About this file

This document is a Scope of Work for a wireless communications site construction project issued by the Oregon Department of Transportation (ODOT) Wireless Communications Section. The project involves replacing an existing communications building at the Yaquina Head site with a new prefabricated building, and adding a repurposed communications building to the existing Glenada Ridge site, including infrastructure upgrades on the existing tower. Key requirements include obtaining necessary permits, completing inspections, following construction reporting and scheduling, installing foundations, shelters, electrical and grounding systems, and fencing. The project sites are located in coastal areas and have specific requirements for corrosion resistance and coordination with local utilities.

The Scope of Work is related to an Invitation to Bid (ITB) issued by ODOT for the Glenada Ridge and Yaquina Head communications site construction project. This is a state-level contract opportunity in Oregon, with the work to be performed in Lane County and the City of Newport. The ITB seeks to establish a single contract for the specified construction activities at the two sites.

2.7.4. If a site does not have a fence, the signs are to be installed on the building on or near the radio room door.

2.7.5. During construction the security of the project site and communications site compound is the responsibility of the contractor. If the scope requires removal of existing fencing, temporary fencing shall be installed unless otherwise noted.

3. Site Specific Scope

3.1. Yaquina Head

3.1.1. This site is to replace an existing two room communications building with a new prefabricated building of similar size. The new building is located at the ODOT Wireless Communications office in Salem Oregon.

3.1.2. The project site is within the Yaquina Lighthouse federal park and the access road is a hiking trail open to the public. Contractors should anticipate frequent general public on the access road and near the work site. Additional safety measures to ensure that any hazards to the public are clearly identified and means are in place to prevent accident injury are used. This includes, but is not limited to, flagging and barricading any open trenches, not leaving open trenches over weekends or multiple days that the contractor will not be on site, traveling as a safe speed on the access road, ensuring that any electrical equipment is secure from public access.

3.1.3. The current site is active and will require a temporary communications trailer to be parked at the site for the equipment during construction. The contractor shall provide temporary power for this trailer. The Agency has coordinated a plan with the local power utility for the existing power to be cut over to a Contractor installed construction power panel. For this to occur, the Contractor is going to need to coordinate with the Agency and the power company to minimize the amount of time the Agency’s equipment is without commercial power. It is expected that the construction power panel will be installed wired and set up to allow the cut over from the existing building to the construction power to happen within two hours.

3.1.4. The existing Agency Site and the neighboring sites have underground utilities that require a private utility locate service. The Contractor is responsible for all underground locates.

3.1.5. The building permit is issued through the City of Newport. The Contractor is responsible for any trade permits required for Electrical and Gas installation.

3.1.6. The Building is a Oregon Gold Sealed Building and the Generator is installed in the building.

Final wiring inside the building for connection to the commercial power will be required.

3.1.7. This is a coastal site therefore all exterior electrical boxes and conduits must be corrosion resistant either stainless steel or plastic. Coated steel is not acceptable. The Meter base must be stainless steel.

3.1.8. Coordination with the local utility (Central Lincoln PUD) is required for both the construction power and the final power installation. The new meter is to be located on the building, not down the road where the existing meter is located.

3.2. Glenada Ridge

3.2.1. This project is to add a repurposed communications building to the existing Central

Lincoln PUD (CLPUD) communications site and install infrastructure on the existing CLPUD tower.

3.2.2. The building is currently located at the Agency’s Glenwood Maintenance yard located in Eugene Oregon and will need to be transported by the Contractor to the site. The building has been refurbished by the Agency in the yard but will require field installation of hoods and exterior components.

3.2.3. The contractor is to install a new shed roof style membrane roof to direct rain water flow to the back side of the building.

3.2.4. Site access crosses timberland and forest roads for which the Agency has legal access across. The contractor is responsible for any wear, erosion, or damage to the roads during construction.

3.2.5. This is a coastal site therefore all exterior electrical boxes and conduits must be corrosion resistant either stainless steel or plastic. Coated steel is not acceptable. The Meter base must be stainless steel.

3.2.6. The permitting jurisdiction is Lane County. The Agency is obtaining the land use and building permit approvals. All other permits are the responsibility of the Contractor.

3.2.7. The Generator will be installed in the building at the ODOT yard, some final electrical connections will be required by the contractor for final field installation.

3.2.8. The new power service to the building will need to be coordinated with CLPUD. There is an existing utility pull box located just outside of the existing communications site fence.

This is the point of interconnection with CLPUD and will become a splice box for the power service. The Contractor is responsible for all the infrastructure required to get to this point of interconnection.

3.2.9. The Contractor shall procure and install the new HVAC system.

3.2.10. Extra care is required to ensure that the existing fill slope is not compromised by the installation of the propane tank foundation.

3.2.11. Lane County has required that the retaining wall be an engineered wall, therefore the design in the plans must be followed and installation will be inspected.

3.2.12. During relocation of the fence and gates, the Contractor shall maintain site security.

3.2.13. During construction neighboring sites must remain accessible.

3.2.14. The shelter weights approximately 14,000 lbs

3.2.15. As a separate line item on the bid include cost to install a single pitch shed roof onto the building after all the site work is completed if determined necessary by the Agency. This work will require a cost change order to approve and would likely happen after the main scope of the project is accepted and in service.

3.2.15.1. This building has anchors built into the manufactured roof for installation of an alpine roof. If this work were to be performed, the new shed roof would be a single pitch roof sloping to the back of the building.

3.2.15.2. The roof structure would be field constructed by the contractor using 2x6 framing, ½” exterior grade plywood sheeting, moisture barrier, and standing seam metal roofing. The roof would create a minimum of a 6” eave on the building. The pitch would be based on industry standards for a coastal site. The frame would need flashing and screened venting to prevent rodent and bug infestation and control water and wind infiltration during storms. The roof mounting anchors to the prefabricated building threaded mounts would need to be galvanized steel located in a structural corner of the roof frame anchoring both directions of framing to the building.

3.2.15.3. Prior to starting construction the Contractor’s plan and design would need to be approved by the Agency.
