Attachment 0008 Q&A

1. Is this project tax exempt?

A: No

2. Will the site visit list be released?

A: Yes, with the first amendment.

3. Upon entering work site signs state “DO NOT ENTER WHEN LIGHT IS FLAHSING”. It was mentioned this is due to the H2S2 gas from the pipeline sites near the dam.

a. Is there an evacuation plan that will be provided for our contractors?

A: There will be no evacuation plan provided to the contractors, but the Government recommends coordinating with Lee Stark, a Contango Representative, at 307-840-3146 for any

H2S2 concerns. If desired, Contango can add the contractor to an emergency call out system.

b. Are contractors working within our construction easement required to wear personal air monitoring devices?

A: The work area is outside the H2S exposure radius, and the contractor is not required to wear a personal air monitoring device.

4. It was mentioned at the site visit there is a NEPA code within the project documents. This dealt with no work being performed during the time frame of November 1st – May 1st.

a. Can you please specify where this would be found?

A: The NEPA document itself will not be released.

b. Can we mobilize equipment/facilities during this time period?

A: No onsite work will be allowed during this period. The Government encourages the contractor to use this period to submit RFI’s, submittals and other contract documents during this time.

c. Is dewatering allowable during the NEPA “work stop period” from November 1st to May 1st?

A: No onsite work will be allowed during this period. The Government encourages the contractor to use this period to submit RFI’s, submittals and other contract documents during this time.

d. Is any onsite work allowed during November 1st and May 1st?

5. Confirm all QA/QC testing requirements (listed in specifications / ASTM testing requirements) will be GOVERNMENT provided through a title 3 contractor as mentioned at site visit.

A: Snyder Creek Dam Reconstruction Technical Specification, Section 02300 Earth Dam, Part 3

Execution, Subsection 3.06 Field Quality Control, Subpart A Testing, Paragraph 1. “The

GOVERNMENT, or its representative, will perform tests as required to verify that type of soil used, placement of soil, and compaction of soil conform to contract requirements” and Snyder

Creek Dam Reconstruction Technical Specification, Section 03300 Cast-In-Place Concrete, Part

3 Execution, Subsection 3.11 Field Quality Control, Subpart A, “Testing Agency: The

GOVERNMENT is responsible for field quality control testing and will provide test reports to the

CONTRACTOR.”

All other Quality Control testing will be performed by the Contractor unless the Specifications describe testing is to be provided by the Government.

a. Please confirm this is to be provided and paid for by the government and nothing is required by the contractor other than QA/QC and record keep of results provided by title 3 contractor.

A: See response to Question #5.

6. Are there specific “H-2 FIRE DANGER SEASON” (pg. 15 of solicitation) guidelines that will require contractors to carry extra equipment, materials, or permits that need to be included in our proposals?

A: There are no specific guidelines available. Close coordination with the COR will be required to ensure that applicable state laws and any special conditions of work are followed.

7. “H-4 PRESERVATION OF HISTORICAL AND ARCHEOLOGICAL DATA” (pg. 15 of solicitation) are we required to have an archeologist on site during ground disruption?

A: An archeologist is not required onsite during ground disruption.

8. Snyder Creek Dam Reconstruction Technical Specifications, Section 01060 Permits, Part 1

General, Subsection 1.05 Contractor Responsibilities, Subpart B, “Prepare, maintain, and proceed in conformity with Storm Water Discharge Permit/Storm Water Pollution Prevention

Plan as required by the Wyoming Department of Environmental Quality. Once the

CONTRACTOR prepares and submits the final permit to the GOVERNMENT, the

GOVERNMENT will obtain this permit and pay all associated fees.”

a. Please confirm the GOVERNMENT is paying for the Stormwater Discharge Permit and no fees will be carried by the CONTRACTOR.

A: The Contractor will be required to pay all fees associated with the Stormwater Discharge

Permit. Please see Revised Specification SECTION 01060.

b. Please confirm the CONTRACTOR is to submit the permit to the GOVERNMENT and the GOVERNMENT will file the permit.

