The project scope encompasses general construction, alterations, electrical work, telecommunications, and site work including demolition and removal of existing security gates, card readers, fencing, walls, ceilings, and piping, with replacement by new security infrastructure. Key specifications address general requirements with a 270 calendar-day performance period; safety requirements including accident prevention plans, activity hazard analyses, competent person designations, and infection control measures compliant with FGI guidelines; quality control procedures with three-phase control systems (preparatory, initial, and follow-up); construction waste management with minimum 50 percent diversion from landfills; sustainable construction requirements including low-VOC materials and indoor air quality management; site surveys and demolition procedures; concrete work for slabs, footings, and equipment pads; firestopping and joint sealants; parking control equipment with automated barrier gates and vehicle detection; and extensive electrical and electronic security systems integration including physical access control, intrusion detection, video surveillance, and intercom systems. The contractor must obtain all required permits, coordinate utility shutdowns requiring off-hours work, maintain detailed documentation including as-built drawings and loading sheets for data gathering panels, provide operation and maintenance manuals, deliver training documentation with professional DVDs, and maintain one-year warranty coverage with quarterly inspections and 24-hour emergency service response capability. Submittals must follow VA CAD standards with structured group packages including drawings, DGP documentation, test procedures, performance verification results, and comprehensive training materials.
