About this file
This document is a Blanket Purchase Agreement (BPA) Terms and Conditions for vault restroom pump-out services at Bonneville Lock and Dam, managed by the U.S. Army Corps of Engineers (USACE) Portland District. The BPA establishes a five-year agreement for periodic waste removal from seven vault restroom facilities located in recreation areas near the project, with most facilities situated approximately 40 miles east of Portland/Vancouver, except one facility located 13 miles east of Castle Rock, Washington. The restroom facilities include two double-vault units with 2,000-gallon maximum capacities and five single-vault units with 1,000-gallon maximum capacities, with each facility requiring an average of one to two pump-outs annually, typically scheduled in spring before Memorial Day and late summer before Labor Day.
The contractor must coordinate with ranger staff at least one day prior to service, with pumping operations restricted to 0730-1630 Monday through Friday. All waste removal must be completed by the contractor, who must also provide 250-450 gallons of clear water to refill each vault after pumping; any supplemental water additives require prior Safety Data Sheet review and approval. The agreement includes roadway restrictions limiting vehicles to 30-ton gross vehicular weight and 12-ton axle load on the Spillway, and security restrictions including vehicle searches and driver identification verification. The BPA carries a master dollar limit of $100,000.00 with individual call limits of $25,000.00, pricing must match the contractor's most favored customer rates, and annual pricing reviews are required with Contracting Officer approval. Payment for calls under $2,500 is via Government Purchase Card, while calls exceeding $2,500 are processed through USACE Finance Center with up to 30-day payment processing. Either party may cancel with 30 days' written notice at no cost.
