GENERAL

WORK INCLUDED:

This project will repair Snyder Creek Dam located in Fremont County approximately 5.5 miles northeast of Lost Cabin, WY. Major items of work for at this dam include:

1. Dewater reservoir and construction area.

2. Excavate a portion of the existing dam embankment and foundation to remove existing outlet works pipe and construction of the new outlet works.

3. Strip the upstream and downstream surface of the dam embankment to remove all vegetation and animal burrows.

4. Reconstruct the dam embankment including

a. Placement of compacted fill from onsite borrow sources,

b. Placement of compacted lime amended fill,

c. Placement of imported riprap and cobbles within excavated areas of the upstream face,

d. Placement and compaction of imported sand and gravel for internal filter and drain features.

5. Construct precast concrete spillway riser for a new principal spillway.

6. Construct concrete encased, precast reinforced concrete pipe outlet conduit.

7. Construct precast concrete low-level inlet structure.

8. Construct a grouted riprap stilling basin.

9. Place road gravel surfacing along the crest of the dam.

10. Reclaim all disturbed areas including staging areas and temporary roads. Reclamation consists of preparation of soil and seeding.

11. Construct a 3 barbed and 1 smooth, 4-wire fence.

CONTRACTOR USE OF PREMISES:

Confine operations to the site of the proposed Work or within the right-of-way or construction easements provided and shown on the drawings. Construction camps and staging areas outside the construction area must be approved by the GOVERNMENT. Obtain advance approval from the GOVERNMENT of all staging areas, excavated soil stockpile and waste areas and camp areas.

It shall be understood the responsibility for protection and safekeeping of equipment and materials on or near the site will be entirely that of the CONTRACTOR and that no claim shall be made against the GOVERNMENT by reason of any act of an employee or trespasser whether GOVERNMENT has paid CONTRACTOR for equipment or materials in storage or not. It shall be further understood should any occasion arise necessitating access by the GOVERNMENT to the sites occupied by these

Print Date: January 2022 01010-2 \\dowl.com\j\Projects\31\27075-01\81Specs\01010_Summary.docx stored materials and equipment, the CONTRACTOR owning or responsible for the stored materials or equipment shall immediately remove same. No materials or equipment may be placed upon the property of the GOVERNMENT until the GOVERNMENT has agreed to the location contemplated by the CONTRACTOR to be used for storage. CONTRACTOR is solely responsible for obtaining and shall pay all costs in connection with any additional work area, storage sites, access to the site, or temporary right-of-way, which may be required for proper completion of the Work.

CONTRACTOR shall immediately report any cultural or paleontological resource (historic or prehistoric site or object, or fossil) discovered during project construction on public or Federal land to a BLM authorized officer. The CONTRACTOR shall suspend all operations in the immediate area of such discovery until written authorization to proceed is issued by the authorized officer.

All equipment being transported to the Bureau of Land Management project area as indicated in this document shall be cleaned prior to arrival using water, steam, or air-pressurized cleaning methods to remove any invasive or noxious weed, seed, plant parts or materials. No equipment cleaning work shall be performed on Bureau of Land Management Lands.

PROTECTION OF EXISTING UTILITIES:

Utility service connections are generally shown on the drawings, but the CONTRACTOR is solely responsible for locating all existing underground installations, including service connections, in advance of excavating or trenching, by contacting 1-800-849-2476 or the owners thereof. The CONTRACTOR shall use his own information and shall not rely solely upon information shown on the drawings concerning existing underground installations. Repair all damage to existing utilities or property at CONTRACTOR's expense.

PROTECTION OF EXISTING STRUCTURES:

Where excavation will be required adjacent to existing structures, the CONTRACTOR is solely responsible to maintain the structural integrity of the existing structures. Take whatever means necessary to ensure the existing structures are not damaged. Repair all damage to the existing structures at CONTRACTOR's expense. Repair any fences destroyed during construction to the satisfaction of the Government or property owner. Unless otherwise noted on the Construction Drawings, restore all existing ditches disturbed by construction to their original size, line, and grade.

Structures located downstream of the dam shall also be protected during reservoir dewatering activities. Restore or repair to original condition roads, culverts, bridges, cattle guards and fences or any other structures damaged by the CONTRACTOR’s activities and access to the sites at no additional cost to the project.

FIELD CHECK OF EXISTING STRUCTURES:

Dimensions and elevations of existing structures and locations of existing fences, pipelines, conduits, cables, and equipment shown on the drawings were taken for the most part from available records and survey data and are not guaranteed for accuracy.

