DESCRIPTION / WORK STATEMENT / SPECIFICATION
FOR
CNC Press Brake for Building 108
1.0 Scope. This specification establishes the requirement for a Computer Numerically Controlled (CNC) Hydraulic Press Brake Machine, here after referred to as the “CNC Press Brake,” for forming various shapes from metal plate and sheet, to be delivered to Anniston Army Depot, Anniston, Alabama. The CNC Press Brake shall be designed, fabricated, and installed by the Contractor with all functions, capabilities, and equipment as described herein. The Contractor shall provide all resources necessary to design, manufacture, deliver, unload freight, install, calibrate, demonstrate functional operation, and provide operator and maintenance training for the CNC Press Brake.
2.0 Applicable Documents.
2.1 Government Documents. The following documents form a part of this specification to the extent specified herein. Unless otherwise indicated, the issue in effect on the date of request for proposal shall apply.

2.3 Order of Precedence. In the event of a conflict between the text of this specification and the references cited herein, the text of this specification shall take preference.
3.0 Responsibilities.
3.1 Contractor. The Contractor shall be responsible for the following items and the other responsibilities defined within this statement of work.
3.1.1 The Contractor shall provide all resources to deliver and install the CNC Press Brake at Anniston Army Depot (ANAD), Anniston, AL, except those items stated in paragraph 3.2.
3.1.2 The Contractor shall be responsible for the off-loading of the CNC Press Brake from the shipping transport vehicle at ANAD.
3.1.3 The Contractor shall be responsible for the transport of the CNC Press Brake from the shipping transport vehicle to the installation site.
3.1.3 The Contractor shall be responsible for all movement and final positioning of the CNC Press Brake at the installation site except as stated in paragraph 3.2. The Contractor shall supply all materials required for the installation of the CNC Press Brake.
3.1.4 The Contractor shall provide any crane services, forklift services, lifting beam, and all other equipment required for transport and installation of the CNC Press Brake.
3.1.5 The Contractor shall provide all interconnect cables, hoses, manifolds, ducting, regulators, and any supporting structure required to connect the CNC Press Brake to the ANAD-provided utilities. The Contractor shall make all connections to ANAD-provided utilities.
3.1.6 The Contractor shall provide all resources required to design, manufacture, deliver, install, calibrate, demonstrate functional operation, and provide operator and maintenance training for the CNC Press Brake except those items stated in paragraph 3.2.
3.1.7 The Contractor shall furnish all necessary concrete work, including trenching the existing floor if needed, to accommodate services specified in the Contractor’s installation requirements for the CNC Press Brake. See paragraph 3.2.4.
3.2 Government. ANAD shall be responsible for the following items and other responsibilities defined within this statement of work.
3.2.1 ANAD will provide an unobstructed access to the installation site.
3.2.2 ANAD will provide an installation site free of debris that may interfere with installation of the CNC Press Brake.
3.2.3 ANAD will provide access to the installation site during regular/scheduled operating hours. A request may be made to the ANAD Contracting Officer to allow work outside of regular/scheduled operating hours, however the ANAD Contracting Officer may deny any such request.
3.2.4 ANAD will provide a shop floor with a minimum of 8” of reinforced concrete that is not in a deteriorated state or otherwise abnormal condition that would prevent a typical CNC Press Brake installation. The floor shall be level to within 1” maximum within the footprint of the machine.
3.2.5 ANAD will provide Contractor access to 115VAC - single-phase - 60 Hz power, 480VAC - three-phase - 60 Hz power, and compressed air for the Contractor’s use during CNC Press Brake installation.
3.2.6 ANAD will provide utilities at the installation site which conform to Contractor supplied drawings and other documentation detailing the installation requirements for the CNC Press Brake. In meeting these requirements, ANAD will locate utilities as close as possible, but not more than 20 feet, from the location specified on the Contractor supplied drawings and other documentation detailing the installation requirements for the CNC Press Brake.
3.2.7 ANAD will provide all tooling and consumables required for acceptance testing & verification as defined in section 5.
4.0 REQUIREMENTS
All requirements defined in this document shall be met.
4.1 General Requirements:
4.1.1 Machine Model. The CNC Press Brake shall be new and one of the manufacturer’s current models with capabilities in accordance with the requirements herein. The CNC Press Brake model shall be rated for 325 tons or more Press Brake force. The CNC Press Brake model shall be designed to install flush at floor level and have a precision frame for maximum strength and rigidity.
