1.0 DESCRIPTION OF SERVICES
1.1 Organizations. 371 Special Operations Training Squadron (371SOCTS), Hurlburt Field, FL. The 371
SOCTS is part of the 492 Special Operations Training Group (492 SOTRG), 492 Special Operations Wing
(492 SOW), Air Force Special Operations Command (AFSOC).
1.2 Mission. 371 SOCTS provides advanced tactical field skills training to Special Operations personnel.
1.3 Task Description
1.3.1 Scope of Work. The contractor shall provide all management, tools, equipment, supplies, and labor necessary to ensure training vehicles are provided to the 371 Special Operations Combat Training
Squadron at Hurlburt Field, Florida. The contractor shall provide all vehicles specified in this Performance
Work Statement (PWS). The vehicles will be supporting internally conducted training which will occur in one (1) or three (3) day trainings. The vehicles will be utilized to provide realistic, hands-on advanced driving techniques and maneuvers. Each service option supports specialized training comprised of 100% hands-on exercises consisting of obstacle courses, tactical contact and non-contact exercises and vehicle ramming drills that shall stress universal driving techniques to negotiate various traffic situations or recover from a hostile or uncertain environment. Training will be scheduled in pre-coordinated one (1) or three (3) day increments and shall explore the methods, means, and mindset that enables trainees to execute advanced driving maneuvers. The vehicles required for this effort will be used during each day of the training and to teach the tactical driving skills and will sustain damage. The contractor should expect that some cars may be rendered inoperative and unable to be utilized in follow-on training events.
1.4 Statement of Work. Contractor will provide the following in support of 371 SOCTS Advanced
Driving Course:
1.4.1 Requirements to be provided each training day
1.4.1.1 The contractor will ensure all vehicles meet the minimum requirements of this PWS and are in place and ready prior to training start times
1.4.1.2 Eleven (11) operational vehicles with all glass removed for obstacle course and tactical scenarios.
Vehicles shall have: tires with serviceable tread and enough spare tires already mounted on spare rims required to keep each vehicle operational for use, operational brakes and emergency brakes, automatic transmissions and fully functional seatbelts. All glass will be removed from the vehicles except for the rear view and side-view mirrors. All doors shall be able to open fully and close securely. Bumpers are required on vehicles. The bumpers shall be conducive to Pursuit Intervention Technique (PIT) and Counter-PIT training in such a way to minimize hazards from flying debris and/or constant delay in training due to bumpers coming loose. Complete exhaust systems need to be present in all vehicles. Speedometer will be functional. No fuel or exhaust leaks, debris or trash in vehicles. No protruding sharp metal. (Absence of any aforementioned items listed in 1.4.1.2, renders the vehicle as decommissioned)
1.4.1.2.1 Seven (7) of the eleven (11) vehicles shall be full size 4 door sedans.
1.4.1.2.1.1 Four (4) of the seven (7) full size sedans shall be rear wheel drive.
1.4.1.2.1.2 Three (3) of the seven (7) full size sedans shall be front wheel drive.
1.4.1.2.2 Four (4) of the eleven (11) vehicles shall be mid size 4 door sedans.
1.4.1.2.2.1 Two (2) of the four (4) the mid size sedans shall be rear wheel drive.
1.4.1.2.2.2 Two (2) of the four (4) mid size sedans shall be front wheel drive.
1.4.1.3 Nine (9) operational vehicles with all glass installed for non-contact training scenarios. All nine
(9) vehicles will have glass installed which is described in further detail below. Glass will be free of any discoloration or damage as not to impede visual operation of the vehicle. Glass will not have any tint installed. Vehicles shall have: tires with serviceable tread and enough spare tires already mounted on spare rims required to keep each vehicle operational for use, operational service and emergency brakes, automatic transmissions and fully functional seatbelts. Rear view mirror is required for all vehicles.
Complete exhaust systems need to be present in all vehicles. Speedometer shall be operational. Bumpers and bumper covers are required on vehicles. No fuel or exhaust leaks, debris or trash in vehicle, operational wipers, no sharp metal protruding from vehicle, operational air conditioner and heater, operational doors and windows, trunk lid and hood secure. (Absence of any aforementioned items listed in 1.4.1.3, renders the vehicle as decommissioned)
