About this file

This document contains additional solicitation/contract requirements for federal contracts involving work at Picatinny Arsenal in New Jersey.

The first section addresses administrative space occupied by contractors at Picatinny Arsenal. If a contractor will occupy government-owned administrative space while performing contract Statement of Work requirements, the contractor must provide eight specific information items within ten days of contract award: contractor name, contract number (including task order number if applicable), contract start and end dates, names of contractor personnel occupying space, building number, square footage required, current use of the space, and Unit Identification Code for contracted employees. This information must be submitted in accordance with the Statement of Work and Contract Requirements Data List (DD Form 1423) to the Garrison Space Manager, Army Stationing Identification Program Manager, Procuring Contracting Officer, and Contracting Officer's Representative.

The second section establishes release of information requirements for research and development contracts. For classified contracts, DOD Security Agreement (DD Form 441) and DOD Contract Security Classification Specification (DD Form 254) apply. For unclassified contracts with restricted release, contractors must obtain Contracting Officer approval before releasing contract-related information, except colleges, universities, or laboratories conducting research on campus are exempt. For unclassified contracts with unrestricted release, academic institutions conducting on-campus research may release information without approval unless there is high likelihood of revealing military systems capabilities or defense-critical manufacturing technologies, in which case approval is required. Section J provides technical material clearance instructions and a sample form (INME-PIC-IM Form 3002).