4.1.2 Operation Modes. The CNC Press Brake shall be capable of operation either manually, semi-automatic, autocycle, or by complete programmed computer numerical control (CNC).
4.1.3 Control System. The CNC Press Brake shall contain an intuitive control system that includes all required software and hardware necessary to program, operate, and control the CNC Press Brake from the control device/interface.
4.1.4 CNC Coordinated Axes. The CNC Press Brake shall be all-purpose and capable of performing intricate shape forming operations using a computer numerically controlled (CNC) coordinated system that combines Y1/Y2, X1/X2, R1/R2, Z1/Z2, and V movements.
4.1.5 Maintenance. The design shall be such as to provide convenient, efficient, and safe operation with minimum maintenance. All structural components shall be designed to withstand operating conditions at maximum capacity while maintaining the accuracies specified herein. All parts subject to wear, breakage, or distortion shall be easily accessible for adjustment, replacement, and repair.
4.1.6 Manuals. All Operator Manuals, Maintenance Manuals, Programming Manuals and Safety Manuals shall be supplied with the CNC Press Brake.
4.1.7 Special Tools or Data. All maintenance tools, accessories, and data needed for proper and complete operation of the CNC Press Brake shall be supplied by the Contractor.
4.1.8 Measurement Units. The U.S. Customary System of Units (US) or the International System of Units (SI) shall be used in the design and construction of the CNC Press Brake. In this specification, all measurements, dimensions, sizes, and capacities are given in US units. These measurements may be converted to SI units using the conversion factors and methods specified in FED-STD-376.
4.1.9 Measuring and Indicating Device Calibrations. The U.S. Customary System of Units (i.e., inch/pound) shall be used to graduate measuring and indicating devices such as scales, micrometers, protractors, pressure gauges, load cells, temperature indicators, and other similar devices.
4.1.10 Safety and Health Requirements. All parts, components, mechanisms, and assemblies that comprise or are furnished with the CNC Press Brake shall comply with Occupational Safety and Health Administration (OSHA) 29 CFR 1910. Covers, guards, light curtains, or other safety devices shall be provided for all parts of the CNC Press Brake that present safety hazards. The safety devices shall not interfere with the operation of the CNC Press Brake. The safety devices shall prevent unintentional contact with the guarded part and shall be removable to facilitate inspection, maintenance, and repair of the parts. The CNC Press Brake shall include warning lights and/or other indicators to alert the operator to unsafe operating conditions. The CNC Press Brake shall include a manual emergency shutdown switch and shall have the ability to automatically shut down while under automatic control.
4.1.11 Noise Level. Noise emitted during the shape forming processes shall not exceed typical industry levels for that process as measured per ANSI S12.23-1989 (R20020). Any shields, baffles, enclosures, or other devices required to bring the equipment into conformance with this requirement shall not interfere with the efficient and safe operation of the CNC Press Brake.
4.1.12 Ergonomics. The CNC Press Brake shall be ergonomically designed to prevent repetitive stress injuries.
4.1.13 Lubrication. Means shall be provided to ensure adequate lubrication for all moving parts. All oil holes, grease fittings, and filler caps shall be accessible. The required removal of access panels as required is acceptable.
4.1.14 Interchangeability. Dimensions of all parts shall be manufactured to defined dimensions and tolerances that shall permit installation of replacement parts without modification of the parts or the CNC Press Brake.
4.1.15 Castings and Forgings. All castings and forgings shall be free from defects, scale, and mismatching. Processes such as welding, peening, plugging, or filling with solders or pastes shall not be used on castings or forgings to reclaim any defective components for use on the machine. Such processes may be used only for enhancing appearance.
4.1.16 Welding, Brazing, or Soldering. Welding, brazing, or soldering shall be employed only where specified in the original design. None of these processes shall be utilized as a repair method for any defective part.
4.1.17 Fastening Devices. All screws, pins, bolts, and other fasteners shall be installed in a manner to prevent a change of tightness. Fastening devices subject to removal or adjustment shall not be swaged, peened, staked, or otherwise permanently installed.
4.1.18 Surfaces. All surfaces shall be clean and free of sand, dirt, fins, sprues, flash, scale, flux, and other harmful or extraneous materials. All edges shall be rounded or beveled unless sharpness is required to perform a necessary function. Except as otherwise specified herein, the condition and finish of all surfaces shall be in accordance with the manufacturer’s commercial practice.
