About this file
This is a Hazardous Material Plan for the removal and disposal of asbestos-containing materials (ACM) from roofing at six buildings (A, B, C, D, G, and H). The roofing materials are classified as Category I Non-Friable ACM under NESHAP regulations.
The plan is structured in three phases. Step 1—Preparation and Containment—requires review of the Asbestos Survey Report prepared by Affinity Group, existing building conditions, and acquisition of a Georgia EPD permit. A comprehensive work plan must be developed in accordance with Georgia EPD, EPA, and OSHA requirements. Only contractors with a minimum of five years of ACM removal experience are permitted. The work area must be sealed using plastic sheeting and negative air pressure environments to prevent fiber dispersion. Step 2—Safe Removal Techniques—mandates extensive precautions including Personal Protective Equipment (PPE) consisting of disposable coveralls, gloves, safety goggles, and HEPA-filter respirator masks. The work area must be closed and barricaded. Asbestos shingles must be kept wet during removal to minimize fiber release, and removal must proceed without breaking the materials, using appropriate tools such as pry bars. Step 3—Disposal and Post-Removal Inspection—requires placement of removed shingles in sealed, labeled containers for transport to a certified disposal facility. Post-removal cleaning must utilize wet methods and/or HEPA vacuums. The contractor must obtain disposal facility receipts verifying compliance with permit requirements and provide certification that the roof has been inspected and is free of ACM.

HAZARDOUS MATERIAL PLAN
For the process of Asbestos Shingle Removal and disposal. Roofing materials at buildings A, B, C, D, G and H are known to contain ACM that are considered by NESHAP regulations to be Category I Non-Friable Asbestos Containing Materials (ACM).
Step 1 - Preparation and Containment
Review the Asbestos Survey Report prepared by Affinity Group. Review the test reports contained therein. (Copy Attached to this plan)
Review the existing building layout, conditions, and materials.
Apply and obtain a permit from the Georgia EPD for removal and disposal of the ACM.
Develop a work plan for the removal and disposal of Asbestos Containing Materials (ACM).
Coordinate the removal of ACM shingles with the installation of new shingles to minimize roof exposure to the elements. Only companies with at least 5 years experience removing ACM will be permitted to work on the project. The work plan must be in accordance with Georgia EPD, EPA, and OSHA requirements.
Before any removal begins, ensure that the work area is carefully sealed off to prevent asbestos fibers from spreading. This often involves using plastic sheets and creating negative air pressure environments to contain any airborne fibers.
Step 2 - Safe Removal Techniques
Take extensive precautions, including wearing protective gear and setting up containment areas to prevent asbestos fibers from spreading. Personal Protective Equipment (PPE) should at least include disposable coveralls, gloves, safety goggles, and a respirator mask with a high-efficiency particulate air (HEPA) filter.
Close off the area and make sure no one enters while you are working. Use warning signs or barricades if necessary. Lay down plastic sheeting to catch any debris or fragments.
Before removing the asbestos shingles, clear any loose debris or objects off of the roof. Be careful not to disturb the asbestos material.
Wetting the Shingles: Asbestos shingles may need to be kept wet during removal to minimize the release of fibers. Water helps suppress the dust and keeps the asbestos fibers from becoming airborne.
Remove asbestos shingles without breaking them. Use appropriate methods such as gently prying up each section using a pry bar, taking care not to break or damage the material. The goal is to minimize fiber release and safely transport the materials for disposal.
Step 3 - Disposal and Post-Removal Inspection
Once the shingles are removed, they are placed in sealed containers and transported to a certified disposal facility. The shingles are placed in sealed, labeled containers for proper disposal. The removal team must follow strict regulations for handling asbestos waste.
After the removal is complete, the work area is thoroughly cleaned using wet methods and/or high-efficiency particulate air (HEPA) vacuums to ensure no asbestos particles remain.
After removal, the area is inspected again to ensure that all asbestos fibers have been eliminated.
Dispose of ACM materials at a licensed asbestos waste disposal facility. Follow local regulations and guidelines for the transportation and disposal of asbestos materials.
Obtain receipts from the disposal facility to verify compliance with permit requirements.
Submit receipts
Provide certification that the roof has been inspected and does not contain ACM.