LIVESTOCK:

The CONTRACTOR shall provide temporary fencing for excluding livestock from construction areas, excavations, trenches, etc.

CONTRACTOR shall be solely responsible for any livestock injuries or losses as a result of CONTRACTOR’s activities.

FIELD OFFICES AND SHEDS:

Provide field offices and storage sheds required for completion of the work. Locate these temporary structures in areas approved by the GOVERNMENT. All expenses for telephone, utilities, security, and waste disposal are the responsibility of the CONTRACTOR. Provide the name and telephone number of a representative who may be contacted after hours in case of emergency.

References to documents, such as ASTM, shall be for the current printing.

Determine the adequacy of all roads, culverts, cattle guards, and bridges used in moving or gaining access for equipment and materials to the construction site. Provide alternative methods of access, such as a temporary crossing for any equipment that exceeds the structural limits of existing facilities.

Improvements for road access including fill, culverts, and fencing to remain after project completion as approved by GOVERNMENT.

SITE ACCESS:

Check all dimensions and elevations of existing structures, pipelines, conduits, cables, equipment, or other existing items, both above and below ground, affected by or affecting the Work under this contract, prior to the start of construction or ordering materials and equipment affected thereby.

PART 1 - GENERAL

WORK INCLUDED:

GOVERNMENT has established primary control with control points adjacent to the Work as shown in the Contract Documents. GOVERNMENT will develop and provide initial surveys, initial grade stakes and benchmark elevations. CONTRACTOR is responsible to perform measurements and maintain controls to complete the construction to the lines and grades shown on the Drawings. If the initial staking completed by the GOVERNMENT is destroyed in the construction process the CONTRACTOR is responsible for the cost of any re-staking that is required.

PRESERVATION OF REFERENCE POINTS:

Carefully preserve bench marks, reference points, lot corners, section corners, and stakes and, in case of destruction, the CONTRACTOR is responsible for the resetting of such points and responsible for any mistakes that may be caused by their loss or disturbance.

BLM PERMITS

PART 1 - GENERAL

WORK INCLUDED:

This section covers Contractor requirements for providing environmental controls consistent with regulatory requirements throughout the duration of the project.

All costs associated with these permits are to be included as part of the Contract Bid Price and no separate payment will be made for these costs.

The CONTRACTOR is responsible for obtaining all permits and licenses necessary for the completion of the work, unless specifically designated as GOVERNMENT provided.

Except as otherwise noted, identify, obtain, maintain, and proceed in conformity with any and all additional required permits necessary for completion of the Work.

SUBMITTALS:

The CONTRACTOR shall supply to the GOVERNMENT a draft Storm Water Discharge General Permit and Storm Water Pollution Prevention Plan within 10 days after issuance of the Notice to Proceed. The GOVERNMENT will have 10 days to review and provide comments back to the CONTRACTOR. The CONTRACTOR then has 10 additional days to submit the final Storm Water Discharge Permit to the GOVERNMENT. Work may proceed after the final Storm Water Discharge Permit has been returned to the CONTRACTOR with an acceptance letter from the GOVERNMENT.

The CONTRACTOR shall perform all compliance testing required by all permits. Submit results of compliance testing directly to the appropriate review agency. Provide copies of all results to the GOVERNMENT. Submit copies of any additional required permits to the GOVERNMENT when they are acquired.

CONTRACTOR VIOLATIONS:

If noncompliance should occur, immediately (verbally) report noncompliance to the CO.

Submit specific written information within two days.

Violation of applicable Federal or local laws, orders, regulations, or water quality standards may result in the CO stopping unrelated site activities until compliance is achieved.

1. The Contractor will not be entitled to an extension of time, claim for damage, or additional compensation by reason of such a work stoppage.

In accordance with FAR 52.236-7, corrective measures required to bring activities into compliance and remediate environmental impacts will be at the Contractor's expense.

PERMITS

Contractor Obtained Permits

1. Wyoming Pollutant Discharge Elimination System (WYPDES) General Permit for

Discharges from Construction Activities:

a. The CONTRACTOR is responsible for obtaining all permits and licenses necessary for the completion of this Work. The CONTRACTOR is responsible

2. Other required permits and licenses not obtained by GOVERNMENT

CONTRACTOR RESPONSIBILITIES

Permits:

1. For the Stormwater Discharge Permit, the GOVERNMENT will designate the Contractor as the operator or holder of the Permit. The Contractor shall be responsible for associated fees.

