About this file
This file contains two process flow diagrams detailing procedures for handling medical staff requests to be excused from abortion-related duties at VA facilities. The first diagram outlines the Coats-Snowe process, which applies specifically to physicians (MDs and DOs), residents, fellows, and medical students requesting to be excused from performing, training for, referring, or arranging induced abortions. This process involves coordination between the employee, supervisor, and Reasonable Accommodation Coordinator (RAC) using VA Forms 10-328 and 10-329.
The second diagram shows the Religious Accommodations and Exemptions process for all other VA employees requesting to be excused from abortion or reproductive care duties based on religious beliefs or moral grounds. This process follows a similar but more extensive workflow using VA Forms 10-328 and 10-330, including additional steps for consultations and meetings between the RAC, supervisor, and employee. Both processes are governed by specific federal laws - the Coats-Snowe Amendment (42 U.S.C. § 238n) for medical staff and Title VII Accommodation (42 U.S.C. § 2000e-16) and Religious Freedom Restoration Act (42 U.S.C. § 2000bb-1) for other employees.
