrical lock-out tag-out procedure. As required by the RIA-JMTC REPRESENTATIVE, the contractor may be required to submit a Safety Site Plan in limited and justified circumstances.

9.2 Environmental: When services are performed onsite all

hazardous wastes, acid, and contaminated material generated by the execution of this service contract will be disposed of IAW all applicable federal, state, and local laws and regulations. All transport and decontamination will be performed IAW all applicable interstate, federal, state, and local laws and regulations. Any materials and/or wastes generated from this effort shall be labeled with appropriate transportation/disposal documentation for off-site disposal to include but not limited to Hazardous waste manifests and associated Land Disposal Restriction. Prior to discussing any environmental issues with the environmental agency of primacy, the contractor shall contact the Contracting Officer (KO) for direction.

9.3 Ozone Depleting Chemicals (ODCs): When services are

performed onsite the contractor shall assure that none of the materials used contain Class I ODCs as defined by Public Law 102-484, Section 326 during execution of the tasks outlined in this SOW. Parts and equipment shall not contain polychlorinated biphenyl (PCB), ozone depleting substances (Class I or Class II), or asbestos materials.