1.4.1.3.1 Five (5) of the nine (9) shall be full size 4 door sedans.
1.4.1.3.1.1 Three (3) of the five (5) full size sedans shall be rear wheel drive.
1.4.1.3.1.2 Two (2) of the five (5) full size sedans shall be front wheel drive.
1.4.1.3.2 Four (4) of the nine (9) shall be mid-sized 4 door sedans.
1.4.1.3.2.1 Two (2) of the four (4) mid-sized sedans will be rear wheel drive.
1.4.1.3.2.2 Two (2) of the four (4) mid-sized sedans will be front wheel drive.
1.4.1.4 Five (5) large sized 4 door, 4x4 SUVs (size comparable to Toyota 4-Runner to a Chevy Tahoe) with all glass installed, vehicle recovery and tactical scenarios. Vehicles shall have: tires with serviceable tread and enough spare tires already mounted on spare rims required to keep each vehicle operational for use, operational service and emergency brakes automatic transmissions and fully functional seatbelts. Vehicle will have rear-view mirror and side-view mirrors installed. All doors shall be able to fully open and securely close. Bumpers are required on SUV’s. Speedometer shall be operational. Complete exhaust systems need to be present in all vehicles. Windshield washers will be operational. No fuel leaks, debris or trash in vehicle and no sharp metal protruding from vehicle. Vehicles will have front and rear attachment point to the frame to facilitate vehicle recovery, towing, snatch and other recovery training techniques.
1.4.1.5 One (1) full size, 4 door vehicle for ramming. Vehicle shall be on a rolling chassis. The engine, transmission, fuel tank, and all glass shall be removed from the vehicle. No trash or debris inside. Front and rear bumpers, hood and trunk must be secure. Emergency brake shall be functional. Air bag must be operational and shall be able to be remotely activated by a hand- held device so a manual deployment of the air bag can be accomplished for a one-time demonstration per one (1) or three (3) day training option.
1.4.1.6 Two (2) mid size (or larger), 4 door operational manual transmission vehicles with all glass installed for “no-contact drills”. Vehicles shall have: all glass installed, tires with serviceable tread and enough spare tires already mounted on spare rims required to keep each vehicle operational for use, operational service and emergency brakes, manual transmissions with operational clutch, and fully functional seatbelts Glass will not be removed from vehicles. Windshield washers will be operational. All body panels and bumpers shall be present and shall not be damaged. All doors shall be operational and speedometer shall be operational. Complete exhaust systems need to be present in all vehicles. No fuel leaks, debris or trash in vehicle and no sharp metal protruding from vehicle.
1.4.1.7 When requested on a task order, within thirty (30) days of notification, four (4) large sized 4 door, (size comparable to Toyota 4-Runner to a Chevy Tahoe) up-armored vehicles with all glass installed for
“no-contact drills”. Vehicles will be able to mimic the weight and limited stopping and visibility characteristics associated within industry standards of up-armored vehicles of specified type and size.
Vehicles shall have: tires with serviceable tread and enough spare tires already mounted on spare rims required to keep each vehicle operational for use, operational service and emergency brakes, manual transmissions with operational clutch, and fully functional seatbelts. Glass will not be removed from vehicles. Windshield washers operational. All body panels and bumpers shall be present and shall not be damaged. All doors shall be operational and speedometer shall be functional. No exhaust or fuel leaks. No debris or trash in vehicles. Designated up-armored vehicles will be used for vehicle recovery training and non-contact vehicle performance familiarization.
1.4.1.8 All vehicles supporting this effort, except the ramming car, shall not be older than a production year of 2005. All vehicles supporting this effort (expect ramming car) will be of mechanical & operational condition to safely and satisfactorily complete training as identified within this PWS.
1.4.2 Task Description
1.4.2.1 Each training day consists of medium speed driving (less than 40 mph) during an obstacle course using traffic cones (vehicles shall sustain some damage). Vehicles shall be required to perform sharp turns and braking maneuvers.
1.4.2.2 Vehicles shall be used during tactical scenarios consisting of similar driving conditions as stated above but vehicles shall suffer damage due to vehicle to vehicle contact drills. All contact vehicles are required to have all glass removed.
1.4.2.3 The vehicle identified in paragraph 1.4.1.5 will be designated as a ramming vehicle and shall be used as a training aid in blocking the road path of the oncoming operational vehicle. The vehicle engine and fuel tank shall be removed; the vehicle shall have all tires inflated. This vehicle shall also have an operational airbag capable of being discharged by an instructor in order to present air bag deployment demonstration. The ramming vehicle may be used as a training aid for vehicle extrication tools such as jaws of life and other pneumatic tools utilized by operational squadrons being trained.
1.4.2.4 All vehicles on site may be utilized for non-destructive vehicle entry techniques training.
1.4.3 Contractor Support Requirements
1.4.3.1 The contractor shall transport all vehicles to and from Eglin Training Reservation (Range B4). The required number of training vehicles shall be available at least 30 minutes prior to training start time at the beginning of each training day, as indicated on the task order. The contractor can deliver the cars to the training site 24 hours in advance to the first day of training, as indicated on the task order. All vehicles will be removed from the Eglin Training Reservation within 24 hours of completion of training (1 or 3 day trainings) and/or a vehicle being decommissioned.