4.1.19 Painting. The CNC Press Brake shall be painted in accordance with the manufacturer’s commercial standard practice and color.
4.1.20 Threads. All threaded parts used on the CNC Press Brake and its related attachments and accessories shall conform to FED-STD-H28 and/or DIN or ISO standards for metric threads.
4.1.21 Environmental compliance. The CNC Press Brake shall meet all applicable Environmental Protection Agency (EPA) and Alabama Department of Environmental Management (ADEM) environmental regulations in effect on the date of the contract. These regulations apply to the control of materials hazardous to the environment or injurious to the user's health. They shall be adhered to during the manufacture, service, transportation, storage, and operation of the CNC Press Brake until accepted by the Government.
4.2 Machine Components Requirements.
4.2.1 CNC Press Brake Controller. The CNC Press Brake shall have a CNC control system with the following minimum capabilities:
4.2.1.1 15” or larger touch screen display.
4.2.1.2 User-friendly graphic interface and tool library to assist operators in the quick setup of complicated parts.
4.2.1.3 Software that supports automatic bend sequencing, automatic tool selection, quick tool change, complete control over all axes of movement, simple bump bending, special bends (such as offsets, hemming, and pre-bends), and custom tools programming.
4.2.1.4 Software that facilitates offline programming and simulation of the bending process and provides programming capability in 2D and 3D. All programming steps, including transfer to the control, shall be clearly embedded in the user interface. Programming the product graphically shall show a true scale representation of the intended product.
4.2.1.5 Software database that provides secure storage of machine setups and program data.
4.2.1.6 CNC Crowning system that will adjust deflection over the entire bed length.
4.2.2 Tonnage. The CNC Press Brake shall be rated for 325 tons or more Press Brake force.
| 4.2.3 | CNC Back-Gauge. The CNC Press Brake shall have a CNC controlled back-gauge isolated from the press brake ram movements and capable of CNC control for the combinations of X1/X2, R1/R2, and Z1/Z2 movements. The CNC back-gauge shall meet the following specifications: |

4.2.4. Press Brake Frame. The CNC Press Brake shall be a down-acting hydraulic Press Brake designed to withstand heavy bending loads and to maintain accuracy throughout its service life. The main frame shall be constructed from tempered steel. The main frame and side frames shall be designed and manufactured to eliminate welding stresses and to prevent frame cracking or bending to ensure long-lasting performance. The CNC Press Brake frame shall be equipped to accept both American and European style tooling.
4.2.5 Bed Length. The CNC Press Brake shall have a bed length of 144 inches or more.
4.2.6 Distance between the Frames. The CNC Press Brake shall have 120 inches or more open distance between the frames.
4.2.7 Throat Depth. The CNC Press Brake shall have a throat depth of 16 inches or more.
4.2.8 Ram Stroke Length. The CNC Press Brake shall have a ram stroke length of 10 inches or more.
4.2.9 Open Height. The CNC Press Brake shall have an open height of 19 inches or more (with die rail, without clamps).
4.2.10 Hydraulic Oil. The CNC Press Brake shall be designed for continuous/long-term operation without the hydraulic fluid heating past the manufacturer’s recommended operating temperature.
4.2.11 Safety Guards and Devices. The CNC Press Brake shall be equipped with safety guards and devices to protect the machine and the operator during normal operation. The CNC Press Brake shall be equipped with Laser or Light guarding systems for front and pinch point hazard of closing tooling. Rear guarding of the CNC Press Brake shall be a Laser or Light guarding system or a fence with gate and safety interlock switch. The CNC Press Brake shall have devices to protect the machine from exceeding the programmed limits or the CNC Press Brake’s maximum loading capacity.
4.2.12 Safety Labels. The CNC Press Brake shall have all safety labels required to conform to safety regulations.
4.2.13 Front Support Arms. The CNC Press Brake shall be furnished with two or more front support arms that are 24” or longer and fully adjustable for use with different tooling heights and thicknesses.
4.2.14 Electrical Power Requirements. The CNC Press Brake shall be designed to operate on 480 VAC - three phase - 60-hertz electrical power with or without an electrical transformer. The complete electrical system shall conform to National Fire Protection Association (NFPA) 79.
4.2.15 Electrical Transformer. If the CNC Press Brake requires electrical power other than 480 VAC - three phase - 60-hertz, a proper type and size transformer for the continuous and long term operation of the CNC Press Brake shall be supplied and installed by the Contractor.