2. Monitoring: Provide monitoring, reporting, and records as required by the permits.

Prepare, maintain, and proceed in conformity with Storm Water Discharge Permit/Storm Water

Pollution Prevention Plan as required by the Wyoming Department of Environmental Quality.

Once the CONTRACTOR prepares and submits the final permit to the GOVERNMENT, the GOVERNMENT will obtain this permit and pay all associated fees.

During construction the CONTRACTOR is responsible for all maintenance to the pollution prevention plan. When the CONTRACTOR has completed work on the project and has been issued the final payment, the GOVERNMENT will continue maintenance on the pollution prevention plan. When all criteria have been met, the GOVERNMENT will file the Notice of Termination for the permit.

Except as otherwise noted, identify, obtain, maintain, and proceed in conformity with any and all additional required permits necessary for completion of the Work.

BLM MEASUREMENT AND PAYMENT

PART 1 - GENERAL

SCOPE:

The method of measurement and basis of payment is described in this section.

GENERAL:

Bid price for each item of the Contract covers all Work shown on the Drawings and required by the specifications and other Contract Documents.

All costs are included in the unit and lump-sum prices bid including all materials, equipment, supplies and appurtenances; all construction plant, equipment, and tools; and all labor and supervision necessary to fully complete the Work.

No item that is required by the Contract Documents, for the proper and successful completion of the Work, will be paid for outside of or in addition to the prices submitted in the Bid.

All work not specifically set forth as a pay item in the Bid Form is considered an incidental obligation of the CONTRACTOR, and all costs in connection therewith shall be included in the unit prices bid.

ESTIMATED QUANTITIES:

All quantities in the Price Schedule of the Bid Form or other Contract Documents, which are to be paid per field measurement, are approximate only, and are to be used only as:

1. A basis for estimating the probable cost of the Work, and

2. For the purpose of comparing Bids submitted for the Work.

Actual work performed, and materials furnished under the unit-price items for those items to be field measured may differ from the estimated quantities.

Basis of payment for work and materials will be the actual amount of work done and materials furnished to the pay lines defined in this section.

Payment will be paid at the unit price bid for listed items successfully completed according to

Contract requirement.

Lump-sum items and those based on neat-line plan dimensions are not field-measured. They will be paid at neat-line or the lump-sum price bid for the items listed.

AUTHORITY:

GOVERNMENT will perform all measurements and compute quantities for payment.

GOVERNMENT will verify measurements and quantities provided by CONTRACTOR.

CONTRACTOR provides access to work areas for survey measurements, as required.

MEASURED QUANTITIES:

Measurement by Volume: Measured by cubic dimension using mean length, width, and height or thickness.

1. Measurement for payment of excavations upon or against which concrete or cementitious backfill is to be placed will be limited to the lines and grades shown on the Drawings or to the most practical lines, grades, and dimensions established by the GOVERNMENT, in writing. No measurement will be made for over excavations beyond design lines and grades.

2. Fill quantities will be computed using the average-end-area method or other computation method approved of by the GOVERNMENT.

Measurement by Area: Measured by square dimension using mean length and width. Items that are measured by area will be measured parallel to the ground surface.

Linear Measurement: Measured by linear dimension at the item centerline or mean chord.

Items that are measured by the lineal foot will be measured parallel to the ground surface, unless otherwise specified.

Stipulated Sum/Price Items: Measured by weight, volume, area, or linear means, or combination, as appropriate, as completed items or units of the work.

Lump-Sum Items: Will not be measured for payment. Interim measurements may be made to monitor work progress.

SCHEDULE OF VALUES:

A schedule of values or “allocation of contract price” is required for all lump sum items.

The schedule of values is used only to help assess the intermediate value of work completed for the purpose of making progress payments. The schedule of values is not considered as a commitment to prices in the event of later negotiations.

MEASUREMENT AND PAYMENT ITEMS:

Item 1 – Mobilization & Preparatory Work: Consists of preparatory work and operations performed by the CONTRACTOR, including but not limited to, those necessary for the movement of personnel, equipment, supplies, and incidentals to the project site; for the establishment of all offices, buildings, and other facilities necessary for all work on the project; for premium on bonds and insurance for the Contract; for obtaining all required permits; and for other work and operations that must be performed or costs incurred before beginning work on the various items on the project site.