1.4.3.2 Maintenance personnel shall remain on site to change tires/adjust tire pressures, address mechanical problems, replace batteries, clear wrecked vehicles, refuel vehicles, provide sheet metal removal/modifications, and provide for site cleanup of vehicle debris as it pertains to the use of the training vehicles on site.
1.4.3.3 Fuel shall be provided by the contractor and be adequate for entire training period and be available for immediate use to maintain training throughout the training period.
1.4.3.4 Assorted fluids in support of vehicle maintenance, to include but not limited to radiator fluid, transmission fluid, brake fluid, power steering fluid, and windshield washer fluid. Additionally, assorted spare belts/hoses must be maintained on site as it pertains to the use of the training vehicles.
1.4.3.5 The contractor shall have enough tools/supplies on hand to perform automobile maintenance, sheet-metal removal/vehicle body modification, tire changing and, battery replacement. Floor dry or other environmental clean-up/spill collection materials shall be on site to provide for hazardous spill containment and removal.
1.4.3.6 Maintenance support personnel shall have personal protective safety equipment (i.e. safety glasses, gloves and boots) and be readily identified by a “high visibility” uniform.
1.4.3.7 All vehicles shall be weatherproofed prior to being transported to Eglin Training Reservation and
DAILY during consecutive training days to prevent weather/rain damage to the inside of vehicles (self-sticking wrap material will suffice). All weather proofing must be removed prior to training start times.
1.4.3.8 The contractor shall provide the adequate number of equipment and vehicles to fulfill the scope of this contract each training day. In addition, the contractor shall maintain or have backup capability to provide continued service in the event primary equipment or vehicles are down for extended maintenance or repairs. Equipment failure, including failures directly due to damage incurred during the training, shall not alleviate the contractor from performing any requirement contained in this contract.
1.4.4 Cancellations
1.4.4.1 The 371 SOCTS/FST will notify the contractor of cancelations no later than two (2) days prior to the start of each training. If the contractor has already started or finished the preparation of the vehicles, no storage cost shall be incurred or claimed, and the vehicles shall be used for the next scheduled training day.
1.4.4.2 If the 371 SOCTS/FST cancels, alters and/or re-schedules training, the contractor shall provide vehicles and service for the new training dates IAW the PWS.
2.0 SERVICES SUMMARY
2.1 Service Summary (SS). The service requirements are summarized into performance outcomes that relate directly to mission essential items. The performance thresholds describe the minimum acceptable levels of service required for each requirement. The thresholds are critical to mission success and acceptable (satisfactory) performance.

3.0 GOVERNMENT FURNISHED RESOURCES
3.1 The government will provide the limited facilities, equipment, materials, and services listed here.
Specific responsibilities are detailed in this section.
3.2 Facilities. The Government will furnish or make available an outdoor open laydown workspace at, Eglin Training Reservation Range B4. The workspace is approximately 225 feet long x 75 feet wide (~
15,000 square feet of outside workspace). The outdoor workspace does not have any utilities (power or water) available. Contractor will be expected to be self-sufficient for required utility services (generator power and water). The government will provide shared usage portable Port-A-Pottie bathroom facilities.
The Government retains the authority to modify or realign facilities and space provided to the contractor based on current or future Air Force guidelines for space utilization, mission requirements, and personnel requirements of the contractor as necessary. Government facilities have been inspected for compliance with OSHA. No hazards have been identified for which work-arounds have been established. Should a hazard be subsequently identified, the government will correct the hazard according to base-wide government developed and approved plans of abatement taking into account safety and health priorities. A higher priority for correction will not be assigned to the facilities provided to the contractor merely because of this contracting initiative. The fact that no such conditions have been identified does not warrant or guarantee that no possible hazard exists, or that work-around procedures will not be necessary or that the facilities as furnished will be adequate to meet the responsibilities of the contractor. Compliance with
OSHA and other applicable laws and regulations for the protection of employees shall be exclusively the obligation of the contractor.
3.3 Government-Furnished Services
3.3.1 Emergency Services
3.3.1.1 There are no emergency medical services available on the range for contractor employees under any subsequent contract for this requirement. The contractor shall dial 911 to report emergencies.
4.0 General Information
4.1 Contractor Personnel.
4.1.1 Contract Manager.
4.1.1.1 The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate or alternates, who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer prior to the contract start date.
The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager and alternate or alternates shall be able to read, write, speak, and understand the English language. In addition, the contract manger will coordinate with the 371 SOCTS/FST range scheduler as the primary or 371 SOCTS COR as an alternate if the range scheduler is unavailable to provide updates on vehicle movement days, training dates, personnel range access letters, etc.
