About this file
This is Amendment 0004 to solicitation 36C25625R0028 for the Kosciusko Community Based Outpatient Clinic (CBOC) services, issued by the Department of Veterans Affairs Network Contracting Office 16 in Biloxi, MS. The amendment extends the proposal due date to February 28, 2025 at 2:00 PM CST and provides answers to follow-up questions from Amendment 3.
Key clarifications include: confirmation that the VA will provide Thin Prep for Pap tests; clarification that salary range worksheets are optional but contractors must demonstrate ability to propose staffing salary ranges consistent with ERI data; requirement that Attachment D.4 must be submitted with proposals listing all proposed employees (with "TBD" acceptable for positions still being recruited); and denial of a request to extend the property search radius beyond Kosciusko, MS unless public transportation is available, in which case vendors may submit alternate technical and price proposals for consideration.

36C25625R0028 Community Based Outpatient Clinic, Kosciusko, MS Follow ups after Amendment 3
1. Solicitation reference: Amendment 3, questions 10 and 11 Please confirm the VA will provide Thin Prep as Contractors are not able to purchase this.
Answer: Please refer to the answer to question 11 which includes Thin Prep Pap Test, and that answer was yes.
2. Solicitation reference: Amendment 3, question 41 The answer to question 41 states, “Providing "salary range worksheet" is optional and not mandatory. If provided should be in excel format.” And the answer to questions 20 and 21 state, “Contractors are required to possess the ability to propose staffing salary ranges consistent with ERI data for the area and have the ability to recruit qualified staff.” Please clarify the requirements for salary ranges and how they will be evaluated. Specifically, will offerors who provide a salary range worksheet be evaluated more favorably than offers who do not provide one?
Answer:
To clarify, it says possess the ability and below is what is being evaluated:
Page 193 Sub-factor (a) – Offeror’s Capabilities/Experience. The Below bullets are part of Sub-factor (a) and not separate Sub-factors.
· Offerors shall provide evidence that they can provide a full range of services to include evidence of adequate staff, financial resources to acquire or obtain necessary equipment, meet start-up requirements including payrolls and staffing capabilities, including any teaming or subcontract arrangements that may be used.
The greater the evidence provided the higher the rating.
· Offerors shall describe average personnel turnover rate and how it may or may not affect contract performance. Describe the capability to recruit adequate staffing to meet contractual requirements.
Additional clarification- Financial resources can be such as a letter from bank. It’s asking for your ability to meet, so no, you do not need to provide salary range worksheet. How you provide evidence to meet payroll and staffing is up to the offeror.
3. Solicitation reference: Amendment 3, question 21 We understand that “Contractors are required to possess the ability to propose staffing salary ranges consistent with ERI data for the area and have the ability to recruit qualified staff.” We are still seeking clarification about the requirements for Attachment D.4. Should this attachment include personnel who have been recruited for the upcoming contract but who are not yet employees of the Offeror?
Answer: ATT D4 should list all proposed employees. For those that have been recruited, you can state that or put “To be determined- TBD” if still in process…
4. Solicitation reference: Amendment 3, question 22 We understand that “Offerors are required to have the ability to recruit qualified staff.” We are still seeking clarification about the requirements for Attachment D.4. May this attachment be provided post award once the Contractor has had chance to review incumbent employees and hire outside employees for open positions?
Answer: Must be provided with proposal. ATT D4 should list all proposed employees/key personnel as stated above for question 3. In addition, for those that need recruited you may put “To be determined- TBD”. If you plan to reach out to incumbent employees, you may note that too.
5. Would the government consider extending the property search radius by five miles beyond Kosciusko, MS? Expanding these limits would allow vendors to identify higher-quality clinical locations, ultimately providing greater value to the government.
Answer: No, unless public transportation is available to location (under Factor 2). If public transportation is available, then offeror may provide as an alternate technical and price proposal for the VA’s consideration. It’s up to offeror to ensure you have adequate staffing as mentioned under question and answer 2 above.
NOTE: Alternate proposals must be clearly marked. Pricing must be kept separate from technical proposal.
