About this file
This is a technical manual checklist for washing and cleaning procedures for all C-130 aircraft except C-130J models, issued by AFLCMC/WIU with effective date of July 15, 2024. The document provides detailed step-by-step procedures for aircraft cleaning, inspection, and corrosion control across three main scenarios: standard after-wash inspections, post-desert operations inspections, and post-MAFFS (Modular Airborne Fire Fighting System) operations inspections.
The manual outlines specific preparation procedures, washing sequences, and post-wash requirements including interior/exterior cleaning methods, lubrication procedures, and comprehensive corrosion inspections. Key inspection areas include fuselage sections, landing gear components, wings, empennage, and interior compartments. The document provides detailed guidance for identifying and addressing corrosion issues, with particular attention to critical areas such as window frames, longerons, and structural components. Special considerations are included for desert operations and MAFFS missions, where fire retardant residue requires additional inspection and cleaning protocols. The manual includes specific cautions regarding pressure limitations, cleaning compound usage, and protection of sensitive components during washing operations.

INTRODUCTION
1 PURPOSE.
This checklist is a step-by-step guide in abbreviated form for use as a reference to ensure accomplishment of selected tasks by a predetermined sequence procedure. The intent of this checklist is to eliminate the probability of omission of a step in the accomplishment of the intended task. The procedures contained herein are presented in the shortest practical form for use by qualified personnel and are not intended to provide full technical instructions. This checklist provides, in an abbreviated form, procedures for appropriate tasks, inspections, etc. These procedures are derived from, but do not replace, the detailed proce-dures contained in Technical Order (TO). When malfunctions occur reference to the TO shall be made.
2 SCOPE.
When unique operational requirements, contingencies, droughts, or facility limitations severely impact a unit’s ability to wash as prescribed in TO 1-1-691, Table 3-1, and alternatives (such as aircraft rotation, substitute wash facility, etc.)
have been pursued but could not be obtained, the requirement may be temporar-ily waived by submitting a Technical Assistance Request (TAR) in accordance with TO 00-25-107 and AFMCMAN 63-1202. In the request, include current environmental severity, previous wash date, requested wash date, as well as details pertaining to the inability to perform the wash and actions taken to pursue alternatives. The After Wash Corrosion Inspection requirements contained in TO 1C-130A-23CL-1, Chapter 5 shall still be accomplished on the original wash cycle due dates during the waiver period. MAJCOM coordination is required on the TAR. MAJCOM approval serves as consent to the greater risk of future C-130 maintenance cost and schedule increases due to corrosion not prevented by the aircraft wash.
NOTE
• This checklist provides instructions for aircraft washing. These instructions do not replace detailed instructions in TO 1C-130A-23 and TO 1-1-691, but are to be used as a guide while performing the work to ensure that no item is overlooked.
• It is expected that technicians using this checklist will not need detailed instructions for performing routine maintenance opera-tions. However, less experienced personnel may find it helpful to make occasional reference to the maintenance manual.
• The table of contents preceding these instructions enables quick access to the required procedure.

SAFETY SUMMARY
1 GENERAL SAFETY INSTRUCTIONS.
This safety summary includes general safety precautions and instructions that must be understood and applied during operation and maintenance to ensure personnel safety and protection of equipment. Prior to performing any task, the WARNINGs, CAUTIONs, and NOTEs included in that task shall be reviewed and understood.
2 WARNINGS, CAUTIONS, AND NOTES.
WARNINGs and CAUTIONs have been strategically placed to highlight operating or maintenance procedures, practices, conditions, or statements which are considered essential to protection of personnel (WARNING) or equipment (CAUTION). WARNINGs and CAUTIONs immediately precede the step or procedure to which they apply. NOTEs are used to highlight operating or maintenance procedures, practices, conditions, or statements which are not essential to protection of personnel or equipment. NOTEs may precede or follow the step or procedure, depending upon the information to be highlighted. The headings used and their definitions are as follows:
An essential operating or maintenance procedure, practice, condition, statement, etc., which, if not strictly observed, could result in injury to or death of personnel, or long-term health hazards.
An essential operating or maintenance procedure, practice, condition, statement, etc., which, if not strictly observed, could result in damage to or destruction of equipment, or result in loss of mission effective-ness.
NOTE
An essential operating or maintenance procedure, condition, or statement which must be highlighted.
3 CLEANERS/CHEMICALS.
Give cleaners/chemicals special care. Keep cleaners/chemicals in approved safety containers and in minimum quantities. Some cleaners/chemicals may have an adverse effect on skin, eyes, and respiratory tract. Observe manufacturer’s
CUI
TO 1C-130A-23CL-1
ix warning labels and current safety directives. Use cleaners/chemicals only in authorized areas. Discard soiled cloths in approved safety containers. Consult the local Bioenvironmental Engineer and/or Material Safety Data Sheets (MSDS) for specific precautions, protective equipment, hazardous materials (i.e., Ozone Depleting Substances), components, and ventilation requirements.
4 PERSONAL PROTECTIVE EQUIPMENT (PPE).
Wear protective clothing/equipment (gloves, apron, eye protection, etc.)
approved for the materials, procedures, and tools being used. Contact supervisor for guidance. If necessary, the Bioenvironmental Engineer or the Base Safety Office should be contacted for guidance.
5 JEWELRY.
Remove rings, watches, and other metallic objects which may cause shock or burn hazards. Snagged finger rings have caused many serious injuries. Unless specifically allowed by shop safety procedures, remove finger rings during all maintenance activity.
6 COMPRESSED AIR.
Compressed air used for cleaning can create airborne particles that may enter the eyes. Pressure will not exceed 80 Pounds per Square Inch (PSI) and then only with effective chip guarding and personal protective equipment.
7 SAFETY PRECAUTIONS.
The following safety precautions shall be observed while performing procedures in this manual.
• Dangerous voltages are present at system connectors. Ensure power is OFF prior connecting or disconnecting cables.
• Do not wear metal frame glasses, rings, watches, or other metal jewelry while working on electronic equipment.
• Some cleaning materials specified herein are flammable and/or toxic.
Keep away from open flame or other ignition sources. Provide adequate ventilation and avoid skin/eye exposure.
• Cleaning with compressed air can create airborne particles that may enter eyes or penetrate skin. Pressure shall not exceed 30 Pounds per Square Inch Gage (PSIG). Wear goggles. Do not direct compressed air against skin.
The supervisor will ensure that personnel are familiar with DAFMAN 91-203, CUI
TO 1C-130A-23CL-1
x
TO 1C-130A-23, and TO 1-1-691. The supervisor will brief all personnel of personal injury hazards as follows:
• Avoid breathing toxic fumes.
• Avoid skin contact with compounds.
• Avoid climbing on wet surfaces by using long handled brushes and maintenance stands. When it is absolutely necessary to walk on aircraft wing during washing, an approved fall restraint system will be used, and extreme care will be exercised.
