About this file
This is a Statement of Objectives (SOO) issued by the Air Force Life Cycle Management Center (AFLCMC) for domestically produced kinetic solutions utilizing Small Uncrewed Aerial Systems (sUAS). The Air Force seeks to identify and procure production-ready sUAS platforms across three weight categories—Group 1 (up to 20 lbs), Group 2 (20-55 lbs), and Group 3 (55-1,320 lbs)—within six months of contract award. All drones and critical components must comply with section 848 of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116-92), which mandates domestically produced systems. The procurement aims to establish a secure, sustainable, and adaptable kinetic capability that enhances operational effectiveness through advanced autonomy, survivability, and operational flexibility.
The SOO specifies three Key Performance Parameters (KPPs) that proposed solutions must demonstrate: System Security and Anti-Tamper Protection against unauthorized access and modification; Cybersecurity resilience to threats while maintaining data integrity and system control; and Sustainment with efficient storage requirements and high operational availability to minimize downtime. Six Key System Attributes (KSAs) are required: Dispersion around the aim point, Probability of Kill (Pk) warhead lethality, Payload Weight Capacity for kinetic payloads, Safe and Arm compliance with USAF requirements, Weather Operational Thresholds for diverse environmental conditions, and Open Architecture Interface design (such as DEVCOM Common Lethality Integration Kit [CLIK]) to enable integration with existing and future systems and multiple UAS sensor packages. The SOO encourages innovative solutions exceeding stated requirements and notes that the document is informational only, with the Government reserving the right to modify or cancel the effort at any time.

sUAS KINETICS STATEMENT OF OBJECTIVES (SOO)
1.0 Objective:
The Air Force Life Cycle Management Center (AFLCMC) is seeking to identify sources for domestically produced innovative kinetic solutions utilizing Small Uncrewed Aerial Systems (sUAS) to enhance operational capabilities across a range of mission sets. The objective is to identify and procure production-ready Group 1 (up to 20 lbs), Group 2 (20-55 lbs), and Group 3 (55-1,320 lbs) sUAS platforms within 6 months of contract award. These systems must provide a secure, sustainable, and adaptable kinetic capability, meeting stringent performance and operational requirements. All drones and critical drone components for this effort must be compliant with section 848 of the National Defense Authorization Act for Fiscal Year 2020 (“FY 2020 NDAA”) (Public Law 116-92).
2.0 Background:
The Air Force requires advanced sUAS platforms capable of delivering kinetic effects with enhanced autonomy, survivability, and operational flexibility. These systems will be deployed in diverse environments and must be readily supportable, secure against cyber threats, and adaptable to evolving mission needs.
3.0 Desired Outcomes:
• Identification of mature and readily available sUAS technologies capable of meeting the specified KPPs and KSAs.
• Development of a robust and sustainable kinetic sUAS capability for the Air Force.
• Enhancement of operational effectiveness through survivability and adaptability.
3.1 Key Performance Parameters (KPPs):
The proposed sUAS solutions must demonstrate robust performance in the following areas:
• System Security and Anti-Tamper Protection: Protection against unauthorized access, modification, or exploitation.
• Cybersecurity: Resilience to cyber threats and vulnerabilities, ensuring data integrity and system control.
• Sustainment: Efficient storage requirements and high operational availability to minimize downtime and maximize mission readiness.
• Exportability to Foreign Countries: Compliance with export control regulations to facilitate potential foreign military sales.
3.2 Key System Attributes (KSAs):
The proposed sUAS solutions should exhibit the following key attributes:
• Dispersion: Appropriate scattering of impact around the aim point to provide intended effects.
• Probability of Kill (Pk): Warhead lethality against intended targets.
• Payload Weight Capacity: Efficient weight capacity to accommodate range with kinetic payloads.
• Safe and Arm: Must meet stringent USAF safe and arm requirements.
• Weather Operational Thresholds: Ability to operate effectively in a range of weather conditions.
• Open Architecture Interface: Open architecture design (such as the DEVCOM Common Lethality Integration Kit [CLIK] interface framework) to facilitate integration with existing and future systems. Commonality to enable integration into multiple UAS sensor packages.
4.0 Important Considerations:
• This SOO is intended to provide potential offerors with a clear understanding of the Air Force's objectives.
• Offerors are encouraged to propose innovative solutions that meet or exceed the requirements outlined in this SOO.
Note: This Statement of Objectives is for informational purposes only and does not constitute a solicitation. The Government reserves the right to modify or cancel this effort at any time.
