STATEMENT OF WORK

For the

Middletown Terminal Radar Approach Control (MDT TRACON) and the Wilkes-Barre Terminal Radar Approach Control (TRACON)

Slatwall/Consoles Design, Fabrication, Delivery and Installation and a Single Console Design, Fabrication, Delivery, and Installation for the

Elmira (ELM) Air Traffic Control Tower (ATCT)

STATEMENT OF WORK

Middletown Terminal Radar Approach Control (MDT TRACON) and the Wilkes-Barre Terminal Radar Approach Control (TRACON) Slatwall/Consoles Design, Fabrication, Delivery and Installation and a Single Console Design, Fabrication, Delivery, and Installation for the Elmira (ELM) ATCT

Purpose:

The goal of this Statement of Work (SOW) is to describe the Middletown (MDT) and Wilkes Barre (AVP) Slatwall Projects, which includes developing and installing Slatwall furniture components for both TRACONs that are gaining additional approach control airspace to their Operations Room. In addition, the SOW will address a small furniture procurement required at Elmira (ELM) ATCT.

Background:

The FAA’s Section 804 Collaborative Workgroup developed the criteria for evaluating TRACON operations and recommended various realignment scenarios for analysis and approval. In the Eastern Service Area, the following airspace relocations have been approved:

1. Reading Approach Control (RDG TRACAB) operations into Middletown (MDT)

TRACON

2. Binghamton Approach Control (BGM TRACON) and Elmira Approach Control (ELM TRACAB) into Wilkes Barre (AVP) TRACON

Facility Overview:

The MDT TRACON Operations Room is approximately 450 square feet and was commissioned in 1992. Currently, MDT operates with five (5) operational positions, two (2) handoff positions, a supervisor’s desk and Flight Data desk. The introduction of the RDG approach position into MDT presents a space and equipment layout challenge that is best remedied by converting the TRACON consoles to Slatwall. In addition, the Supervisor desk, Flight Data desk, and Tech Ops STARS maintenance desks were also approved for replacement. The facility is located at 511 Airport Drive Middletown, PA 17057. This facility is operational 24-hours per day, seven days a week.

The AVP TRACON Operations Room is approximately 500 square feet and was commissioned in 2012. AVP operates with two (2) operational positions, one (1) training position, one (1) Flight Data position and a supervisor’s center console. The introduction of the BGM and ELM approach positions will require the relocation of the training position to the facility’s Training Lab and the reconfiguration of the Center Console to combine both the Supervisor and Flight Data operations. The facility is located at 534 Lidy Road in Dupont, PA 18641.

The Elmira ATCT is approximately 225 square feet and was commissioned in late 1950’s. ELM currently has six (6) operational positions, and the current 804 project will remove the ELM TRACAB position after the airspace is relocated to AVP TRACON.

To support additional NAS Equipment required with the airspace transfer, a new equipment desk has been requested for the rear area of the ATCT cab. The facility is located at 276 Sing Sing Road in Horseheads, NY 14845.

Part 1 – Site Survey, Design, Mock-up, Fabrication and Delivery Requirements

1. The winning console Vendor must perform the following: a Site Survey, design, fabrication, phased shipments (as needed), delivery, staging, installation and inspection of a complete console configuration.