1. This item also includes constructing and maintaining detour road(s) and traffic control devices as necessary to provide public access through the project site on the BLM Lands Road year-round and for the duration of the project.

2. Mobilization costs for subcontracted work are also considered included.

3. Demolition and disposal of all existing structures designated for removal in the Contract

Documents but not specifically included in other payment items are included in this

4. Measurement and payment for mobilization and preparatory work will be made at the

Contract lump sum price. Progress payments for mobilization and preparatory work will be as follows:

a. When 5 percent of the total original Contract amount is earned from other

Contract items, 50 percent of the amount bid for mobilization will be included in the progress payment estimate.

b. When 40 percent of the total original Contract amount is earned from other schedule items, the balance of the amount bid for mobilization and preparatory work will be included in the progress payment estimate.

Item 2 – Clearing, Topsoil Stripping & Replacement: Consists of stripping, stockpiling, and replacing topsoil from dam embankment and all staging and waste areas. Seed mix will be provided by the CO, but the effort to place the seed, fertilizer, and mulch is included in this item. Topsoil stockpiling and restoration will be measured and paid at the Contract lump sum price. Removal of woody vegetation from the embankment is considered incidental to this item.

Item 3 – Outlet Demolition: Includes removal of existing steel outlet pipes and riser. This item includes removal of pipes, concrete headwalls, concrete cutoff collars, concrete thrust blocks, miscellaneous concrete, wire, rock, debris; protection of existing materials not designated for removal; legal disposal at off-site facilities; removal of loose material and all cleaning necessary or incidental to demolition. Measurement will be based on acceptable demolition, cleanup, and removal. Payment will be made at the Contract lump sum price.

Item 4 – Common Excavation: Consists of excavation and stockpiling or wasting as necessary to construct work in accordance with the Contract Documents. Excavation areas include the existing and new outlet works area and the downstream groin ditches. The quantity measured for payment will be to the defined neat-lines or as otherwise directed by the GOVERNMENT.

Unauthorized over-excavation will not be included in measurement for this item. Waste of materials from excavation areas that are unsuitable for embankment placement is included in this item. Payment for this work will be made at the Contract unit price per cubic yard.

Item 5 – Muck Excavation (Field Measured): Consists of excavation and wasting, as necessary, to remove muck (saturated soil) from the area of the existing principal spillway inlet, outlet, dam foundation and the area of the construction of the riprap outlet basin. Wasting will be in areas as directed by the GOVERNMENT. Payment for this work will be made at the Contract unit price per cubic yard.

Item 6 – Compacted Embankment Zone 1: Consists of loading from stockpiles or excavating from borrow areas, hauling, placing and compacting embankment in accordance with the Contract Documents. Zone 1 embankment areas include the existing and new outlet works areas (except those designated as Zone 1a), upstream slope, and downstream slope. Excavation and backfill for examination test pits are considered incidental to the price of this item. The quantity measured for payment will be to the defined neat-lines or as otherwise directed by the GOVERNMENT.

Embankment placed to compensate for unauthorized over-excavation will not be included in measurement for this item. Moisture conditioning is considered incidental to this item. Payment will be made at the Contract unit price per cubic yard.

Item 7 – Compacted Embankment Zone 1a: Consists of loading from stockpiles or excavating

Zone 1a embankment areas include an approximate 8-ft wide zone located on the upstream side of the sand chimney. Excavation and backfill for examination test pits are considered incidental to the price of this item. The quantity measured for payment will be to the defined neat-lines or as otherwise directed by the GOVERNMENT. Embankment placed to compensate for unauthorized over-excavation will not be included in measurement for this item.

Moisture conditioning is considered incidental to this item. Payment will be made at the Contract unit price per cubic yard.

Item 8 – Lime Amended Embankment: Consists of furnishing hydrated lime, hauling, mixing lime with soil, water conditioning, placing, and compacting the lime treated soil in accordance with the Contract Documents. The quantity measured for payment will be computed using the neat line dimensions shown on the Drawings. Payment for this work will be made at the Contract unit price per cubic yard.

Item 9 – Reservoir Cap: Consists of scarifying and recompacting the native material in the reservoir. Areas of work are to neat lines on the drawings. Payment for this work will be made at the Contract lump sum price.

Item 10 – Filter Sand: Consists of furnishing and placing filter sand material in accordance with the Contract Documents. The quantity measured for payment will be computed using the neat line dimensions shown on the plans. Payment for this work will be made at the Contract unit price per cubic yard.

