Attachment H, Labor Category Descriptions Warehouse Position Descriptions Key Personnel The Government developed their estimate for performing the key personnel requirements using the following labor categories. All Key Personnel shall be United States Citizens with an active Secret clearance with the exception of the Security Manager who will need a Top Secret clearance. Those individuals currently serving and performing the description of the key personnel requirement, whose experience is included in their provided resume, will be considered qualified, competent and eligible. The Contractor shall identify their labor categories to fulfil the Key Personnel requirements. The Contractor shall provide the following Key Personnel Resumes.

| Overall manager of physical warehouse operations. Functions as a senior-level logistician professional (management) responsible for directing the requisition, distribution, and delivery functions. |
- Establish or monitor specific supply chain-based performance measurement systems. Plan or implement material flow management systems to meet production requirements. Maintain metrics, reports, and process documentation.
- Design and implement strategies to minimize the cost or time required to move goods.
- Acts as a change agent to lead and train employees in the use and understanding of quality tools like: Lean Six Sigma, quality awareness, CMMI.
- Responsible for the planning, development, implementation, and management of a comprehensive, affordable, and effective program.
Four-year college degree and eight years of verifiable experience in logistics management and management of people.

| Plans and coordinates the ordering, inventory, intake, and distribution of products, parts and accessories. Typical duties include: |
- Ensure adequate and timely distribution to attain appropriate warehouse efficiency and use.
- Develop and implement customer service functions through physical distribution, production and traffic strategies.
- Establish and execute policies, programs and procedures to support market delivery requirements.
- Manage the ongoing intake and distribution functions.
- Supports senior management in developing, implementing, and managing the quality assurance, environmental, health and safety (QAEHS) program.

- Coordinates, implements and ensures that proper Industrial Security procedures are followed in accordance with the NISPOM, Intelligence Community Directives DoS, DoD and other applicable government sponsor regulations.
- Assist and maintain site security certification for the building(s)
- Creates and maintains Security Plans (SP), Information System Profile, and other security related documents.
- Provides security engineering and integration services.
- Supports a wide range of security issues including architectures, TEMPEST, electronic data traffic, and security access.
Four-year college degree or equivalent security experience and four years of verifiable physical security experience.
For Non-Key Personnel section The Contractor shall identify their labor categories to perform the requirements of the contract. All Non-Key Personnel shall be United States Citizens with an active Secret clearance. The Government developed their estimate for performing the requirements of this contract using the following labor categories. This estimate does not prohibit the Contractor from using different labor categories.

Participates in the disposition of non-conforming material. Arranges for reservation and transfer of materials to meet production schedules.

Maintains appropriate records and prepares reports. Coordinates logistics activities by finding the most beneficial shipping methods with internal/external customers. |

| Warehouse Specialist performs a variety of warehousing duties |
that require an understanding of the establishment's storage plan.
Work involves most of the following: general inventory, verifying materials (or merchandise) against receiving documents, noting and reporting discrepancies and obvious damages, routing materials to prescribed storage locations; storing, stacking, or palletizing materials in accordance with prescribed storage methods, rearranging and taking inventory of stored materials, examining stored materials and reporting deterioration and damage, removing material from storage and preparing it for shipment.
- Assembles and repairs wood shipping crates, using a variety of electric and pneumatic powered hand tools, such as saws, drills, nail guns, staplers, etc.
- Wraps and packs crates to prepare for shipping/storage
- Operates a variety of material handling equipment to include forklifts and mechanized warehouse equipment that involves managing high pile storage.
- Employees handling lithium battery shipments will need to maintain the IATA Non-Radioactive Dangerous Goods Certification.

| Responsible for the safe operation of medium-sized truck and van. The Truck driver drives a truck/van to transport materials, merchandise, equipment, or workers between various locations in the greater metro Washington, D.C. area. This driver may also load or unload truck/van with or without helpers, make minor mechanical repairs, and keep truck in good working order. Requires CDL. Assists with logistics warehouse/admin duties when not driving. |

| CLIN 107-109 positions work together to accomplish the following |
· Coordinates with different locations to forecast yearly requirements.
· Analyze all available data to improve requirements gathering, understanding of pricing, and purchasing decisions.
· Performs strategic planning on acquisition approaches, especially for complex and first-time procurements. Participates in the structuring of RFPs for complex and technology procurements and develops RFP and contract documentation.
· Develops the requisite planning and justification documentation for approval of procurements, and supports and defends the procurement to approval authorities.
· Coordinates with procurement specialists, project managers, and vendors to ensure timely processing and tracking of documents and final delivery of product as they move through the acquisition process. Incorporates changes into existing documentation. Maintains contract files for procurement requests, funding documents, formal orders and contracts, and all official correspondence.