4.2.16 Electrical Noise. The electrical power in ANAD building 108 is subject to noise. If the CNC Press Brake requires clean electrical power for proper operation, a properly sized power-conditioning unit shall be supplied and installed by the Contractor. If the CNC Press Brake is affected by electrical interference from adjacent machinery, the CNC Press Brake shall include electrical shielding to prevent malfunctions.
4.2.17 Maintainability. The CNC Press Brake shall be constructed using commercial off-the-shelf components to the maximum extent possible to ensure the prompt availability of repair parts. The Contractor shall provide with any Proposal, evidence that repair parts and service for the CNC Press Brake are readily available. The Contractor shall also provide with any Proposal, information on the normal maintenance actions required for the CNC Press Brake including type of maintenance, required interval, mean time to perform maintenance and number and skill of people required to perform the maintenance actions.
4.2.18 Components. Components used to manufacture the CNC Press Brake shall be the manufacturer’s latest make and model. The Contractor shall only use components that will be readily available for a minimum of 7 years after installation or can be easily replaced with newer components of the same type. This includes not only Contractor-manufactured items but also those supplied by sub-contractors.
4.2.19. Nameplate A nameplate shall be attached to the CNC Press Brake and shall contain, as a minimum, the following information:
| a. | Nomenclature. |
| b. | Manufacturer’s name. |
| c. | Serial number. |
| d. | Model designation. |
| e. | Power input (volts, total amperes, phase, and frequency). |
| f. | Short-circuit/over current rating. |
| g. | Contract number or purchase order number. |
| h. | National stock number (if applicable). |
| i. | Date of manufacture. |
4.2.20 Lubrication Plate or Chart. A lubrication plate or chart shall be attached to the CNC Press Brake. The information provided on the plate or chart shall include:
| a. | Points of lubricant application. |
| b. | Servicing interval. |
| c. | Type of lubricant(s) with SAE number or lubricant identifier. |
4.2.21 Recovered Materials. The Contractor is encouraged to use recovered materials to the maximum extent possible in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).
5.0 Acceptance Testing & Verification
5.1 Conformance. The CNC Press Brake shall meet the requirements of this specification and conform to the manufacturer’s own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to, at any time during the contract period, require proof of such conformance or to inspect the CNC Press Brake to determine compliance with the requirements of this specification.
5.2 Performance Test. Unless otherwise specified, the performance testing shall verify the CNC Press Brake’s capabilities to bend material within the specifications described herein. The Government reserves the right to determine any or all tests to verify capabilities of the CNC Press Brake.
5.3 Acceptance. The Government will accept the CNC Press Brake only after the Contractor successfully completes the requirements of paragraphs 5.1 and 5.2 herein. Failure of the CNC Press Brake to meet performance requirements shall be cause for rejection.
6.0 Delivery. Installation shall be completed and the CNC Press Brake, and all associated equipment, operational and accepted within the contract period of performance determined at time of award. Delivery, installation, and acceptance of the CNC Press Brake and all associated equipment shall be F.O.B. Anniston Army Depot, building 108.
6.1 Shipping, Handling, and Storage. The Contractor shall be responsible for all shipping, storage, and handling of the CNC Press Brake. The Government shall not be responsible for furnishing any labor, equipment, or warehouse space for the loading, unloading, transport, or storing of any materials except as stated in paragraph 3.2 above. The Government will make available, if possible, space for a Contractor furnished trailer or van for the storage of the materials. Trailer space will be made available as close to the job site as possible, depending on the parts stored in that area. Should the Contractor not wish to furnish a trailer for equipment storage, then the Contractor shall coordinate with the ANAD Contracting Officer, a date at which time the Contractor may deliver their equipment to the building.