Item 11 – Drain Gravel: Consists of furnishing and placing drain gravel material in accordance with the Contract Documents. The quantity measured for payment will be computed using the neat line dimensions shown on the Drawings. Payment for this work will be made at the Contract unit price per cubic yard.

Item 12 – Gravel Surfacing: Consists of furnishing and placing gravel surfacing material in accordance with the Contract Documents. Supplying and installing geotextile filter fabric between the road gravel and subgrade is considered incidental to this item. Payment for this work will be made at the Contract unit price per cubic yard.

Item 13 – Riprap Slope Protection: Consists of supplying from offsite sources and placing riprap in the downstream channel near the new impact stilling basin and the upstream face of the dam in accordance with the Contract Documents. Geotextile fabric is considered incidental to this item. Payment for this work will be made at the Contract unit price per cubic yard.

Item 14 – Cobble Slope Protection: Consists of supplying from offsite sources and placing cobbles in the downstream groin ditches and on the upstream slope of the dam in accordance with the Contract Documents. Geotextile fabric is considered incidental to this item. Payment for this work will be made at the Contract unit price per cubic yard.

Item 15 – Outlet Basin: Item includes furnishing and placing rock riprap material from an offsite source and furnishing and placing grout in accordance with the Contract Documents. PVC and steel pipes for drain weeps, HDPE pipe for dewatering sumps, and geotextile fabric associated with the outlet basin are considered incidental to this item. Excavation and compacted embankment to construct the basin are not included in this item and will be paid separately.

Item 16 – Spillway Tower and Inlet Structure: The Spillway Tower consists of providing all

Item includes precast concrete manhole sections, stainless steel vent pipe, nonshrink grout for vent pipe encasement, concrete slab, concrete bedding around foundation, structural concrete floor, fabricated trash rack, and all other items necessary to construct the Spillway Tower and Low-Level Inlet Structure in accordance with the Contract Documents.

The Low-level Inlet consists of constructing a concrete inlet structure with trashrack and new slide gate, gate stem, concrete gate pedestal structure, concrete gate stem encasement, steel staff gage with welded markings, and all associated appurtenances in accordance with the Contract Documents. This item also consists of furnishing and installing High Density Polyethylene (HDPE) pipe between inlet structure and spillway tower in accordance with the Contract Documents. Trench excavation for the inlet conduit and providing and placing concrete bedding, and concrete cap to encase the HDPE pipe are also included in this item.

Excavation and backfill will be measured and paid for separately under other items of work.

Measurement and payment will be made at the Contract lump sum price.

Item 17 – Outlet Conduit: Consists of furnishing and installing precast reinforced concrete pipe outlet conduit in accordance with the Contract Documents. This item includes outlet trench excavation through Compacted Embankment, pipe support blocks, reinforced concrete pipe, flap gate, steel deflector plate, steel reinforcing bars, and providing and placing concrete bedding and concrete cap. Compacted Embankment around the outlet is not included in this item and will be paid separately. Measurement and payment will be made at the Contract lump sum price.

Item 18 – Geotextile Fabric: (Field Measured). Consists of furnishing and installing geotextile stabilization fabric in accordance with the Contract Documents in areas directed by the CO. This item does not apply to bid items that state geotextile fabric as considered incidental to the item.

Payment for this work will be made at the Contract unit price per square yard as measured and accepted in-place, excluding overlaps and anchoring.

Item 19 – Water Control/Dewatering: Consists of dewatering the reservoir and other water control measures necessary to complete the Work in accordance with the Contract Documents.

Includes all design, equipment, facilities (including, but not limited to pumps, hoses, trenches, dikes, wells, sediment control), and operation required to maintain excavations and work areas free from water. This item also includes removal of dewatering facilities upon completion of construction. The CONTRACTOR is responsible to design and maintain all construction water control features to prevent damage to the Work. Measurement and payment will be made, subject to acceptable construction progress, based on the Contract lump sum price for this item, prorated in equal monthly amounts throughout the construction schedule.

This section includes the procedures for submittals. Items that need to be reviewed by the GOVERNMENT are included.

EXECUTION

SUBMITTAL PROCEDURE:

Coordinate all submittals and review them for accuracy, completeness, and compliance with contract requirements; and indicate CONTRACTOR's approval thereon as evidence of such coordination and review. Items submitted without evidence of the CONTRACTOR's approval will be returned for resubmission.

