Responses will only be evaluated on the basis of the information provided in the Bidders’ Proposals. Bidders are not to assume that the evaluators know anything about the Bidder or its proposed solution. Therefore, it is important that the response be clear, explanatory, and complete so that the evaluation team can adequately understand all aspects of the Proposal. Failure of a Bidder to provide such may result in fewer points being awarded.

The percentage options will be no less than15% and no more than 25% of the catchment population.
