SECTION 00100 INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS

1. PROJECT DESCRIPTION

This project encompasses HVAC sustainment work to be performed in B3331; specifically on the western half of the building. The facility was constructed in 1980 and its HVAC systems to include the exterior pad mounted condensing unit, Air Handler Unit (AHU) located inside B3331’s mechanical room, and Variable Air Volume (VAV) boxes have reached the end of their life cycle and are in need of replacement to a more energy efficient system. Also, the majority of the controls are still analog and are required to be converted over our digital control network located in B3301. Contractor shall adhere to standards and requirements in all attachments(sequence of operation,Attachment 3 HVAC Spec, etc).

2. INSTRUCTIONS TO BIDDERS

2.1. You are invited to submit a Bid in response to our Invitation for Bid (IFB) for Solicitation W50S8B22B0001, Repair HVAC Systems, B3331 at the 108 Wing, 3390 Wonnacott Ave, JB MDL, NJ 08641

2.2. As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract to the responsible bidder whose Bid, conforming to the IFB, will be most advantageous to the Government, considering only price.

3. SET ASIDE & SOCIO-ECONOMIC PROGRAMS

3.1. This solicitation is set-aside 100% for Small Businesses

3.2. No other Socio-Economic programs apply

4. EVALUATION FOR AWARD

4.1. Reference DFARS 252.236-7007 -- Price

5. NOTICE OF PRE-BID CONFERENCE AND SITE VISIT

5.1. The Pre-Bid Conference will be conducted on 27 July 2022 at 10:000am local time for the purposes of briefing on the bid requirements and answering questions regarding this solicitation. This conference will be held at 3301 Wonnacott Ave, JB, MDL, NJ 08641. Interested Contractors are highly encouraged to attend the pre-bid conference. The site visit will be held following the conference.

5.2. Information provided at this conference shall not change the terms and conditions of the solicitation. Terms of the solicitation and specifications remain unchanged unless the solicitation is Amended in writing on a SF30. The intent of the Pre-Bid Conference is to qualify the intent of the Solicitation and requirement and to allow the offerors the opportunity to coordinate with Government stakeholders.

5.3. Due to security conditions, all offerors must register to attend this conference and site visit. Fax the following information for all attendees to SMSgt Baker and Capt Foulds at the following numbr 609-754-3143.

5.4 This information must be provided in advance, 3 business days prior to the meeting, in order to ensure access to the military base and conference site and ensure adequate seating for the conference attendees. Even if you have access to the base you must register to ensure adequate spacing due to COVID-19 restrictions. Additionally, we ask that you limit the number of attendees. The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the Government’s denial of your access to the pre-proposal conference. This information will be provided to the Base Security Forces who will authorize your entrance to the site.

5.5 A record of the conference shall be made and furnished to all prospective bidders via posting at http://www.fbo.gov. The record will include minutes of the meeting, including questions (on a non-attribution basis) and answers.

6. FORMAL COMMUNICATION & OFFEROR EXPLANATIONS (ref: 52.214-6)

6.1. Submit all questions in the format shown below by email to the Contracting Office. All questions must be submitted through the Contracting Office. Do NOT contact the A&E Firm or Engineering personnel directly. Doing so will result in your question not being answered.

6.2. All Questions and Requests for Information (RFI) must be received by the Government No Later Than 8 August 2022 at 20:00pm local time. Solicitation questions received after this time will not be answered prior to Bid opening.

6.3. Offerors are strongly encouraged to submit questions early in the solicitation process.

7.1. Please clearly state your question

7.2. If sending an attachment, MS word docs are preferred to facilitate posting of answers to the master Q&A document.

6.5. Any changes or revisions to the drawings, specifications, etc. will be issued in the form of a Solicitation Amendment on an SF30 and posted to https:/sam.gov

6.6. Answers that clarify or provide an interpretation to the drawings, specifications, etc. will be listed on a Question & Answer Log posted to https://sam.gov. The final Solicitation Question and Answer Log will be posted as a Solicitation Amendment on an SF 30 and posted to https://sam.gov.

6.7. Solicitation Amendments, if or when issued, will be posted to https://sam.gov for electronic downloading. This will be the only method of distributing Solicitation Amendments prior to Bid closing. It is the offerors responsibility to check the website periodically for any amendments to the solicitation. The website is occasionally inaccessible due to various reasons beyond the control of this office.

6.8. The offeror MUST Acknowledge all Solicitation Amendments in block 19 of the SF 1442. Bids received that do not Acknowledge all Solicitation Amendments will be considered Non-Responsive and not eligible for Award.

7. BID PACKAGES - A complete bid package MUST contain the following:

7.1 Offer, Standard Form (SF) 1442

7.1.1. MUST

7.1.2. When completing the “Offeror” portion of the SF 1442 (Blocks 14 – 20), an official having the authority to contractually bind the company must sign the SF 1442 in accordance with FAR 4.102. One copy of the SF1442 is required to have an original signature.

