About this file
This Justification and Approval (J&A) document supports a minor construction project for a Cardiovascular Center at the Orlando VA Medical Center (VAMC) in Florida. The procurement is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, with a total project value between $20,000 and $50,000,000. The VA is requesting brand name approval for three specific system components: Physical Access Control (Lenel Ongaurd), Cameras (PELCO CCTV), and Nurse Call (Rauland-Borg Responder 5) to ensure compatibility with existing infrastructure at the Orlando VAMC and Lake Nona Campus.
The justification emphasizes that using alternative manufacturers would create significant cost duplication and potential system incompatibility. Each brand name item was verified for Buy American Act (BAA) compliance, with manufacturers confirmed to be either U.S.-based or meeting compliance requirements. The procurement will be competed, with the Contracting Officer to determine fair and reasonable pricing prior to award. The project aims to standardize systems across VA facilities, allowing for better integration and ensuring that new components can effectively tie into existing operational systems.

These items have been standardized throughout the Orlando VAMC. Installing a different manufacturers’ systems will create significant duplication in costs for the facility, and in most cases the equipment will not function properly. The specific impact for not using the brand name items is listed below:
a. Physical Access Control (PACS)
i. Lenel Ongaurd
ii. Impact: This Access Control system is what is currently installed in the
Orlando VAMC, Lake Nona Campus and all access control hardware shall be compatible with this system. The use of another system would not be cost effective and would cause compatibility issues.
b. Cameras (CCTV):
i. PELCO
ii. Impact: This CCTV system is what is currently installed in the Orlando VAMC, Lake Nona Campus and all camera hardware shall be compatible with this system. The use of another system would not be cost effective and would cause compatibility issues.
c. Nurse Call:
iv. Rauland-Borg Responder 5
v. Impact: This Nurse Call System (hardware and software) is what is currently installed at the Orlando VAMC. The staff currently utilizes this nurse call system and is standard across all Lexington VA facilities. Utilizing the standardized system allows for integration with other adjacent facilities.

8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:
The market research for the required brand name items was conducted and prepared by the COR and A/E. This information was then shared with the CO for further review. The CO was in concurrence with information provided that supported these brand name items. Approval of the items as brand name only is critical for the overall efficiency of the completed project and the entire Orlando VAMC.
The market research concerning the required brand name items was previously conducted when the procurement of these items were originally purchased. The manufacturers and products are exclusively acceptable for reasons outlined in this J&A.
An additional purpose of the market research was to ensure requirements of the Buy American Act (BAA) has been met for each of the brand name items identified. The A/E team reviewed each of the compliance standards for the BAA and compared it with the components in each of the brand name items. After their thorough review, they have concluded that each item is in compliance with the BAA. See an overview below for each item:
a. Physical Access Control (PACS)
i. Lenel Ongaurd
