About this file

This is a Definition of Contract Line Items specification document and Asbestos Survey Report for roof rehabilitation work at the Chickamauga and Chattanooga National Military Park maintenance complex located at 3370 Lafayette Road, Fort Oglethorpe, Georgia.

The contract includes ten line items organized as a base requirement plus four options. The base requirement (Line Items 1-2) covers replacement of roofing materials and removal/replacement of damaged roof decking on Units A, G, and B, with roofing replacement paid on a lump sum basis and roof decking work paid per square foot. Option A (Line Items 3-4) addresses Unit C roofing; Option B (Line Items 5-6) covers Units D and E; Option C (Line Items 7-8) covers Unit F; and Option D (Line Items 9-10) covers Unit H. Each roofing replacement line item includes demolition and disposal of hazardous and non-hazardous materials, including associated items such as downspouts, gutters, and deteriorated roof planking, followed by installation of new and salvaged roofing materials.

The accompanying Asbestos Survey Report, conducted August 8, 2023, identifies asbestos-containing materials (ACM) in the roofing materials requiring removal prior to renovation work. The survey found roof tiles containing 25% chrysotile asbestos across approximately 15,000 square feet in Buildings A, B, C, D, G, and H; roof tar containing 10% chrysotile asbestos in Building B Canopy (8 linear feet); roof mastic containing 3% chrysotile asbestos in Building D Canopy (15 linear feet); and presumed asbestos-containing penetration caulk/tar at approximately 18 penetration points across multiple buildings. All identified roofing materials are classified as Category I non-friable asbestos-containing materials, and removal must be performed by an accredited asbestos contractor in compliance with EPA, OSHA, Georgia EPD, and applicable state and local regulations.

1.0 Introduction & Purpose

Affinity Environmental Group conducted an asbestos survey at the commercial property located at 3370 Lafayette Road Fort Oglethorpe, GA 30742. The inspection survey was performed by Mr. Bryan Wade of Affinity Environmental Group on August 8th, 2023. Asbestos containing materials >1% were identified as roofing tiles, tar, and mastic.

The purpose of the inspection was to identify the presence of asbestos-containing materials (ACM) for proper removal prior to renovation of buildings in the complex. ACM is defined by State and Federal regulations as a building material containing greater than one percent (>1%) of one of the six asbestos minerals regulated by the Environmental Protection Agency (EPA) and the Occupational Safety & Health Administration (OSHA).

Demolition and Renovation in public and commercial buildings are regulated by OSHA, EPA, State and local/county enforcement agencies. The EPA requires asbestos inspections by accredited individuals prior to renovation/demolition projects. The National Emissions Standards for Hazardous Air Pollutants (NESHAP) 40 CFR Part 61 Subpart M requires asbestos assessments, followed by proper removal and disposal of ACM that will be affected by renovation or demolition. The identification of ACMs will aid in the prevention of occupational exposures and/or environmental emissions of airborne asbestos. OSHA 1926.1101 requires the identification of ACM, and regulates materials consisting of any amount of asbestos.

2.0 Overview of Inspection Methods

A preliminary walkthrough was performed to familiarize and identify potential ACM. Homogeneous areas (HA), which are materials determined to be similar in appearance, color and texture, and thought to be installed at the same time, were determined and assigned. Affinity Group assessed the areas planned for renovation for suspect ACMs, including thermal system insulation (TSI), surfacing materials (SM), and miscellaneous materials. Bulk Samples of determined HAs were collected, visually inspected for homogenous composition, and assigned sample identification numbers at sample locations. Measurements were collected to aid in quantifying materials (estimated quantities). After collection of all determined and identified HA materials, all samples were verified and recorded onto a lab chain-of-custody form. Asbestos analysis of bulk materials was performed by EPA 600/R-93/116 Method using Polarized Light Microscopy (PLM) in accordance with 40 CFR Part 763.87.

3.0 Site Description and Field Notes Summary

The facility on site being inspected is maintenance complex for the Chickamauga and Chattanooga National Military Park. The complex houses multiple buildings that are planned to have renovations preformed on the roofing.

Two of the buildings on site were not included in this inspection: Building E (Wash Bay) and Building E (Open Storage). Building E is an open metal roofed structure that does not match the other building in the complex and will not be receiving roofing renovations. Building F has already undergone renovations of the roofing materials and will also not be included.

Caulk/Tar at roof penetration sites were not tested during the process of this inspection due to safety concerns. These materials will be classified as presumed asbestos containing materials (PACM).

A site description supplied by staff familiar with the facilities was referenced for the purpose of building naming conventions.

4.0 Results

ACM >1% was found in materials as follows:

* See Appendix I for Laboratory Report ** See Appendix II for Site Map

Material Locations** Approximate Quantity % Asbestos*

Roof Tile (Top) Building A, B, C, D, G, H ~ 15000 ft² 25% Chrysotile

Roof Tile (Bottom) Building A, B, C, D, G, H ~ 15000 ft² 25% Chrysotile

Roof Tar Building B Canopy ~ 8 linear ft 10% Chrysotile

Roof Mastic Building D Canopy ~ 15 linear ft 3% Chrysotile

Penetration Caulk/Tar Building A, B, C, D, G, H ~ 18 Penetrations Presumed

Roofing Materials are considered by NESHAP regulations to be Category I: Non-Friable Asbestos Containing Materials (ACM).

All asbestos removal activities must be permitted through Georgia EPD. Removal must be performed by an asbestos contractor with accredited supervision and workers. The asbestos Contractor must comply with all federal, state, local and OSHA asbestos regulations. All ACM must be properly transported with manifest(s) to an asbestos accepting landfill.