Date and Number: Forward to GOVERNMENT at least 30 days prior to needing approval or delivery to the site, all items required by the individual sections of the specifications.

Cover Letter: Forward all submittals with a cover letter from the CONTRACTOR, identifying the project and the portion of the Project to which it applies. Submittals that are related to or affect each other shall be forwarded simultaneously as a package to facilitate a coordinated review.

Uncoordinated submittals will be rejected. The GOVERNMENT reserves the right to require submittals in addition to those called for in individual sections.

Electronic Submittals: An internet based electronic submittal and review system will be available for this project. The use of this system will be organized by the GOVERNMENT at no cost to the CONTRACTOR and will be the means for receiving and reviewing submittals.

GOVERNMENT'S APPROVAL:

The GOVERNMENT will indicate approval or disapproval of each submittal and, if not approved, will indicate reasons therefor. Any work done prior to approval shall be at the CONTRACTOR's own risk. Any work done, or materials provided, prior to approval will not be eligible for payment until approval is obtained. Approvals do not relieve the CONTRACTOR from responsibility for complying with the requirements of this Contract. If submittals show variations from the Contract requirements, the CONTRACTOR shall describe such variations in writing, in the cover letter at the time of submission. The request for a variation shall include a proposal addressing the net effect on contract price and time.

PART 1 - GENERAL

DEFINITIONS:

Quality Control - planned and specific actions or operations necessary to produce a product that complies with the contract documents. Quality control consists of actions, inspections, sampling and testing necessary to ensure the work is in compliance with the contract documents and to control production and construction processes. Quality control is keyed to the construction sequence to quickly determine when the work is out of compliance with the contract documents and to respond to correct the situation and bring the work into compliance. Quality control is the responsibility of the CONTRACTOR.

Quality Assurance – planned and systematic observations, testing and actions to verify the work complies with the contract documents. Quality assurance includes oversight of the CONTRACTOR’s quality control, verifying the results of the CONTRACTOR’s testing and additional assurance sampling and testing.

Verification/Compliance Testing – sampling and testing which is carried out independent of the CONTRACTOR’s quality control testing to confirm/verify the work complies with the contract documents. The frequency of verification/compliance testing will be determined by the GOVERNMENT. Verification/compliance testing will not be used to determine construction procedures or operations (i.e. rolling patterns, lift thickness, etc.). Verification/compliance testing will be provided by the GOVERNMENT.

SUBMITTALS:

Submit records of all CONTRACTOR tests to the GOVERNMENT within 24 hours of the testing. The Quality Control laboratory is to notify the CONTRACTOR and GOVERNMENT promptly of irregularities or deficiencies observed in the Work during performance of the Quality Control Testing.

Quality Control Plan – CONTRACTOR provided plan indicating testing types and frequencies.

COOPERATION WITH QUALITY ASSURANCE:

Assure the GOVERNMENT has access to all work areas at all times work is in progress.

Establish and update the construction schedule to provide the GOVERNMENT estimated sampling/testing dates and times. PART 1 - GENERAL

DESCRIPTION:

This work is the furnishing of labor, materials and equipment for installing, maintaining and operating traffic control devices to insure the safety of the general public and project personnel.

REQUIREMENTS:

Perform work under this section meeting Manual of Uniform Traffic Control Devices (MUTCD) and contract requirements. CONTRACTOR shall obtain approval of the Traffic Control Plan (TCP) from the GOVERNMENT and Fremont County.

SUBMITTALS:

Conform with Section 01300 – Submittals.

Traffic Control Plan – Submit at least 30 days prior to the beginning of construction. In the

TCP, name one individual whose purpose shall be to coordinate traffic control and provide a 24-hour a day telephone number or numbers to contact this person. Cooperate with the GOVERNMENT and adjust the traffic control plan as required or as necessary to fit specific field conditions.

SAFETY PROVISIONS:

Safety provisions are the responsibility of CONTRACTOR. CONTRACTOR must meet County, State, and Federal laws, regulations and ordinances to protect the public.

DETOURS:

Where required by the authority having jurisdiction that traffic be maintained over any construction work in a public street, road, or highway, and the traffic cannot be maintained on the alignment of the original roadbed or pavement, construct and maintain a detour around the construction work. Include with each detour all necessary barricades, guard rails, approaches, lights, signals, signs, and other devices and precautions necessary for protection of the Work and safety of the public all in accordance with the current edition of the MUTCD.