7.1.3. Block 14 “Code” must contain the offeror’s Cage Code

7.1.4. Section 00010 Line Items

7.1.4.1. All Contract Line Items (CLIN) in Section 00010 Line Items must be priced

7.1.5. All Amendments to the Solicitation must be acknowledged in Block 19

7.2. Full Electronic Copy of the Bid Package in Adobe PDF Format

7.2.1. Submitted in the Sealed Bid Package on a Compact Disc (CD) or Digital Video Disc (DVD)

7.2.2. Offeror is responsible for ensuring that the digital file and disc is readable and not corrupt, damaged or scratched.

7.3. Bid Break-Out

7.3.1. Not Required past the CLIN Level

7.4. Bid Bond: An Original Bid Bond and original Power of Attorney is required along with the bid on the due date. ref: FAR 52.228-1

7.4.1. The bid bond must be on a SF24 form.

7.4.2. Bids without the correct Bid Bond will be rejected in accordance with FAR 28.101-4 Noncompliance with Bid Guarantee Requirements.

7.5. Section 00600, Representations and Certifications, completed and return only additional certifications found in this section.

7.5.1. The offeror must have entered current and complete data within the past year in Online Representations and Certifications at www.sam.gov

7.6. See Block 13A of SF 1442 for required number of copies

7.7. Late Bids will NOT be Accepted for any Reason or Considered for Award. ref: 52.214-7

7.8. NOTE: Incomplete Bid Packages will be considered Non-Responsive in accordance with FAR 14.301 and rejected in accordance with FAR 14.404-2

8. BID SUBMISSION (ref: 52.214-5)

8.1. Mailed Bids

8.1.1. Bids can be mailed (USPS, FEDEX, UPS…) to the below address prior to the date and local time specified in Block 13 of the SF1442. Mailed Bids shall include a tracking number. Offerors are responsible for mailing Bids in adequate time to ensure delivery to the 108 Wing Contracting Office. At the time of mailing, offerors shall email the Contracting Office, joyce.baker@us.af.mil and Karen.foulds@us.af.mil, notifying them of the submitted Bid with the tracking number.

8.1.2. Mailed Bids shall have the outer packaging (UPS / USPS / FEDEX Envelope or box) clearly marked: OFFICIAL BID DOCUMENTS: W50S8B22B0001

8.1.3. Bids shall be submitted in a sealed 8 ½ x 11 envelope and clearly marked with the following:

8.2. Hand Delivery of Bids - Prior to the date of Bid Opening.

8.2.1. Bids may be hand delivered to the Base Contracting Office at the above address.

8.2.2. Due to COVID-19 restrictions, Bidders MUST notify, a minimum of 24 hours in advance, the Contracting Office for hand delivery of Bids. An appointment may be made by emailing the Contracting Office with the information below:

8.3. Hand Delivery of Bids - On the day of Bid Opening

8.3.1. Due to COVID-19 restrictions, Hand Delivery of Bids on the day of Bid Opening MUST be in accordance with Section 8.2 above.

8.3.2. Bids MUST be delivered No Later Than 5 minutes before the scheduled Bid Opening

9. BID OPENING

9.1. Bid Opening. The Bid Opening will occur at the time and date specified in Block 13 of the SF1442 at the below address in building 3369 (Classroom).

9.1.1. Due to the nations response to COVID-19, we ask that the each Bidder limit the number of attendess at the Bid Opening, practice social distance and wear a mask.

9.1.2. All other Policies & Procedures surrounding the Bid Opening will remain un-changed.

10. WAGE DETERMINATION

10.1. Construction Wage Rate are applicable to this contract and provided in Section 00800 of the SF1442. ref: 52.222-6

11. BID PREPARATION EXPENSES AND PRE-CONTRACT COSTS

11.1. This IFB does not commit the Government to pay costs incurred in preparation and submission of Bids or for other costs incurred prior to award of a formal contract.

12. CLAUSES & PROVISIONS

12.1. Clauses and provisions from the Federal Acquisition Regulation (FAR) and supplements thereto are incorporated in this document by reference and in full text. Those incorporated by reference have the same force and effect as if they were given in full text.

13. DISPOSITION OF UNSUCCESSFUL BIDS

13.1. In compliance with FAR Subpart 4.8, the Government will retain one copy of all unsuccessful Bids including the bid bond.

14. OFFERORS QUALIFICATIONS

14.1. To establish its responsibility, the apparent low bidder may be requested by the Government prior to Award, to submit a statement regarding his previous experience in performing comparable work, his business and technical organization, financial, insurance, and bonding resources, or plant available to be used in performing the work. This action may be requested to determine if the contractor is responsible.
