Performance Work Statement Summary

This Performance Work Statement defines vault pumping services required at Bonneville Lock & Dam, a facility managed by the U.S. Army Corps of Engineers. The contractor must provide all supervision, labor, equipment, transportation, materials, and other resources necessary to pump vault toilets at seven locations: Bradford Island (OR), North Shore Shad Deadline (WA), North Shore Sturgeon Deadline (WA), Fort Cascades Historic Site Trail Head (WA), Hamilton Island Recreation Area (WA), Hamilton Island Boat Ramp (WA), and Sediment Retention Structure (WA). The total inventory comprises nine vaults with a combined capacity of 9,000 gallons. Bradford Island and Hamilton Island Boat Ramp each contain double vaults (1,000 gallons each), while all other locations have single vaults (1,000 gallons each). One SRS vault is located approximately 13 miles east of Castle Rock, WA on Stewart Dam Road; all other locations are approximately 40 miles east of Portland/Vancouver.

Services will be issued through Blanket Purchase Agreement (BPA) Calls issued when vaults near capacity. The contractor must acknowledge receipt of each Call and coordinate service dates and times with the Contracting Officer Representative (COR) or Point of Contact (POC) no later than one business day after Call issuance, and complete all pumping tasks within four business days. Acceptable work requires vaults be pumped to no greater than 3 inches above the bottom, with all debris (rocks, bottles, dead animals) removed, and 250 to 400 gallons of fresh water placed into each vault following waste removal. The contractor must source water from an offsite location, secure the access hatch before departure, provide a waste manifest prior to leaving each site, and dispose of all collected waste at a federally, state, and locally approved facility off government property. Work hours are Monday through Friday, 7:30 a.m. to 4:30 p.m., excluding Federal Holidays. All contractor personnel must complete AT Level I security awareness training within 30 days and comply with facility access requirements, security policies, and suspicious activity reporting training. The contractor is responsible for equipment maintenance, personnel competency, accident reporting, spill cleanup and reporting, and damages resulting from willful misconduct or neglect. Deficient work results in deductions from scheduled earnings based on re-performance costs or loss-in-value calculations.