BARRICADES AND LIGHTS:

Provide all open trenches and other excavations with suitable barriers, signs, and lights to the extent adequate protection is provided to the public. Provide similar warning signs and lights to indicate obstructions such as material piles and equipment.

Illuminate all barricades and obstructions by means of warning lights from sunset to sunrise. Place materials stored upon or alongside public roads (if any) and conduct the work at all times so as to cause minimum obstruction and inconvenience to the traveling public. Install all barricades, signs, lights and other protective devices, and maintain in conformity with applicable statutory or regulatory requirements and as required by the authority having jurisdiction.

Compliance with Manual on Uniform Traffic Control Devices: Ensure all traffic control devices and their application or usage conform to the current edition of "Manual of Uniform Traffic Control Devices" (MUTCD): http://mutcd.fhwa.dot.gov/pdfs/2009r1r2/pdf_index.htm.

Reflectorized Signs and Barricades:

1. Ensure all signs and barricades are reflectorized. Ensure all traffic control devices in use are equipped with lighting devices as required in the most current edition of the MUTCD.

2. In particular ensure the channelization spacing, taper rates, standard mounting heights and size of signs are adhered to on this project. Where lighting devices are used at night, ensure they are flashing or constantly on (steady burn) depending upon their use, as defined in the MUTCD.

Assure all traffic control devices are clean, legible, reflective for night-time use, and operable.

PART 3 - EXECUTION

WORK METHODS:

Place all traffic control devices as planned before permitting men or equipment on the traveled way.

Inspect the work area at least twice each day during construction and maintain records of traffic control devices used and their location.

Assure traffic control is appropriate to the work. Assure traffic control devices are appropriate and clean before suspending work for the day.

Remove and store all unnecessary traffic control devices away from traffic's view.

COMPLETION OF WORK:

It is understood that, except as otherwise specifically stated in the Contract Documents, the CONTRACTOR shall provide and pay for all materials, labor, tools, equipment, water, light, power, transportation, supervision, temporary construction of any nature, and all other services and facilities of any nature whatsoever necessary to execute, complete, and deliver the Work within the specified time.

CONTRACTOR RESPONSIBILITY:

Store materials so as to insure the preservation of their quality and fitness for the Work. Locate stored materials to be incorporated in the Work so as to facilitate prompt inspection by the GOVERNMENT.

The CONTRACTOR is responsible for the condition and security of all materials furnished by CONTRACTOR and shall replace all such material found to be defective or which has been damaged after delivery. This includes the replacement of material which is found to be defective at any time prior to expiration of the guarantee period.

MANUFACTURER'S RECOMMENDATIONS:

Apply, install, connect, erect, use, clean, and condition manufactured articles, materials and equipment as directed by the manufacturer.

SAMPLES:

CLEANING:

Use cleaning materials recommended by the manufacturer of the surface to be cleaned. Follow the instructions on the container.

Remove all tools, equipment, surplus materials, and rubbish. Repair all marred surfaces, and remove grease, dirt, stains and foreign materials from finished surfaces.

PROJECT RECORD DRAWINGS:

Using red colored ink, CONTRACTOR shall mark changes on a set of clean prints. Indicate all changes and revisions to the original design that affect the permanent structures and that exist in the completed work. Reference all underground facilities to permanent physical objects. Reference elevation of all existing lines on profile sheets or call out elevations in plan if no profile exists. Keep record drawings current during construction activities. Certification of accuracy and completeness is required on monthly payment requisitions.

Remove and dispose of existing concrete and metal structures and pipes encountered in completing project excavations. Structures to be removed include but are not limited to the existing 21-inch steel riser and outlet works pipe and associated concrete cutoff collars.

PROTECTION AND RESTORATION OF PROPERTY:

The CONTRACTOR is responsible for all methods and operations of demolition. The CONTRACTOR is solely responsible for protection of all public and private property. Promptly repair any damage caused to adjacent facilities or property to the satisfaction of the GOVERNMENT at no additional cost to the GOVERNMENT.

EXECUTION

SUBGRADE:

Remove all pieces of concrete, soil and rock loosened by demolition unless otherwise directed by GOVERNMENT.

Completely fill and compact areas and voids resulting from demolition work. Prepare soil subgrade surfaces as required beneath concrete structures and earth fills in accordance with the Contract Documents.