6.2 Installation. The Contractor shall be responsible for installing the CNC Press Brake to include all labor, materials, tools, and equipment required except as stated in paragraph 3.2 above. The Contractor shall ensure the CNC Press Brake installation requirements are compatible with existing facilities. The Contractor shall field verify all dimensions and locations of utilities at the installation site and report any discrepancies to the ANAD Contracting Officer before proceeding with the installation. Any discrepancies not reported prior to beginning of installation shall become the responsibility of the Contractor. Unless otherwise approved by the ANAD Contracting Officer, installation shall be done during regular/scheduled operating hours. The area near where the CNC Press Brake is to be installed is in operation. The Contractor shall not interfere with ongoing Government operations and production unless authorized by the ANAD Contracting Officer. Installation shall be completed and the CNC Press Brake operational and accepted within the contract period of performance determined at time of award. The Contractor supplied proposal shall include all installation requirements. This documentation shall include as a minimum, the following:
| a. | Floor plan drawing of the CNC Press Brake showing the floor space requirements. |
| b. | Space required around the CNC Press Brake after installation for maintenance purposes. |
| c. | Foundation requirements, if any. |
| d. | Maximum overall length, width, and height dimensions. |
| e. | Approximate weight of the CNC Press Brake with accessories and attachments. |
| f. | Minimum doorway openings required to bring components into the building. |
| g. | All utility requirements, including capacities of required utilities and approximate locations of utility connections to the machine. |
| h. | Industrial waste disposal requirements, if any. |
| i. | Ventilation requirements, if any. |
6.2.1 Site Visit. A site visit after contract award, and before initiating installation, is required to ensure that the proposed CNC Press Brake will be compatible with existing facilities. The Contractor is responsible for verifying all dimensions and locations of utilities at the installation site and reporting any discrepancies to the ANAD Contracting Officer before proceeding with installation. Any discrepancies not reported prior to beginning of installation shall become the responsibility of the Contractor and will not be an acceptable reason for work delay.
6.2.2 Trades. Coordination of trades installing the CNC Press Brake shall be the responsibility of the Contractor.
6.2.3 Foundation Hardware. All foundation hardware shall be furnished by the Contractor and included in the bid price.
6.3 Utilities. The Government will provide utilities within 20 feet of the CNC Press Brake installation site. The capacities of the utilities (wire sizes, pipe sizes, etc.) will be based on information supplied by the Contractor.
6.3.1. Electrical. The Government will connect power to a Contractor furnished fused disconnect device. The Contractor shall furnish and install a main fused disconnect device separate from the CNC Press Brake. The fused disconnect device shall be the correct size and type required for the CNC Press Brake.
7.0 Documentation. The Contractor shall provide documentation to the government as listed below. Three hard copies each of the following technical data shall be provided as specified on the attached DD Form 1423 with the CNC Press Brake. The Contractor shall also provide electronic copies of the delivered documentation.
7.1 Content. The manuals shall include electrical, hydraulic, and pneumatic schematics, parts lists, trouble-shooting procedures, preventive maintenance requirements, lubrication schedules, calibration procedures, etc. Catalogs shall fully describe optional tooling, fixtures, and attachments available for the CNC Press Brake furnished. In addition, any other technical data normally furnished with the CNC Press Brake shall be provided. All technical data shall be furnished in the English language and be in accordance with the following data item descriptors (DIDs).

8.0 Training. The Contractor shall provide training for operation, programming, and maintenance of the CNC Press Brake. All costs for training, except living and travel expenses of Government employees, shall be included in the total bid price. Training taking place at the Contractor or manufacturer facility shall be scheduled before or after CNC Press Brake installation at the Government’s discretion. Training taking place on-site at ANAD shall be scheduled immediately after CNC Press Brake installation has been completed. The Contractor shall notify the ANAD Contracting Officer 60 days prior to shipment, so that training can be scheduled.
8.1 Operator Training. The Contractor shall provide a minimum of two (2) consecutive eight (8) hour days of operator training including hands-on training at the Contractor facility or on-site at ANAD for up to four (4) ANAD personnel.
8.2 Maintenance Training. The Contractor shall provide a minimum of one (1) eight (8) hour day of maintenance training including hands-on training at the Contractor or manufacturer facility or on-site at ANAD for up to four (4) ANAD personnel.
9.0 Warranty. The CNC Press Brake shall be covered by a warranty. The warranty shall be for a period of not less than 1 year including all parts with labor and shall begin the day following Government acceptance of the CNC Press Brake. During the warranty period, the Contractor shall be responsible for all costs, including parts, labor, travel, and lodging, required to complete repairs of any defects in CNC Press Brake material, parts, or workmanship. The Contractor shall respond to requests for warranty service within 48 hours after requests. The warranty shall be written in the Anniston Army Depot’s name.
10.0 Scope Changes. The Contractor shall not proceed with any verbal or written change(s) to the scope of work from sources other than the Contracting Officer, who will provide changes in writing.
