About this file
This is a Questions and Answers document for Solicitation 140P5126R0004 regarding the Rehabilitation of the Maintenance Complex Roofs at Chickamauga and Chattanooga National Military Park. The document clarifies scope, materials, and project requirements through 29 questions and corresponding government answers.
Key project requirements include complete replacement of roofing materials with faux slate shingles matching existing roof colors, replacement of all gutters and downspouts with new faux copper materials (6-inch gutters), and replacement of gutter hangers and brackets. Copper components butted against the building and ridge eaves will use real copper; all other copper components will be faux copper. No slate shingles will be salvaged or reused; all existing slate will be replaced with faux slate. Ice and water shield must be installed across entire roof systems of all buildings being replaced. Roof sheathing replacement is limited to up to 20 percent, either by individual roof or as a whole. Building F will be included in the base bid and replaced; it does not contain asbestos-containing materials, having been replaced within the last 15 years. Asbestos abatement costs, including mobilization/demobilization, must be fully included in option pricing if Option B (Buildings D+E) is exercised.
Operational requirements specify that the maintenance compound will remain functional except for workspaces directly beneath roofs being repaired, with employees requiring at least one week advance notice to arrange telework. Temporary building closures are permitted until asbestos is removed and contained. Extended work hours of 7:00 AM to 7:00 PM Monday through Saturday are not approved; however, 10-hour shifts are acceptable with at least one week advance notice including weekends. No designated asbestos disposal facility is required; contractors must ensure legal compliance with regulatory requirements. In case of document conflicts, drawings and specifications take precedence over supporting reports. All project documents will be uploaded to SAM.gov.
