About this file
This is an employee guidance document from the Department of Veterans Affairs (VA) explaining the processes for VA employees to request exemption from providing reproductive health services. The document outlines three main exemption pathways: the Coats-Snowe Opt-Out for physicians and medical trainees regarding abortion services, Title VII Accommodation for religious/moral beliefs, and Religious Freedom Restoration Act Exemption for religious beliefs.
The document details a three-step process where employees first inform their supervisor or Reasonable Accommodation Coordinator (RAC) of their request, followed by the RAC gathering necessary information about the employee's position and specific tasks they wish to be excused from, and finally the RAC working with both employee and supervisor to reach a decision. Two VA forms are referenced: VA Form 10-329 (Coats-Snow Form) and VA Form 10-330 (Exemption and Accommodation Form). The guidance also includes a comprehensive overview of reproductive healthcare services covered, including well woman visits, fertility services, pregnancy counseling, maternity care, and other related services.

Reproductive Health Training
Requesting to be Excused from Aspects of the Provision of Reproductive Health Care: A Guide for Employees
Reproductive Health Care at the Department of Veterans Affairs
VA is committed to providing access to world-class care and the full range of reproductive health services that Veterans have earned. On September 9, 2022, VA published an interim final rule that now permits VA to perform abortions in certain circumstances and provide abortion counseling to veterans and CHAMPVA beneficiaries.
Employee Rights
The Department of Veterans Affairs respects the religious beliefs, values, and practices of our employees and recognizes that some employees may object to providing certain reproductive health-related services. There are several sets of laws governing these situations, each with their own set of employees who are covered and each with their own required processes. To simplify these processes for employees, employees may communicate to their supervisors or the Reasonable Accommodation Coordinator (RAC) their desire to be excused from providing or participating in aspects of this care. This communication will be the catalyst for the rest of the process.
