About this file

This is a technical proposal attachment document for RFP 26-87282 issued by the Indiana Department of Workforce Development (DWD) for unemployment insurance benefits payment services. The solicitation requests comprehensive technical proposals addressing funds access and ACH operations, contractor system requirements, account management, stored value card (SVC) programs, security and fraud detection, customer service capabilities, language and accessibility compliance, project documentation, transition planning, system testing and demonstrations, essential personnel and staffing, reporting and data access, performance standards, vendor experience, artificial intelligence applications, and subcontractor involvement. The technical proposal requires responses to 16 major sections containing 69 specific questions, with bidders expected to demonstrate their capability to manage unemployment insurance benefit distributions through multiple payment channels while maintaining strict security, compliance, and performance standards.

The document does not contain explicit pricing terms, set-aside information, incumbent details, contract term length, or renewal options within this attachment. However, the proposal framework indicates bidders must address administrative fees for performance lapses, volume-based or pass-through ACH transfer costs, card replacement fees and fraud-related exceptions, and various compliance costs. Bidders are required to demonstrate familiarity with state policies including Indiana Office of Technology (IOT) security standards, the Chief Data Officer privacy and AI policies, and GovRamp certification status. The solicitation emphasizes performance metrics including 98% account creation completion rates, 99% IVR call answer rates within two seconds, 80% CSR-directed call answer rates within 60 seconds, and 5% maximum call abandonment rates, with corrective action plans and associated penalties for non-compliance.