4.1.2 Contractor Employee(s).
4.1.2.1 Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. The contractor shall provide each employee with an identification badge that shall include the employee’s name, employee’s photograph, and contractor’s name. Identification shall be available prior to employment and shall be worn or attached to the outer garment at all times.
4.2 Physical Security.
4.2.1 The contractor shall safeguard all government property. At the close of each work period, workspace areas will be secured, batteries disengaged from all vehicles and the contractor shall weatherproof vehicles to prevent weather/rain damage and all trash and debris removed from site.
4.3 Installation Security Requirements.
4.3.1 Contractor Base Pass and Identification, Special Clearances, and Vehicle Passes.
4.3.1.1 The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the base. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation.
4.3.1.2 The contractor may be required to complete the following forms (to be provided upon contract award) in order for employees to gain access to the installation.
4.3.1.2.1 Eglin Contractor Access Badge Affidavit (CAB).
4.3.1.2.2 Department of Homeland Security Form I-9 (DHS I-9).
4.3.1.2.3 Contractor Employee List: This form shall list every employee requiring access to the Eglin range. Every time employees change, it shall be updated to reflect additions and/or deletions. Once completed, email the list to the Contracting Officer in EXCEL or WORD format. The Contracting Officer shall then prepare and attach a cover letter, and forward the Employee List to the Visitor Control Center.
4.3.1.2.4 Upon notification that the Employee List has been forwarded to the Visitor Control Center, the other two forms (DHS I-9 & CAB) shall be completed and hand carried to the Visitor Control Center by the employee. If everything is in order, they shall receive a contractor badge. If an employee shall be driving on the Eglin range they are required to provide a valid driver’s license, vehicle registration, and proof of insurance.
4.3.2 During performance of the contract, the contractor shall be responsible for the prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
4.4 Failure to comply with these requirements may result in withholding of final payment.
4.5 Contractor-owned vehicles are subject to 100% security search prior to installation access.
4.6 Traffic Regulations.
4.6.1 Contractor personnel shall comply with all base traffic regulations, and are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phones, except hands-free phones, is prohibited while driving on the Eglin range.
4.7 Weapons, Firearms, and Ammunition.
4.7.1 Contractor personnel are prohibited from possessing weapons, firearms, or ammunition, on themselves or within contractor-owned vehicles or privately owned vehicles while on the Eglin range.
4.8 Reporting Requirements.
4.8.1 Contractor personnel shall immediately report any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information to an appropriate Government authority.
4.9 Safety.
4.9.1 Contractor personnel shall comply with all applicable laws and safety regulations. Compliance with
Occupational Safety and Health Administration (OSHA) and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the Government shall assume no liability or responsibility for the contractor’s compliance or non-compliance with such responsibilities.
4.10 Hours of Operation.
4.10.1 Vehicles and contract employee(s) shall be available during training hours from 0800 CST (8:00 a.m.) until 1600 CST (4:00 p.m.). Training shall normally occur during core hours but contractor should be available to start as early as 0700 CST (7:00 a.m.) and /or end support duties as late as 1900 CST (7:00 p.m.). No matter the start time, duty days will not exceed 10 hours of operations or continue past 1900 CST
(7:00 p.m.). Contract manager shall be provided working hours at the time the Task Order is assigned.
Deviations to the provided start times will be communicated to the Contract Manager from the COR. The
COR will make reasonable accommodations to provide 14 days advanced notice to any scheduling changes. In the event of unforeseen circumstances should arise; the COR will provide the Contract
Manager 24 hour notice of time changes.
4.11 Dates of Operation.
4.11.1 Advanced Driving Course Expendable Training Vehicles (ADCETV) training dates will be held contingent on 371 SOCTS/FST course schedule in pre-coordinated one (1) or three (3) training day increments. A minimum of (5) five courses (minimum order per Period of Performance (PoP)) and a maximum of (35) thirty five courses will be executed annually. Individual task orders will be executed, and will identify the types of trainings and number of each type of training for a particular performance period.
4.12 Site Location
4.12.1 The site is located on the Eglin AFB range and is approximately 15 miles from the Northwest
Florida Fairgrounds, in Fort Walton Beach Florida. All roads leading to the training site are paved. The site area map is identified in appendix A.
5. FEDERAL HOLIDAYS
5.1 The following is a list of federal holidays observed by this installation; training may or may not be performed on one of these dates.
New Year’s Day, January 1 or the Friday preceding or Monday following

President’s Day, 3rd Monday in February
Memorial Day, Last Monday in May

6. DISPOSAL REQUIREMENTS
6.1 The contractor shall be responsible for removing all recycling and waste (to include tires, vehicle body panels etc.) generated on site in accordance with all state, federal, local and the Eglin
Training Reservation rules and regulations.