A: See Revised Specification SECTION 01060.

9. Concrete batch plants are 90min. + away from pouring time to dispatch time. Please confirm government will work with contractor to either use additive mix or other solutions without requiring contractor to set up a temporary batch plant on site.

A: Yes, the Government will work with the Contractor during the concrete mix design submittal phase as stated in the Snyder Creek Dam Reconstruction Technical Specifications, Section 03300

10. Can we use existing water in reservoir to water-condition materials as needed if material is to dry for immediate compaction?

A: The Contractor can use the existing water in the reservoir to water-condition material as needed if the Contractor acquires the proper water permit.

a. If not this the a nearby water source we can pump from?

A: The Contractor shall furnish the water source for the work

11. Nothing is mentioned about disposal of grubs and shrubs from outlet/embankment. Please confirm if we are able to add those to the waste pile or if those must be hauled away from site.

A: See Snyder Creek Dam Reconstruction Technical Specifications, Section 02300 Earth Dam, Part 3 Execution, Subsection 3.02, Subpart E, “Transport stripped materials to stockpile areas outside of waterways and wetlands, subject to approval. Transport with a scraper or other approved wheeled vehicle. Locate piles so as not to affect the operation of the reservoir, spillway, or outlet works, interfere with the work, or detract from the appearance of the completed work.”

12. Will there be livestock within the construction easement during the time of construction where temporary fencing is going to be needed?

A: Yes, livestock will be within the construction easement during the time of construction where temporary fencing is going to be needed.

13. Are there any restrictions to where dewatered water can be discharged?

A. Contractor must follow all permitting requirements that are stated in Snyder Creek Dam

Reconstruction Technical Specifications, Section 01060 Permits.

14. Is there historical data to the water elevations of the reservoir?

A: No historical data is known of regarding the water elevation of the reservoir.

15. Where is the designated waste area for strippings and grubbings?

A: See the response to Question #11.

16. Can you clarify the 12” of scarifying and recompaction in the area shown on drawing C1? Is the recompaction intended to be with native soils? Boring logs indicate this material is clay.

A: According to SECTION 01150 Paragraph 1.07 I. “Item 9 – Reservoir Cap: Consists of scarifying and recompacting the native material in the reservoir. Areas of work are to neat lines on the drawings. Payment for this work will be made at the Contract lump sum price.”

17. What is the density requirements of recompaction in this area.

A: See Specifications SECTION 02300 Paragraph 3.04 B. 4., “Place at a water content between

2% below and 3% above optimum for compaction (ASTM D698). Compact to not less than 97% of the laboratory maximum dry density (ASTM D698).

18. Please confirm there are no TERO or Tribal requirements for this project.

A: No TERO or Tribal requirements are needed for this project.

19. Please confirm there are no requirements for historical or archeological monitors to be provided. If they are, is the government responsible for those costs and support?

A: The Government is responsible for any monitoring if cultural resources are discovered. See

Specifications SECTION 01010 Paragraph 1.02, “CONTRACTOR shall immediately report any cultural or paleontological resource (historic or prehistoric site or object, or fossil) discovered during project construction on public or Federal land to a BLM authorized officer. The

CONTRACTOR shall suspend all operations in the immediate area of such discovery until written authorization to proceed is issued by the authorized officer.”

20. Are there requirements for full-time on-site personnel such as Quality Control, Safety (SSHO) or Superintendent?

A: See the Solicitation for Contract Clause 52.236-6 Superintendence by the Contractor.

21. Confirm there is NO coal tar, asbestos, or other contaminated products on the existing concrete, metal structures, and pipes.

A: The Government cannot confirm this.

22. What are the maximum lift heights for the chimney drains construction?

A: Refer to the Snyder Creek Dam Reconstruction Specifications, Section 02300 Earth Dam, Part 3 Execution, Subsection 3.04 Placement, Subpart C. Filer Sand and Drain Gravel, Paragraph 5, “Place drain material in continuous, horizontal lifts not to exceed 12 inches in loose thickness on the filter blanket and chimney drain, free from segregation and contamination.”
